1. Nabinagar Power Generating Company Private Limited (NPGC) invites off-line Bids on
Single
Stage Two Envelope
bidding basis (Envelope-I: Techno-Commercial Bid & Envelope-II: Price Bid)
from eligible Bidders for aforesaid Package.
2. Brief Scope of Work & other Specific details:
Scope of work includes design,Supply,erection & commissioning of Chlorine di-oxide plant at
NSTPP Site.Chlorine di-oxide plant (PT - system) with Common Chemical storage and unloading
facilities,Chlorine di-oxide plant (CW- system) with Common Chemical storage and unloading
facilities.Contractor shall provide fully compatible electrical system,equipments, accessories
and services & also provide independent Control & instrumentation system for control and
operation of associated drives and auxiliaries .
3. BENEFITS/EXEMPTION TO SUPPLIES: NIL

An irrevocable Bank Guarantee of any Nationalised or Scheduled Bank* in favour of Nabinagar
Power Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security /
EMD. Pro-forma of the Bank Guarantee given in bid documents section VIII.
EMD / Bid Security of inadequate-value / unacceptable format shall not be entertained and such
bids shall not be opened.

Bid Security” and “No Deviation Certificate” shall be submitted in sealed envelopes separately
offline by the stipulated bid submission closing date and time at the address given
below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the
employer and shall not be opened. All credentials/ filled up formats & supporting
documents as asked by NPGC are to be submitted as attachments with the bid.
6. A complete set of Bidding Documents may be downloaded by any interested Bidder on payment
(non-refundable) of the cost of the documents as mentioned above in the form of a crossed
account payee demand draft in favour of Nabinagar Power Generating Co. Pvt. Ltd.” Payable
at Majhiawan/Barun/Aurangabad, DISTRICT: Aurangabad, Bihar” or directly through the
payment gateway at NTPC Website www.ntpctender.com. For logging on to the website, the
bidder would require User ID and Password which can be generated by him at the site
(www.ntpctender.com) by registering.
7. Qualifying Requirements:
1. Technical Criteria:
a) The Bidder should have designed, supplied, erected/supervised erection and
commissioned/ supervised commissioning of at least one(1) number of Chlorine Di-Oxide
system/Plant having at least one(1) number Chlorine Di-oxide(ClO2) generator of capacity
not less than 40 Kg/hr in any industrial application in the preceding seven(07) years as on
the date of techno-commercial bid opening. The above system/plant should have been in
successful operation for a period of not less than one(1) year.
b) The Bidders who do not fulfil the requirement in clause 1(a) above, can also participate
provided they have designed, supplied, erected/supervised erection and commissioned/
supervised commissioning of at least one(1) number of Gas Chlorination Plant/System of
capacity not less than 120 Kg/hr in any industrial application and associates/collaborates
with a party fully meeting the requirements of clause 1(a) above.
In such a case, the Bidder shall be required to furnish a Deed of Joint Undertaking (DJU),
as per the format enclosed with the bidding documents jointly executed by the Bidder and
the Collaborator(s)/Associate(s) and each executant of the DJU shall be jointly and
severally liable to the Employer for successful performance of the Chlorine Dioxide (ClO
2
)
System/Plant. The DJU should be submitted along with the bid failing which the Bidder
shall be disqualified and its bid shall be rejected. In case of Award, the
Collaborator(s)/Associate(s) shall be required to furnish an on demand Bank Guarantee as
per the format enclosed with the bidding documents for a value equal to 2% of the
contract price in addition to the Contract Performance Security to be furnished by the
Bidder.
2. Financial Criteria:
a) The average annual turnover of the Bidder in the preceding 3 (three) financial years as on
the date of Techno-commercial bid opening shall not be less than 629.30 lakhs.
b) Networth of the Bidder shall not be less than 100% of the bidder’s paid up share capital as
on the last day of the preceding financial year on the date of Techno-commercial bid
opening. In case the Bidder meets the requirement of Net worth based on the strength of
its Subsidiary(ies) and/or Holding company and/or Subsidiaries of its Holding Companies
wherever applicable, the Net worth of the Bidder and its Subsidiary(ies) and/or Holding
company and/or Subsidiary(ies) of the Holding Company, in combined manner should not
be less than 100% of their total paid up share capital. However individually, their Net
worth should not be less than 75% of their respective paid up share capitals. For
Consortiums/Joint Ventures, wherever applicable, the Net worth of all consortium/Joint
Venture members in combined manner should not be less than 100% of their paid up
share capital. However individually, their Net worth should not be less than 75% of their
respective paid up share capitals.
