Techno-Commercial Bid & Envelope-II: Price Bid) from eligible bidders for SUPPLY,  
INSTALLATION, TESTING AND COMMISSIONING(SITC)OF LED TYPE LIGHTING MAST AND  
LED TYPE DECORATIVE POST TOP LIGHT FITTINGS AT PLAY GROUND AREA IN THE PARK  
BETWEEN C&D TYPE QUARTERS Package for Lara Thermal Power Project, situated at  
Raigarh town in district Raigarh, State of Chattisgarh, India, as per the Scope of Work  
mentioned hereinafter.

BRIEF SCOPE OF WORK  
The brief scope of work under this package shall include the following:  
SUPPLY, INSTALLATION, TESTING AND COMMISSIONING(SITC)OF LED TYPE LIGHTING MAST  
AND LED TYPE DECORATIVE POST TOP LIGHT FITTINGS AT PLAY GROUND AREA IN THE  
PARK BETWEEN C&D TYPE QUARTERS

Bid Security for an amount of ₹ 1,00,000/- (Indian Rupees One lakh only) shall be submitted  
in a sealed envelope separately offline by the stipulated bid submission closing date and  
time. Any bid not accompanied by an acceptable Bid Security in a separate sealed envelope  
shall be rejected by Employer as being non-responsive and shall not be opened.

Qualifying Requirements for Bidders:  
The Bidder should meet the minimum Qualifying Requirements as stipulated here under:  
6.1.0 Technical Criteria for Qualification:  
The bidder should have manufactured/supplied and successfully installed and commissioned  
the Lighting Mast and Luminary fittings job within the preceding seven (07) years reckoned  
as on the date of Technical Bid opening, having:  
Executed value not less than Rs. 78.54 Lakhs in a Single Contract.  
OR  
Executed value not less than Rs. 49.09 Lakhs in a two Contracts each.  
OR  
Executed value not less than Rs. 39.27 Lakhs in three Contracts each.  
6.2.0 Financial Criteria for Qualification:  
a)  
The average annual turnover of the Bidder, in the preceding three (3) financial years as on  
the date of bid opening, should not be less than INR 98.17 Lakhs (Rupees Ninety-Eight  
Lakhs and Seventeen Thousands only)  
b)  
In case the Bidder is not able to furnish its audited financial statements on standalone entity  
basis, the unaudited unconsolidated financial statements of the Bidder can be considered

acceptable provided the Bidder further furnishes the following documents for substantiation  
of its qualification:  
In case where audited results for the last financial year as on the date of Techno  
Commercial bid opening are not available, the financial results certified by a practicing  
Chartered Accountant shall be considered acceptable. In case, bidder is not able to submit  
the Certificate from a practicing Chartered Accountant certifying its financial parameters,  
the audited results of three consecutive financial years preceding the last financial year  
shall be considered for evaluating the financial parameters.

Notwithstanding anything stated above, the Employer reserves the right to assess the  
capabilities and capacity of the Bidder/ his collaborators / associates/ subsidiaries/ group  
companies to perform the contract, should the circumstances warrant such assessment in  
the overall interest of the Employer.

Employer reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids  
without assigning any reason whatsoever and in such case no bidder / intending bidder shall  
have any claim arising out of such action.  
Note: No hard copy Bidding Documents shall be issued.  
9.0  
Issuance of bid documents to any Bidder shall not construe that such bidder is considered to  
be qualified. Bids shall be submitted online and opened at the address given below in the  
presence of Bidder’s representatives who choose to attend the bid opening. Bidder shall  
furnish EMD and power of Attorney to be executed by the bidder offline as detailed in Bidding  
Documents.  
10.0 Tender Fee is to be submitted offline in the form of DD to the address of communication prior  
to bid submission date.  
11.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not  
permissible.
