Instruction for e-bidding:

1. The bidder must have Digital Signature Certificate (Class-III).

2. The bidders who already have valid SRM User ID:

a) Login the SRM Portal and click on RFx and Auction button.

b) Rfx will be available to view for all the bidders which are already having valid SRM User ID’s.

c) Interested bidders have to register first against the Bid invitation by clicking on “Register” button placed into Rfx

header segment.

d) Tender document fee and EMD also needs to be submitted offline to NSPCL, Durgapur.

e) Once Registration step & Tender fee submission is done by bidder and the tender fee received by the NSPCL and

updated into the system then Bidder could able to “Create Response” and submit the bids against the Bid invitation into

the system.

3. New Bidders which are not having SAP/ERP Vendor Code and or SRM User ID:

a) In case a new bidder wants to participate for a particular Bid invitation in SRM portal, the bidder first of all has to

submit the filled Registration Form & NEFT Form along with required supporting documents e.g. as specified in forms

and Tender document cost, till 8

October 2018 to C&M department, NSPCL Durgapur in hard copy or scanned

copy through e-mail at: nspcldgp.cm@gmail.com, ajoykumar.gupta@nspcl.co.in, c.bhattacharjee@nspcl.co.in,

bk.kundu@nspcl.co.in.

b) C&M department will initiate the process for vendor ID creation in SAP & send the bidders SRM Credentials (User ID

along with initial Password)

c) After creation of SRM Credentials the step 2 ( above ) shall be followed by the bidder.

Tender cost and EMD to be paid through Demand Draft in favour of “NSPCL” payable at Durgapur, West Bengal.

Original D/D (for Tender Cost) and EMD documents to be sent to AGM(C&M), NSPCL/Durgapur -713203, Dist-Burdwan, W.B. &

confirmed by e-mail,so as to reach the site before Technical Bid Opening date.

Tender cost and EMD may be submitted by ON LINE AS PER ATTACHED PROCEDURE.

All eligible MSME, NSIC / SSI units with proper certificates from the appropriate authority shall be exempted for payment

of Tender Document Fees & EMD. Bidders seeking exemption have to enclose a copy of valid Registration Certificate giving

details of Stores, Monetary limit & Validity and send to us; failing which their bids may not be considered.

NOTE- The benefit of MSEs shall be available only for Goods / Services produced & provided by MSEs for

which they are registered. MSME Benefits are not applicable for “Works Contract”.

QUALIFYING REQUIREMENTS

Completion Period : 12 (Twelve) Months

1.0 FINANCIAL CRITERIA :

1.1 Turnover : The Average Annual Turnover of the Bidder, in the preceding 03 (Three) Financial Years, as

on Date of Tech. Bid opening, shall not be less than Rs. 10.52 Lakhs (Rupees Ten Lakhs Fifty-two

thousand only).

2.0 TECHNICAL CRITERIA :

2.1 The Bidder should have successfully executed, during preceding 7 (Seven) years from the date of

Technical Bid Opening,

(a) Supply of Grinding Balls & Grinding Rings / Thrust Rings for Coal Mills to a Power utility having

generation capacity of at-least 2 x 60 MW

(b) Supplied Any High Chrome/ NI-HARD castings of size of Diameter equal or above 3.5 Mtr. and 5 Ton

capacity or above .

2.2 (a) The Bidder should have executed orders mentioned under 2.1 above, having executed value as under

–

(i) Single Work Order of value of Rs. 8.42 Lakhs

(ii) Two Work Orders of value of Rs. 5.26 Lakhs each.

(iii) Three Work Orders of value of Rs. 4.21 Lakhs each

AND

(b) Bidder should either himself or through a company/ agency in which he has controlling stake,

own following manufacturing & testing facilities for use by the bidder-

Manufacturing facilities-

1. Casting & Machining Facility for manufacturing of Hi-chrome/ Ni-hard casting of minimum

diameter 3.5 meter.

2. Single piece casting facility of minimum 5 MT

3. Heat Treatment facility

Testing Facilities –

1. Hardness Testing

2. Micro Structure Testing

3. Chemical Composition Testing

4. Ultrasonic Testing Machine

5. Spectrometer/ spectrogram

6. Outside Micro-meter

NOTE

1. The Word “Executed” means that the Bidder should have achieved the progress specified in the QR

para 2.2 even if total contract/ work order is not completed/ closed. The same shall be supported by

documentary evidence issued by the owner/ employer such as Completion Certificate/ Joint protocol /

Running / Final Bills etc.

2. For Financial selection Criteria, QR para 1.0, Bidder must submit copy of Audited Balance Sheet and

Profit & Loss Account for the specified period. In case, where audited results for the Last Financial year

as on the Last date of Submission of Application, are not available, the Financial results certified by a

practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit

the Certificate from the practicing Chartered Accountant certifying its financial parameters, the audited

results of three consecutive financial years preceding the last financial year, shall be considered for

evaluating the financial parameters.

3. Other Income shall not be considered for calculation of Annual Turnover.