Networth in combined manner shall be calculated as follows:
Networth(Combined) = [(X1+X2+X3)/(Y1+Y2+Y3)] X 100
Where X1, X2, X3 are individual Networths, which should not be less than 75% of the
respective paid up share capitals and Y1, Y2, Y3 are individual paid up share capitals.
c) In case where audited result of the last financial year as on the date of Techno-
commercial bid opening is not available, the financial results duly certified by a practicing
Chartered Accountant shall be considered acceptable. In case the bidder is not able to
submit the certificate from a practicing Chartered Accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last
financial year shall be considered for evaluating the financial parameters. Further a
certificate would be required from the CEO/CFO that the Financial Results of the Company
are under audit as on the date of Techno-commercial bid opening and that the Certificate
from the practising Chartered Accountant certifying the Financial parameters is not
available.
d) In case the Bidder is not able to furnish its audited Financial statements on stand- alone
entity basis, the un-audited un-consolidated Financial Statements of the Bidder can be
considered acceptable provided the Bidder further furnishes the following documents for
substantiation of its qualification:
(i) Copies of un-audited un-consolidated Financial Statements of the Bidder along with
copies of the audited consolidated Financial Statements of its Holding Company.
(ii) A certificate from the CEO/CFO of the Holding Company, as per the format enclosed
in the bid documents, stating that the un-audited un-consolidated Financial
Statements form part of the consolidated Financial Statements of the Holding
Company.
Notes:
I. Other income shall not be considered for arriving at the annual turnover.
II. The word “executed” above means that the bidder should have achieved the criteria
mentioned in the Qualifying Requirement within the period specified even if the total
contract has been started earlier and/or is not completed/closed.
III. The Bidder shall submit complete documentary evidence like the duly notarised
order/contract copies, experience and satisfactory performance certificate(s) in this
regard. The original experience, performance certificate(s) from user/client should be on
the letterhead of the Company issuing certificate and should reflect executed quantities
as stated above in the Technical Criteria.
IV. Networth means the sum total of the paid up share capital and free reserves. Free
reserve means all reserves credited out of the profits and share premium account but
does not include reserves credited out of the revaluation of the assets, write back of
depreciation provision and amalgamation. Further any debit balance of Profit and Loss
account and miscellaneous expenses to the extent not adjusted or written off, if any,
shall be reduced from reserves and surplus.
V. Original documents shall be produced for verification as and when called for.
Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities
and capacity of the Bidder / his collaborators /associates /subsidiaries /group companies to
perform the contract, should the circumstances warrant such assessment in the overall interest
of the Employer.
8. Original documents for verification's shall be produced as and when called for.
Following credentials are to be submitted by the bidders along with bid documents which is
also the part of standard tender procedure:-
a) Legible copies of documents [Award Letter/BOQ/Agreement for ‘similar nature of
work(s)’ and Completion Certificate/Copy of Owner certified Measurement Book(s)
(MB/Bills/Receipts)] in proof of work executed, clearly indicating Total value of work
executed and Period of execution in respect of the award.
b) Audited Balance sheet and Profit & Loss account for last three financial years.
c) Copy of Partnership deed/Affidavit for proprietorship/Certificate of incorporation.
d) Copy of PF code Registration Number.
e) Copy of PAN Registration
f) GST Registration.
9. Documents submitted by the Bidders should be clearly readable /comprehensible. NPGC
reserves the right to discard incomplete/insufficient/unreadable documents and evaluate
tenders on the basis of balance documents available with the bid which are comprehensible,
relevant & acceptable.
10. Notwithstanding anything stated above, the Employer reserves the right to assess the
capabilities and capacity of the Bidder / his collaborators/ associates / subsidiaries / group
companies to perform the contract, should the circumstances warrant such assessment in
the overall interest of The Employer.
11. Bidders are requested / advised to check the Qualifying Requirements (QR) of the subject
tender before downloading / buying the tender document online.
12. Participation in the tender does not automatically mean that the bidders are considered
qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after
opening of technical bids and the bids of the bidder who is not meeting the qualifying
requirement shall be treated as non-responsive. After evaluation of the technical bid, the
Price bid(s) of the bidder(s) who do not meet the Qualifying Requirements shall not
be opened and the same shall be returned to the bidder(s) without being opened.
