3.0 Bid Security/EMD, in original, for the requisite amount as stipulated above shall be submitted prior
to stipulated bid submission closing date and time at the address given herein below. If Bid Security
in hard copy, in a separate sealed cover is not received or bids for which Bid Security of
inadequate value is received, the same shall not be entertained and in such cases bids shall not
be opened.
4.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the invitation for bids/IFB
without assigning any reason whatsoever and in such case no bidder/intending bidder shall have
claim arising out of such action.
5.0 A complete set of Bidding Documents is being sent through mail and may be downloaded by any
interested Bidder without Payment but (non-refundable) cost of the bid documents as mentioned
at 2.0 above in the form of a crossed Account Payee Demand Draft in favour of NTPC Ltd., Payable
at SBI, MAURYA LOK COMPLEX Branch, DAK BUNGALOW ROAD, PATNA, BIHAR, PIN 800 021, A/C-
10633749569. (IFSC Code - SBIN0007506) to be submitted along with bid and must reach before
stipulated bid submission closing date and time.
6.0 Brief Scope of Work :
SUCCESSFUL VENDOR HAS TO SUPPLY 3000 MT PPC CEMENT IS:1489 (Part-1) 1991 .
The detailed scope of work is given in the Bidding Documents is being sent to you through mail.

7.0 Qualifying Requirements of Bidders:
In addition to the requirements stipulated in Section ITB (Instructions to Bidders), the Bidder shall
also meet the Qualifying Requirements stipulated hereunder:
8.0(FOR SUPPLY OF PPC CEMENT IS:1489 (Part-1) 1991:
9.0 The bidder must have successfully executed the work of “Manufacture and Supply” of Portland
Pozzalona Cement (PPC) in any NTPC Stations/SEBs/Govt./ Semi Govt./PSU/“NSE or BSE enlisted
Company” during preceding Seven(07) years prior to the date of Techno-commercial bid opening as
per the following criteria:
Three Works/Orders each costing not less than Rs. 58.12 Lakh
OR
Two works/orders each costing not less than Rs. 72.66 Lakh.
OR
One work/order costing not less than Rs. 116.25 Lakh.
10.0 (a) Average annual financial turnover (AATO) of the bidder during preceding three(03)Financial
years prior to date of techno-commercial bid opening shall not be less than Rs. 145.31 Lakh.
(b) In case the Bidder is not able to furnish its audited financial statements on stand –alone entity
basis, the unaudited unconsolidated financial statements of the Bidder can be considered
acceptable, provided the Bidder further furnishes the following documents for substantiation
of its qualification.
i) Copies of the unaudited unconsolidated financial statements of the Bidder along with
copies of the audited consolidated financial statements of its Holding Company.
ii) A Certificate from the CEO/CFO of the holding Company, as per the format enclosed with
the bidding documents, stating that the unaudited unconsolidated financial statements
form part of the Consolidated Annual Financial Statements of the company.
In cases where audited results for the last financial year as on the date of the Techno-
Commercial Bid opening are not available, the financials results certified by a practicing
Chartered Accountant shall be considered acceptable. In case Bidder is not able to submit the
certificate from practicing Chartered Accountant certifying its financial parameters, the audited
results of three consecutive financial years preceding the last financial year shall be considered
for evaluating the financial parameters. Further, a Certificate would be required from the
CEO/CFO as per the format enclosed in the bidding documents stating that the financial results
of the Company are under audit as on the date of Techno-Commercial bid opening and the
Certificate from the practicing Chartered Accountant certifying that financial parameters is not
available.
Note:
(a) The word “executed” mentioned in clause 9.0 means that the bidder should have achieved the
criteria specified in clause 9.0 with ANY of the following conditions:

Case-1: The work/order is started earlier (prior to the period stipulated in Clause-9.0) but
completed within the stipulated period as mentioned in clause9.0. In such cases, entire
executed value of the relevant work vide that work order shall be considered for
evaluation.
Case-II: The work /order is started and completed within the stipulated period as mentioned in
clause9.0
Case-III: The work/order is started within the stipulated period as mentioned in clause 9.0 but
not completed as on the last date of stipulated period. In such cases “In progress”
executed value of the relevant work vide that work order as on the last date of
stipulated period, shall be considered for evaluation.
Remarks: (i) Any of the above cases shall be supported by documentary evidence issued by the
owner.
(ii) In case of composite work/BOQ, the bidder shall have to furnish Certificate from
owner certifying the value of specific nature of work, as mentioned in clause 9.0.
(b) Other income shall not be considered for arriving at annual turnover.
(c) “Holding company” shall have the meaning ascribed to it as per Companies Act of India.
