NOTICE INVITING TENDER FOR SUPPLY,INSTALLATION,TESTING AND COMMISSIOINING OF SMART
ENERGY METERING SYSTEM AT NTPC KAWAS THROUGH E-TENDERING.

1.0 NTPC Kawas invites tenders from eligible bidders for Supply of SUPPLY,INSTALLATION,TESTING
AND COMMISSIOINING OF SMART ENERGY METERING SYSTEM through e-tendering without
reverse auctioning as per the scope of work briefly mentioned at para 4.0 below:

name of work, NIT and Party Name at C&M Kawas well before BoD
and the soft copy of the same shall be uploaded in GePNIC under
relevant cover i.e. fee Cover
MSE (Micro & Small Enterprises) registered with NSIC/DIC (District
Industries Centre)/ Udyog Aadhar are exempted from Tender Fee.
MSE should submit the copy of registration in place of DD to view
the bid. In case of eligible, The same shall be submit in a sealed
cover as mentioned above at C&M kawas.

qualified after evaluation of the first part bid, for which separate intimation
will be sent to such qualified bidders.

3.0 Qualifying Requirements:
QUALIFYING REQUREMET FOR SUPPLY OF SMART ENERGY METERING SYSTEM.
1.0 Technical Criteria :-
The vendor should have successfully supplied and commissioned a Smart Energy Metering
System infrastructure having automatic and remote communication reature with Meter Data
Acquisition, Meter Data Management, necessary Hardware and Software for a network size of
minimum 200 Energy Meters. The System supplied & commissioned should be in successful
operation for a minimum period of one year after commissioning date. The Vendor shall
produce a contract document confirming to the above requirement as per following during
last seven financial years reckoned as on date of Technical Bid Opening Date.
(a) One similar executed PO costing not less than Rs. 46.11 Lacs
OR
(b) Two similar executed PO costing not less than Rs. 28.82 Lacs each
OR
(c) Three similar executed PO costing not less than Rs. 23.06 Lacs each
3 .0 Financial Criteria : -
The Average Annual Turnover of the bidder for the preceding Three(03) Completed Financial
Years (2015-16,2016-17 and 2017-18) as on date of Technical Bid Opening shall not be less than
Rs. 57.64 Lacs.
Vendor shall furnish audited financial reports (Balance Sheet & P&L Account of last 3 years
against these criteria)
Note :
(a) Similar work means the work mentioned at para 1 above.
(b) The relevant/necessary documents for meeting the above QR should be submitted along with
the technical bid and should be self attested/online digitally signed by bidder.
(c) The word executed means the bidder should have achieved the progress as specified in the QR
even if the total contract is not completed/closed. The same shall be supported by
documentary evidence (Like completion certificate of copy of invoice against work executed
with proof of receipt of payment against the same) as on or before the Technical Bid Opening
Date :-
1) Other income shall not be considered for arriving at annual turnover.
2) For meeting the financial criteria of the QR, audited financial statement is required to be
furnished.
In cases where audited results for the last financial year as on the date of Techno Commercial
bid opening are not available, the financial results certified by a practicing Chartered
Accountant shall be considered acceptable.
In case Bidder is not able to submit the certificate from practicing Chartered Accountant
certifying its finanaical parameters, the audited results of three consecutive financial years
preceding the last financial year shall be considered fof evalulating the financial parameters
provided a certificate would be required from the CEO/CFo, stating that the financial results
of the company are under audit as on the date of techno-commercial bid opening and the
certificate from the practicing Chartered Accountant certifying the financial parameters is not
available.

(d) NTPC reserves a right to visit the vendor’s facility for evaluating the Q.R. criteria.
5.0 Brief scope of work:
The scope covers SUPPLY OF SMART ENERGY METERING SYSTEM as per NIT at NTPC Kawas.
6.0 A Complete set of bidding Document may be downloaded by any interested Bidder on directly
through (https://eprocurentpc.nic.in/nicgep/app). Cost of tender document as
stipulated above in para 2.0 shall be submit along with submission of BID.
7.0 Tender documents are Non transferable. Only the bidder, in whose name the tender
documents are downloaded, is allowed to submit offer. No bidder other than the original
bidder in whose name the tender documents are sold / downloaded can submit the offer.
8.0 Bid Security and Tender Fee, in original, for the requisite amount as stipulated in Para 2.0
above shall be submitted prior to the stipulated bid submission closing date and time at the
address given herein below. If Bid Security & Tender Fee in Original, in a separate sealed cover
is not received or bids for which Bid security & Tender Fee of inadequate value is received the
same shall not be entertained and in such cases bids shall not be opened.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids
without assigning any reason whatsoever and in such case no bidder / intending bidder shall
have any claim arising out of such action.
