1 NTPC invites on-line bids on Single Stage Two Envelope bidding basis from eligible bidders for

the above said package as per the Scope of Work briefly mentioned hereinafter.

2 BRIEF SCOPE OF WORK:

The scope of work under this contract is to carry out all works related to Comprehensive Operation

and Maintenance Services for 5MWp Solar PV Plant including day-to-day operations, repairs and

maintenance of the entire systems/equipments as per BOQ items and as per terms and conditions

for the completion of the work. The detailed scope of work is available in Section V/BOQ.

inclusive of GST@18%.

Micro and Small Enterprises (MSEs) registered with District Industries

Centers or Khadi and Village Industries Commission or Khadi and Village

Industries Board or Coir Board or National Small Industries Corporation or

Directorate of Handicrafts and Handloom or Udyog Aadhar or any other body

specified by Ministry of Micro, Small and Medium Enterprises as per MSMED

Act 2006, for goods produced and services rendered, shall be issued the

bidding documents free of cost and shall be exempted from paying Earnest

Money Deposit. Units registered The benefit as above to MSEs shall be

available only for goods/ services produced & provided by MSEs for which

they are registered. MSEs seeking exemption and benefits should enclose a

attested/ self certified copy of valid registration certificate, giving details such

as validity, stores/ services etc. failing which tender fee exemption shall not

be given.

Proposal” in Cover Type Technical and the "Price Proposal" in Cover Type Price (in excel file),

within the bid submission date & time as mentioned above on e-tendering portal

First time users not allotted any vendor code are requested to approach NTPC at least ten working

days prior to Document Sale close date and submit the Following :

a) For Creation of Vendor Code:

i) Request letter on company's letter head of the bidder

ii) Copy of GST Registration, PAN No. and valid E-mail-ID

iv) Cancel Cheque & EFT Form(to be verified by bank)

6. Bid Security/ EMD in the form of DD/BC/BG shall be submitted in a sealed envelope separately

offline by the stipulated bid submission closing date & time at the address given below. Any bid

without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not

be opened.

In case Bid Security is submitted by way of Bank Guarantee, the same should be valid for 225 days

from the date of Opening of Techno-commercial offer.

In case Bid Security is submitted by way of DD/ Bankers Cheque/Pay Order same should be

payable at HARIPAD (DT. ALLEPPEY, KERALA).

While issuing the physical BGs, the Bidder’s Bank shall also send electronic message through

secure SFMS (in case of BGs issued from within India) or SWIFT (in case of BGs issued from

outside India) to Employer’s Beneficiary Bank whose details are provided herein below :

Note: Bidders, who have valid MSE/ NSIC certificate, are not required to submit Tender Fee &

EMD; such bidders shall submit hard copy before Technical BOD and upload MSME/ NSIC

certificate online with digitally signed.

QUALIFYING REQUIREMENT FOR BIDDERS:

The Bidder who wishes to participate in the bidding shall satisfactorily establish that it fulfills the

Qualifying Requirements stipulated hereunder

Technical

i) The bidder should have successfully executed the work of Installation & Commissioning or

Operation & Maintenance of at least one 2.5 MW or above capacity Solar Power Plant having

connectivity with grid, during the last five years ending as on the date of bid opening.

Financial

i) The bidder should have executed

works like

supply/erection/commissioning/maintenance/operation of equipment related to Solar PV

Plants for the values mentioned below during the last SEVEN years on the date of bid

opening:

Single Contract of value not less than ` 32.43 Lakhs

OR .

Two Contracts of value not less than ` 20.27 Lakhs each

OR .

Three Contracts of value not less than ` 16.21 Lakhs each

ii) The average annual turnover of the bidder in the preceding three financial years as on the

date of bid opening shall not be less than ` 40.54 Lakhs.

NOTE:

i) The relevant documents such as Letter of Award, proof of completion etc., shall be submitted

along with the bid. All claims need to be supported by documentary evidence and necessary

contact details including names and telephone numbers of customers.

ii) Notwithstanding anything stated above, the Employer reserves the right to verify any

information/ document furnished; inspect the works carried out by the bidder and also to carry

out assessment of the capabilities and capacity of the Bidder to perform the contract, should

the circumstances warrant such assessment in the overall interest of the Employer.

iii) Other income shall not be considered for arriving at annual turnover. In case where

audited results for the last preceding financial year are not available, certification of financial

statements from a practicing Chartered Accountant shall also be considered acceptable. In

case Bidder is not able to submit the Certificate from practicing Chartered Account certifying

its financial parameters, the audited results of three consecutive financial years preceding the

last financial year shall be considered for evaluating the financial parameters. Further, a

