4. Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by

the stipulated bid submission closing date and time at the address given below.

5. A complete set of Bidding Documents may be downloaded by any interested Bidder Bidder from our NIC

Portal (https://eprocurentpc.nic.in/nicgep/app). Tender fee (non-refundable) of requisite value is to be

paid in a separate envelope up to the time of scheduled Technical BOD in the form of Pay order / demand

draft / Bankers cheque in favour of NTPC Limited, from any of Nationalized or Scheduled Bank, payable at

Vindhyanagr/ Singrauli/ Waidhan of MP of the cost of the documents. For logging on to the GePNIC Site,

the bidder would require user id and password, which can be obtained by enrolling at GePNIC site. First

6. Clarification on bidding documents:

Any queries/clarification may be asked by bidder in GePNIC portal only and no email queries/ clarifications

will be entertained.

The queries will be answered by NTPC and posted in the GePNIC Portal. The bidders can view all queries

and all answers once they are posted in the GePNIC Portal.

Note: Bidders are advised to download the Bid Documents well in advance as NO CLARIFICATION SHALL BE

PERMITTED AFTER CLARIFICATION END DATE

7. Qualifying Requirements:

a. The bidder should be a company or firm.

b. The Bidder should have at least one-year experience in harvesting of Cenosphere from Ash Pond of a

coal based thermal power plant of capacity 200 MW or above prior to the date of bid opening.

c. The Bidder who are in the business of Cenosphere and do not meet the requirement at (b) above, can

also participate provided the bidder Collaborate(s)/Associate(s) with the party who meet the requirement

under (b) above, which the Bidder itself is not able to meet.

d. Bidder seeking qualification through clause No. (c) shall furnish undertaking jointly executed by it and

its Collaborator/Associate for the successful performance of the contract as per owner’s format enclosed

in the Bidding documents. The deed(s) of joint undertaking(s) shall be submitted along with the Techno-

Commercial Bid, failing which the Bidder shall be disqualified and its Techno-Commercial Bid shall be

rejected. Further, in case of award, Bidder's Collaborator(s)/Associate(s) shall be required to furnish an on-

demand Bank Guarantee as per the format enclosed with the Bidding documents for a value equal to 1%

(one percent) of the total contract price in addition to the Contract Performance Security to be furnished

by the Bidder.

e. The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of

Techno - Commercial bid opening shall not be less than Rs. 1.43 Crores (Rupees One Crore and Forty Three

Lacs only) per annum.

8. ‘NIL’ Deviations Certificate (To be accepted online under GTE)

No deviation, whatsoever, is permitted by the Employer to any provisions of Bidding

Documents.

The acceptance of above is an attribute of the on line Bid Invitation and the Bidders are required to confirm

acceptance of the same by accepting the following condition:

“Do you certify full compliance to all provisions of Bid Documents”

Acceptance of above condition shall be considered as bidder's confirmation to the following:

(a) The provisions of Bidding Documents read in Conjunction with Amendment(s)/ Clarification(s)/

Addenda/ Errata (if any) are acceptable and no deviation has been taken

in this regard.

(b) Any deviation to Bidding Documents and its subsequent Amendment(s)/ Clarifications(s)/ Addenda/

Errata/ Minutes of Clarification Meeting (if any) as mentioned at (a) above found anywhere in Price Bid

Proposal, implicit or explicit, shall stand unconditionally withdrawn, without any cost implication

whatsoever to Employer, failing which the Earnest Money Deposit shall be forfeited.

9. Declaration on Qualifying Requirements (To be accepted online under GTE)

Declaration by the Bidder towards compliance on "Qualifying Requirements” by accepting the condition in

the on-line Bid.

“Do you certify full compliance on Qualifying Requirements”

Acceptance of above condition shall be considered as bidder's confirmation to the following:

(a) The number of reference Plants/Orders quoted by Bidder in Attachment- 3 of the bid, for establishing

compliance to the specified Qualifying Requirement (QR), are in accordance with the provision

specified above.

(b) The reference Plants/ Orders/ declared, shall only be considered for evaluation/ establishing

compliance to Qualifying Requirement (QR). Any reference Orders declared more than as specified

above shall not be considered for evaluation/establishing compliance to Qualifying Requirements.

Requirement (QR) shall be offered by the bidder.

(d) Declaration on Banning Policy (To be accepted online under GTE)

Declaration to the effect that the Bidder shall abide by Banning Policy of the Employer displayed on NTPC’s

website http://www.ntpctender.com indicating his compliance to the provisions of ITB Sub-Clause 37.0 to

be furnished by accepting the following GTE condition:

“Do you accept Withholding and Banning of Business Dealing Policy of NTPC”

(e) Declaration on Fraud Prevention Policy (To be accepted online under GTE)

Declaration to the effect that the Bidder shall abide by Fraud Prevention Policy of the

Employer displayed on NTPC’s website http://www.ntpctender.com indicating his

Compliance to the provisions of ITB Sub-Clause 36.0 to be furnished by accepting the following GTE

condition:

“Do you accept the Fraud Prevention Policy of NTPC”.

10. MODIFICATION, SUBSTITUTION AND WITHDRAWAL OF BID

12.1 Bidders are requested to submit the bids on-line on NTPC e-tender Portal.

12.2 Bids shall be hosted / uploaded and submitted on the NTPC e-tender portal by the date & time

specified in the NIT/Basic data of the Tender in the e-tender portal.

12.3 Bid Modification and withdrawal: The Bidder may modify or withdraw its bid after submission prior

to the deadline prescribed for bid submission. In case of withdrawal a letter giving the reason for

withdrawal is to be uploaded. Once a bid is withdrawn, the bid cannot be re-submitted.

No bid may be withdrawn / modified in the interval between the bid submission deadline and the

expiration of the bid validity period. Withdrawal/Modification of a bid during this interval may result in the

Bidder’s forfeiture of its Earnest Money Deposit , pursuant to ITB Clause 12.0 above.

12.4 No bid may be withdrawn in the interval between the bid submission deadline and the expiration of

the bid validity period specified in clause 18.0 of ITB.

Withdrawal of a bid during this interval may result in the Bidder’s forfeiture of its Earnest Money Deposit
