PIPE to Simhadri through e-tendering with reverse auctioning as per the scope of supply  
briefly mentioned at para 4.0 below:

.0 Qualifying Requirements:  
In addition to satisfactory fulfillment of the Qualifying requirement stipulated in section – ITB  
(
Instructions to Bidders) of Bid documents, the following shall also apply:

.0 Technical Criteria:

.1 The Bidder should be a manufacturer/ authorized representative of a manufacturer of Cast  
Basalt  
lined pipes/ bends of size not less than 200 mm internal diameter having minimum cast basalt  
lining thickness of 20 mm (with permissible tolerance of +/- 2 mm).

.2 The bidder should have executed the orders of supply of cast basalt lined pipes/ bends of  
internal diameter not less than 200 mm having minimum cast basalt lining thickness of 20 mm  
(with permissible tolerance of +/- 2 mm), during last seven (7) years as on the date of Techno-  
commercial bid opening, as any one of the following:  
a) Single order of value not less than ₹ 616 Lakhs (Six Hundred sixteen Lakhs Only).  
OR  
b) Two orders of value not less than ₹ 385 Lakhs (Three Hundred Eighty Five Lakhs Only) each.  
OR  
c) Three orders of value not less than ₹ 308 Lakhs (Three Hundred Eight Lakhs Only) each.

.3 The bidder should have testing facilities available/ should be able to arrange testing facilities at  
owner approved laboratories for carrying our complete analysis of the cast basalt lined MS pipes  
as specified in the technical specifications/ Quality Plans of the owner.

.0 Financial Criteria:

.1 The average annual turnover of the Bidder, in the preceding three (3) financial years as on the  
date of Techno- Commercial Bid Opening shall not be less than ₹ 770 Lakhs (Seven Hundred  
Seventy Lakhs Only).

.2 In case where audited results for the last financial year as on the date of Techno- Commercial  
bid opening are not available, the financial results certified by a practicing chartered Accountant  
shall be considered acceptable. In case, Bidders is not able to submit the Certificate from a  
practicing Chartered Accountant certifying its financial parameters, the audited results of three  
consecutive financial years preceding the last financial year shall be considered for evaluating  
the financial parameters. Further, a certificate would be required from the CEO/ CFO that the  
financial results of the Company are under audit as on the date of Techno- Commercial bid  
opening and the certificate from the practicing Chartered Accountant certifying the financial  
parameters is not available.  
Notes:  
i
Other income shall not be considered for arriving at annual turnover.  
ii The word “ executed ” means that bidder should have achieved the progress specified in the QR  
even  
if total contract has been started earlier and/or is not completed /closed.  
iii The values of the supplies completed in the preceding seven (07) years reckoned as on the date  
of technical bid opening, even if it has been started earlier, will also be considered for  
establishing the qualifying requirements.

Above specification is for indication only and not complete specification. Bidders are  
requested to refer detailed technical specification in our tender documents.

contradiction between short text of item(s) and complete technical specification of the item(s),  
ONLY COMPLETE TECHNICAL SPECIFICATION OF THAT ITEM SHOULD BE CONSIDERED FOR THE

.0 Tender documents are Non transferable. Only the bidder, in whose name the tender

.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered  
qualified.  
.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids  
without assigning any reason whatsoever and in such case no bidder / intending bidder shall  
have any claim arising out of such action.