13. NPGC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject
package without assigning any reason whatsoever and in such case no bidder/intending
bidder shall have any claim arising out of such action. EMD only shall be returned
without any additional financial liability to NPGC.
14. Transfer of Bidding Documents purchased by one intending Bidder to another is not
permissible.
15. If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to
next working day.
16. NPGC shall not be responsible for any postal delay / loss / damage or non delivery of EMD /
Bid Security, No Deviation Certificate or the bid.
17. Issuance of Bidding Documents to any Bidder shall not construe that such Bidder is considered
to be qualified. Bids shall be submitted off-line and opened at the address given below in
the presence of Bidder
s representatives who choose to attend the Bid Opening. Bidder shall
furnish Bid Security, Power of Attorney, Integrity Pact / Deed of Joint Undertaking/JV
Agreement (as applicable) in physical form as detailed in Bidding Documents before the
stipulated bid submission closing date and time at the address given below.
18. Other terms and conditions of tender shall be as contained in Bid Documents.

are mentioned below. These Salient Technical Features are mentioned only to facilitate prospective
bidders to prime-facie understand the requirements under the tender and shall not in any way limit or
alter the Scope of Work and Technical Features / Specification of Works covered in the Bidding
Documents. Detailed provisions in regard of Scope of Work and Technical Features / Specification of
Works, contained in the bidding document shall be final and binding.

Brief Scope of work:
1. The scope of work shall include Design, Engineering, Supply, Construction, Erection, Testing &
Commissioning of complete Chlorine di-oxide plant Systems including all Civil, Electrical and Control &
Instrumentation works, for Cooling Tower Circulating Water (CW) System, Raw Water & Potable
Water (PT).
2. This also includes initial and trial operations and performance testing and handing over.
3. The Scope of Supply & works of Chlorine di-oxide plant Systems shall generally consist of:
Basic Engineering of the plant and systems;
Detailed design of all the equipment and equipment system(s) including civil structures to
the extent applicable ;
Providing, review and approval of engineering drawings, data, process calculations,
structural design calculations, Equipment/ Piping layout, Drawings/Data sheets of bought
out items, civil structural/architectural Drawings, review of employer’s drawings related to
interference in the area of Bidder’s scope, Performance & Guarantee Test procedure etc;
Providing Operation & Maintenance/ instruction manuals, as built drawings another
information.
Providing training of Employer’s personnel as mentioned in General Technical
Requirements (i.e.) Part-C of Section VI, Technical Specifications.
Compliance with statutory requirements and obtaining clearances from statutory authorities,
wherever required;
Finalization of sub-vendors, manufacturing quality plans and Field quality plans.
Complete manufacturing including conducting all shop / routine tests;
Civil, Structural and Architectural works to the extent applicable;
Packing and transportation from the manufacturer’s works to the site including customs
clearance & port clearance, port charges (if any) ;
Receipt, storage, preservation and conservation of equipment at the site as applicable;
Fabrication, pre-assembly (if any), erection, testing, pre-commissioning and commissioning
and putting into satisfactory operation all the equipment including successful completion of
initial operation.
Functional guarantee tests after successful completion of initial operation.
The contractor shall be responsible for making all connections at terminal points and for
supplying necessary jointing material, connectors, fasteners etc.
Satisfactory completion of the contract.
All the first fill and one year's topping requirement of consumables such as oil,
lubricants, greases etc. which will be required to put the equipment covered under the
scope of specifications, into successful commissioning/ initial operation and to establish
completion of facilities shall be furnished by the contractor. Suitable standard lubricants as
available in India are desired. Effort should be made to limit the variety of lubricants to
minimum.
Special tools and tackles if any required for maintenance of the plant.
The contractor shall be responsible for making all connections at terminal points,
interconnection with existing system as required with necessary valves, fittings etc. and for
supplying any necessary jointing material, connectors, nuts, bolts etc.
All dismantling, modifications, alterations, relocation of the existing or ongoing
chlorination system/building(s) required to be done to complete the work shall be under
Bidder’s scope.
The Bidder shall be responsible for providing all material, equipment and services, specified
or otherwise which are required to fulfill the intent of specification and ensuring operability,
maintainability and the reliability of the complete work covered under this specification.
