.0 SUBMISSION OF DOCUMENTS:

.1 Following documents are required to be submitted by bidder-  
(
I)  
Document to be submitted offline:  
a) Bid Security/ Earnest Money Deposit (EMD)-

i)  
EMD of Rs Rs2,00,000/- (Rupees Two Lac Only) is to be submitted off-line (in original ) to  
the concerned officer for the bid well in time in any of the acceptable forms as mentioned  
below.  
ii)  
The Bid Security /EMD shall at Bidders option, be in the form of –A Demand draft or  
Banker’s cheque drawn in favour of NTPC Ltd. payable at Vindhyanagar, Singrauli, MP.  
OR  
A Bank Guarantee from any of the Banks as specified in Annex. -18(d) provided the required  
EMD/Bid security amount.  
OR  
E-Payment by Credit Card/Debit card/Net Banking on the NTPC e-tender  
portal.

iii)  
The format of Bank Guarantee towards Bid Security/EMD shall be accordance

with the from of Bid Security/EMD as per Annex-18(c).

The Bid Security shall be remain valid for a period of forty five(45) days beyond the  
original Bid validity period or beyond any extension in the period of Bid validity  
subsequently requested.  
Exemption from furnishing of EMD shell be granted to the firms registered with  
NSIC or with Small Scale Industries provided the monitory limit fixed by  
NSIC/SSI authority is not below the quoted value, on submission of proof of  
Eligibility.

MSEs are exempted from paying Earnest Money Deposit as per clause no.

rejected by the owner as being Non-Responsive and will not be opened .

“Bid Security/Earnest Money deposit (EMD), “Certificate of NIL Deviation ” and  
and “Authorization Form (if applicable)” shall be submitted off-line in original at the  
address mentioned below at Sl. No. 7 well in advance so as to be received by the  
respective officer before the scheduled date of submission /opening of bids as described  
in time scheduled mentioned in IFB/NIT.

INSTRUCTION FOR FILLING ON-LINE TENDER  
Complete tender documents have been posted on website proper file name for each  
document.

.1 You may please note that no deviations, whatsoever , to any of terms and conditions  
of any tender document shall be permitted by the owner. You may further note that  
acceptance of above condition is to be given on-line You will be permitted to proceed  
with on-line bid submission only after acceptance of all terms and conditions of tender  
documents .

.2 Technical Bid shall consist of following :  
a) All documents related to Techno Commercial Bid are to be uploaded online in  
Collaboration Folder.Folder is for submission for Techno Commercial Bid: Envelope-1  
b) Price Bid: Envelope-2 shall be submitted online. Hence, the bidders are requested to note  
that the rates are to be filled in at the relevant fields provided for pricing conditions as per  
the instructions provided in “Instructions to Bidder” (Annex-3). No documents are to be  
uploaded in attachment folder.

.3 Price bid of only those bidders shall be opened who meet the qualifying requirements of  
IFB/NIT, have submitted requisite EMD along with other documents and are technically  
suitable.  
Accordingly bid opening date and time of price bid shall be informed to only such bidders.  
.4 Both the bids i.e. Technical Bid & Price Bid are to be submitted together online.  
.5 Bidders may visit the site if they desire.

4.0 Evaluation criterion:

.1 Item Wise Evaluation shall be done i.e. item wise lowest Bid Price of BOQ including  
taxes/duties/levies/charges at the time of opening of techno commercial bid.

.2 Benefits to MSEs shall be applicable as per clause no 4.1 of “General Purchase  
Conditions ” (Annex-4).

.0 In addition to the above the following important aspects are also  
brought to the note of the bidder:  
.1 Bidder requiring any clarification on bid documents may notify the owner in writing.  
The last date of receipt of queries should not be later than 07 days from the closing date  
for sale of Bid Document.

.2 Bidders may please note that during the period the bid under consideration, the  
bidder and/or their representative or other interested parties are advised to refrain  
from contacting by any means, the owner and/or his employees/representative, on  
matters related to the bids under consideration and that if necessary for examination,  
evaluation and comparison of bids, the owner may at its discretion obtain from bidder,  
clarifications on their bid by requesting for such clarifications in writing .
