3.0 Brief Scope of Work & other specific detail
Deployment of 40 seater AC bus for plying between NTPC kaniha to BBSR GH via TTPS.
SALIENT TECHNICAL FEATURES:
Talcher Super Thermal Power Station is a Unit of NTPC, in Kaniha block under Talcher sub- division of Angul
district of ODISHA.
Nearest Town : Talcher 26 KMs
Nearest Railway Station : Talcher 29 KMs
Nearest Airport : Bhubaneswar 180 KMs
INSTALLED CAPACITY :
STAGE-I : 2 Units each 500 MW = Total 1000 MW STAGE-II : 4 Units each 500 MW = Total
2000 MW Solar-10MW
4.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase
of bidding
documents.
5.0 Qualifying Requirements for
Bidders:
Make
Factory built 40-Seater AC deluxe Bus of TATA / Ashok Leyland / Eicher/ Swaraj Mazda make
with Air Suspension system & complying BS-IV or later standard. Seating arrangement (2 x 2)
Pushback seats excluding driver seat.
Model (as per
registration
book)
Not earlier than January, 2018. Gap between two seats and leg space shall be as per
guidelines of RTO for long distance passenger bus with luggage carrier.
Contract
period
03 years (36 months) with a provision to extend the contract for another 01 year at same
rate, terms & conditions if required by NTPC/TSTPS subject to fitness and performance.
01. Qualifying Requirements :
The Bidders should be owner of b Factory built AC deluxe Bus with standard accessories of make TATA/
Ashok Leyland / Eicher/ Swaraj Mazda of model not earlier than January, 2018b . They are required to
submit self-certified documentary proof of registration certificate, with their offers.
OR
The intending bidders presently not possessing their own vehicle may also apply and participate in the
tender. They are required to submit an undertaking in original on Non-Judicial stamp paper of Rs.10.00 that
in case of award, they will deploy the AC deluxe Bus (and shall submit all relevant and valid documents),
within 60 days period from the date issue of purchase order.
Remarks : Comprehensive insurance, valid road permit and such other documents do not form part of the
QR, They are required to be submitted at a later date, at the time of deployment of vehicle by sucessful
bidder as per condition of contract.
6. A Complete set of bidding Document may be downloaded by any interested Bidder directly through
NTPC eProcurement Portal, https://eprocurentpc.nic.in.
7. Tender documents are non-transferable. No bidder other than the original bidder in whose name the
tender documents are sold / downloaded can submit the offer.
8. Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9. NTPC reserves the right to reject any or all bids or cancel / withdraw the NIT without assigning any reason
whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.
10. Benefits to MSEs : Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and
Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries
Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small
and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the
bidding documents free of cost and shall be exempted from paying Earnest Money Deposit.
MSEs seeking exemption and benefits should attach a copy of valid registration certificate in b Fee folderb , giving
details such as validity, stores/ services etc. failing which they run the risk of their bid being passed over as
ineligible for the benefits applicable to MSEs.
Implementation of Public Procurement Policy For Micro and Small Enterprises (MSEs) order b 2012.
For the procurement of services or supplies where splitting of quantity is not possible, the award shall be made as
follows:
a) Award shall be given to L-1 bidder if L1 bidder is a MSE.
b) In case L1 bidder is not a MSE, then all the MSE vendor(s) who have quoted within the range of L1 + 15%, shall
be given the opportunity in order of their ranking (starting with the lowest quoted MSE bidder and so on) to bring
down its price to match with L1 bidder. Award for full quantity shall be placed on the MSE vendor who matches its
price with L1 bidder at the price quoted by L1 bidder.
c) If no MSE vendor who has quoted within range of L1 + 15% accepts the price of L1 bidder then the award shall
be made to the L1 bidder