Certificate would be required from the CEO/CFO as per the format enclosed in the bidding

documents stating that the financial results of the Company are under audit as on the date of

Techno-Commercial bid opening and the Certificate from the practicing Chartered Accountant

certifying the financial parameters is not available.

iv) The word “executed” means; Bidder should have achieved the criteria specified in above QR

even if the total contract is not completed/ closed.

v) The value of the work completed in the preceding seven (7) years reckoned as on date of

techno commercial bid opening, even if it has been started earlier, will also be considered as

meeting the qualifying requirements.

vi) The reference works whose details have been declared as per the specified format in the

relevant attachment (i.e. Attachment No. 3) shall be considered to ascertain the bidder’s

compliance to the specified Financial Qualifying Requirement (QR). Bidders wishing to

provide additional reference works are required to declare the same in similar format which

shall be additionally attached. However, bidders are not permitted to quote more than SIX (6)

number of reference works for this purpose.

In case Attachment-3 is not filled, one option shall be extended to the bidder to submit

the duly filled Attachment-3.

No change or substitution in respect of reference Plants/

Orders for meeting the specified Qualifying Requirement (QR) shall be offered by the bidder

once Attachment 3 is submitted. The request for submission of Attachment 3 in case not filled

shall be sent through email and NTPC shall not be responsible for non receipt of email. In

case the response is not received from the party within the specified period indicated in the

mail, the bid shall be considered non responsive and technically rejected.

vii) The Employer at its discretion may seek any clarification and/or documentary evidence only

in respect of the reference works as mentioned above. However, no change or substitution

of the reference works by new/additional work for conforming to the specified Financial

Qualifying Requirement shall be sought, offered or permitted.

viii) Joint Ventures/ Consortiums are not permitted for bidding

8. Techno-Commercial Bid (i.e. Technical Bid & Price Bid) Submission:

This is an E-tender case and bidders shall submit bid (Technical Bid & Price Bid) in ONLINE ONLY.

Bids sent in physical form through any other means /media is not at all acceptable and it may be

liable to be rejected.

A) Documents Required for Technical Bid Submission:

i) Tender Fee in the form of DD/BC is to be submitted in sealed envelope in Physical Form/ Offline

within the scheduled period along with EMD.

ii) EMD in the form of DD/BC/BG is to be submitted in sealed envelope in Physical Form/ Offline within

the scheduled period. Any techno-commercial bid not accompanied by an acceptable EMD and

Tender Fee in separate sealed envelope shall be rejected by NTPC Limited, Kayamkulam as being

non-responsive and will not be considered for Opening. (*Format for BG, Please refers to Section-

VII, Forms & Procedures).

iii) Above sealed envelopes must be super scribed with NIT No., Date of Opening of Technical Bid,

Sender's Name & Address.

iv) Bidders, who have valid MSE/ NSIC certificate, are not required to submit Tender Fee & EMD; such

bidders shall submit hard copy before Technical BOD and upload MSME/ NSIC certificate online

with digitally signed

v) Following documentary evidences should be uploaded online & signed Digitally:

 QR documents comprising of credentials (i.e. Copy of Work Orders/ LOAs/ Agreements /

Completion Certificates) as per qualifying requirements mentioned above.

 Up to date copy of Profit and Loss Account and Balance sheet of last three financial Years duly

audited by Chartered Accountant.

 Copy of Independent PF and ESI Registration Certificates

 Copy of GSTIN Registration Certificate and Income Tax PAN Certificate

 Documents regarding Legal status of the bidder and Power of Attorney as per ITB Clause

11.3.1(b) & (c)

 Details Regarding Attribute which comprises of: Declaration of banning Policy, Declaration of

Fraud Prevention Policy, Nil Deviation Certificate.

B) Documents Required for Price Bid Submission:

To be submitted online in Cover type Price (in excel file) on GEPNIC Portal:

Price Bid Opening Date and Time shall be intimated separately by NTPC through mail to only those

bidders who are found to be meeting the QR criterion and their bid fulfils the technical requirements

as per NIT specifications.

9 Technical Bid/ Price Bid of the Bidders who have not submitted requisite amount of Tender Fee (by

DD/BC) and EMD (in form of DD/BC/BG) separately or valid MSE/NSIC certificate and who do not

satisfy the Qualifying Requirements shall not be considered.

10 NTPC reserves the right to reject any or all bids or cancel/ withdraw the IFB for subject Package

without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have

any claim arising out of such action.

11 Issuance of bid documents to any bidder shall not construe that such bidder is considered to be

qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s

representatives who choose to attend the bid opening.

12 Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.

Parties banned by Corporate Centre /Southern Region HQ/ Rajiv Gandhi CCPP are not eligible to

participate.
