1 NTPC invites on-line bids on Single stage Two envelope basis from eligible

bidders for above said package as per the Scope of Work briefly mentioned

hereinafter.

BRIEF SCOPE OF WORK:

Design, engineering, manufacturing, supply, shop fabrication, assembly, testing &

inspection at manufacturebs works, packing, forwarding of Forty(40) Nos. of Bottom

discharge Hopper wagons, as per RDSO drawing no: WD-91071-S-01 or LATEST

REVISION.

The wagons will be operating on 1676 mm gauge fitted with electro-pneumatically

operated door operating mechanism as per RDSO specifications. The commissioning

, trial operation and performance guarantee tests will be carried out at NTPC, SSTPS

MGR system.

2 NTPC Intends to finance the subject work through own resource.

3 Detailed specification, scope of work and terms & conditions are given in the bidding

documents, which are available for examination and sale at the address given below

Bidder shall submit the Demand Draft towards the cost of Bid Document / Tender Fee alongwith

the envelope containing the Bid Security. However, Micro and Small Enterprises (MSEs)

registered with District Industries Centres or Khadi and Village Industries Commission or Khadi

and Village Industries Board or Coir Board or National Small Industries Corporation or

Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small

and Medium Enterprises as per MSMED Act 2006,for goods produced and services rendered,

shall be issued the bid documents free of cost and shall be exempted from paying Earnest

Money Deposit//Bid Security.

2. Demand Draft can be prepared in favour of NTPC Ltd., Payable at Shaktinagar and

shall be submitted alongwith the documents being submitted to NTPC in Hard copies

as mentioned in ITB/BDS, else Bid shall not be opened by NTPC.

5 QUALIFYING REQUIREMENT FOR BIDDERS

5.1.0 TECHNICAL CRITERIA:

5.1.1 The Bidder should have executed orders for design, manufacture and supply OR

executed orders for manufacture and supply, conforming to RDSO design of:

a) Minimum of 1000 bogies wagons (8 wheelers).

b) Minimum of 200 Bogie Open Rapid Discharge Hopper wagon (8 wheelers) which

must have been in successful operation for at least two (2) years as on the date of

techno commercial bid opening.

5.1.2 The Bidder should have executed the orders of design, manufacture and supply of

BOBR wagons as per RDSO design, during last seven (7) years as on the date of

Techno commercial bid opening, as any one of the following:

a) Three orders having value not less than Rs. 536.0 lacs each

b) Two orders having value not less than Rs. 670.0 lacs each

c) One order having value not less than Rs. 1072.0 lacs.

5.2. 0 Financial Criteria

5.2.1 The average annual turnover of the Bidder in the preceding three (3) financial years

as on the date of Techno-Commercial bid opening, should not be less than Rs. 894.00

Lacs (Rupees Eight Hundred Ninety Four Lacs only).

5.2.2 Other income shall not be considered for arriving at annual turnover.

5.2.3 In case where audited results for the last financial year as on the date of techno

commercial bid opening are not available, the financial result certified by a practicing

Chartered Accountant shall be considered acceptable. In case, Bidder is not able to

submit the certificate from practicing Chartered Accountant certifying its financial

parameters, the audited results for the three consecutive financial years preceding the

last financial year shall be considered for evaluating the financial parameters.

6 NTPC reserves the right to reject any or all bids or cancel/ withdraw the IFB for

subject Package without assigning any reason whatsoever and in such case no

bidder / intending bidder shall have any claim arising out of such action.

7 Issuance of bid documents to any bidder shall not construe that such bidder is

considered to be qualified. Bids shall be submitted and opened at the address

given below in the presence of bidderbs representatives who choose to attend the

bid opening.

8 Transfer of Bidding Documents purchased by one intending Bidder to another is

not permissible.
