As per provisions of bidding documents, the bidders shall submit “Techno-Commercial Bid” and “Price

Bid” online, within the bid submission date and time as mentioned above. Only Techno-Commercial bids

will be opened on (12.10.2018) at 16.00 hrs. (IST).

The date of opening of Price Bid shall be intimated separately by NTPC after completion of

evaluation of Techno-Commercial Bids.

2.0 Bidder has to mention HSN Code and GST Rate (%) against all the items in BOQ. In case, bidder

does not mention GST rate in the BOQ, GST rate pertaining to HSN Code for the item shall be

loaded on the quoted rate and evaluation of the bid shall be done accordingly.

3.0 All the bids must be accompanied by Bid Security for amount equivalent to ₹ 1,00,000/- (Indian Rupees

One Lac only). ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A

SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC AND RETURNED TO

THE BIDDERS WITHOUT BEING OPENED.

4.0 Provisions for Micro and Small Enterprises (MSEs)

Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village

Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries

Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of

Micro, Small and Medium Enterprises as per MSMED Act 2006,for goods produced and services

rendered, shall be issued the bid documents free of cost and shall be exempted from paying Earnest

Money Deposit.

The benefit as above to MSEs shall be available only for Goods/Services produced & provided by

MSEs.

As per answer to FAQ no. 18 circulated vide Office Memorandum F. No. 22(1)/2012-MA dated

24.10.2016 “Policy is meant for procurement of goods produced and services rendered by MSEs.

However, traders are excluded from the purview of Public Procurement Policy.”

MSEs seeking exemption and benefits should enclose a attested/self-certified copy of registration

certificate as a part of his bid, giving details such as stores/services, validity (if applicable) etc. failing

which they run the risk of their bid being passed over as ineligible for the benefits applicable to MSEs.

Note: Generally, in tenders having Itemwise evaluation, splitting is allowed unless otherwise specified in

the Special Purchase Conditions (SPC). Further, in tenders having Packagewise evaluation generally

splitting is not allowed. Please refer Special Purchase Condition for specific tender provisions.

5.0 QUALIFYING REQUIREMENTS:

The following are the qualifying requirements stipulated in the NIT for this work:

1. Bidder should either be a company registered under the Companies Act, 1956 or a Partnership/

proprietorship firm.

2. Bidder should have designed, manufactured, supplied, erected, and commissioned EOT crane

capacity of 30 MT or more with span of movement minimum twenty (20) meters, which is in

successful operation in at least one station/plant for a minimum period of one (01) year as on date

of techno-commercial bid opening.

3. Bidder should have successfully completed during the last seven years ending last day of month

previous to the one in which NIT is published, either of the following:-

i) One similar works valuing not less than Rs. 50.97 Lakhs

ii) Two similar works valuing not less than Rs. 31.86 Lakhs each

OR

iii) Three similar works valuing not less than Rs. 25.49 Lakhs each.

The Term ‘similar work’ mentioned in above para 3 means that the bidder should have

successfully designed, manufactured ,erected, and commissioned EOT crane capacity of 30 MT

or more with span of movement minimum twenty (20) meters.

4. Bidder should have a valid Provident Fund Code Number and Income Tax Permanent Account

Number (PAN).

5. Bidders should have GST Registration Number.

6. Financial Criteria

The average annual turnover of the Bidder, in the preceding three (3) financial years i.e. 2015-16, 2016-

17 and 2017-18 as on the date of Scheduled Techno-Commercial bid opening, shall not be less than

Rs. 63.72 Lakhs in respective category

In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the

unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the

bidder furnishes the following further documents on substantiation of its qualification.

 Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the

audited consolidated financial statements of the Holding Company.

 A certificate from the CEO/CFO of the Holding Company as per the format enclosed in the bid

documents stating that the unaudited unconsolidated financial statements form part of the

consolidated annual report of the company.

In case where audited results for the last financial year as on the date of Scheduled Techno Commercial

Bid Opening are not available, the financial results certified by a practicing Chartered Accountant shall

be considered acceptable. .In case, Bidder is not able to submit the Certificate from practicing Chartered

Accountant certifying its financial parameters, the audited results of three consecutive financial years

preceding the last financial year shall be considered for evaluating the financial parameters. Further, a

certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents

stating that financial results of the company are under audit as on the date of scheduled Techno-

Commercial bid opening and the Certificate from the practicing Chartered Account certifying the

financial parameters is not available.

NOTE :

Other income shall not be considered for arriving at annual turnover.

NOTE :The first scheduled declared BOD in NIT shall be considered as scheduled Techno-commercial

BOD for this tender.

6.0 NTPC reserves the right to reject any or all bids or cancel / withdraw IFB for the subject package without

assigning any reason whatsoever and in such case no bidder/ intending bidder shall have any claim

arising out of such action.

through NTPC e-procurement portal https://eprocurentpc.nic.in For logging in to the etender website, the

bidder would require user ID and password which can be created at our e-tender website and same has to

be informed to concerned package coordinator.

First time users not allotted any vendor code are required to approach NTPC at least five (5) working

days prior to document sale end date along with document like EFT form, PAN Card, Address proof and

GST registration etc. for issue of vendor code.

EMD and Tender fee shall be submitted in the form of a Demand draft in favour of NTPC Ltd.,

Payable at Gadarwara or Online as per instructions given in Special Purchase Conditions.

Note: No hard copy of Bidding Documents shall be issued.

8.0 Issuance of Bidding Documents to any Bidder shall not construe that such bidder is considered to be

qualified. Bids shall be submitted online and opened at the address given below in the presence of

Bidder’s representatives who choose to attend the bid opening. Bidder shall furnish Bid Security and

Tender Fee, Power of Attorney, Integrity pact (if applicable) in physical form as detailed in Bidding

Documents before the stipulated bid submission closing date and time at the address given below.

9.0 Transfer of Bidding Documents purchased by one intending bidder to another is not permissible.

10.0 First time users not allotted any vendor code are required to approach NTPC at least five working days

prior to last date of bid submission and submit following details.

(a) For creation of vendor code:

i) Company / Firm registration copy, GST registration copy, PAN detail copy

ii) Valid email ID, Contact No.

iii) Address Proof

iv) Cancelled cheque & EFT form (to be verified by bank)

Note: Format of EFT (Electronic Fund Transfer) form is attached along with tender

documents.
