1. NTPC Ltd invites Online Bids on Single Stage Two Part bidding basis (Part –

I : Techno-Commercial Bid & Part – II : Price Bid) from eligible bidders for

“

Repair and Strengthening of RCC Structure of Clarifier 1 & 2 at NTPC-

Kawas”, as per the Scope of Work mentioned hereinafter.

. Brief Scope of Work:

Repair and Strengthening of RCC Structures like Repair of wall, baffle wall, central

column, overflow channel etc of Clarifier 1 & 2 as per detailed scope of work.

The detailed scope of work is specified in Technical Specifications.

Tender Fee by way of DD/BC in favour of NTPC Ltd; payable at SURAT

in original shall be submitted in a sealed envelope before the stipulated

bid opening date and time .

Micro and Small Enterprises (MSEs) registered with District Industries

Centers or Khadi and Village Industries Commission or Khadi and Village

Industries Board or Coir Board or National Small Industries Corporation

(

NSIC) or Directorate of Handicrafts and Handloom or Udyog Aadhar or

any other body specified by Ministry of Micro, Small and Medium

Enterprises as per MSMED Act 2006, for goods produced and services

rendered, shall be issued the bid documents free of cost and shall be

exempted from paying Earnest Money Deposit.

The bidders are requested to send Tender Fee/MSE/NSIC/Udyog Aadhar

certificate and EMD in acceptable form, Integrity Pact, Power of Attorney

(

OFFLINE) well in advance to NTPC Ltd; Kawas (Surat) Office in a sealed

envelope so as to reach before the scheduled bid submission end date and MSE’s

should upload MSE/NSIC/Udyog Aadhar Certificate in

Fee/PreQual/Technical/Finance cover in GePNIC, failing which the bid shall be

liable for rejection.

. All bids must be accompanied by Bid security (EMD) in the form as stipulated in

bidding documents.

. Any bid not accompanied by the acceptable bid security in a separate sealed

envelope shall be rejected by the employer/NTPC as being non-responsive and

returned to the bidder without being opened.

. Tenderers seeking exemption should upload valid exemption certificate in

Fee/PreQual/Technical/Finance cover in GePNIC having details such as validity,

Stores and monetary limits.

. Qualifying Requirements for Bidders:

Technical Criteria:

[

The bidder should be experienced in rehabilitation and strengthening of civil

structures like sealing of cracks, injection grouting, anti corrosive epoxy

phenolic coating, epoxy resin bond coating, polymer modified plastering, RCC

jacketing with microconcrete. Agency should submit the copy of work orders.

The above specific work should have been executed by the bidder in any

PSU/Govt./Quasi Gov./Public Limited Company as per following during the last

seven (7) years reckoned as on date of Technical Bid Opening Date.

a) One similar executed work costing not less than Rs.213.42 Lakhs

OR

(

b) Two similar executed works costing not less than Rs. 133.39 Lakhs each

OR

(c) Three similar executed works costing not less than Rs.106.71 Lakhs each

Financial Criteria:

The average annual turnover of the bidder for the preceding three (3)

completed financial years (2014-15, 2015-16 and 2016-17) as on date of

technical bid opening shall not be less than Rs.177.85 Lakhs. Vendor shall

furnish Audited Financial Reports (Balance Sheet & P&L Account of last 3 years)

against this criterion.

Notes:

(i) Similar work means the work mentioned at para 7.1 above.

(ii) The relevant/necessary documents for meeting the above Q.R should be submitted along

with the technical bid and should be self-attested/online digitally signed by bidder.

(

iii) The word “Executed” means, the bidder should have achieved the progress specified in the

QR even if the total contract is not completed/closed. The same shall be supported by

documentary evidence (like Completion certificate or copy of invoice against work

executed with proof of receipt of payment against the same) as on or before the technical

bid opening date.

(iv) Other income shall not be considered for arriving at annual turnover.

(

v) For meeting the Financial criteria of the QR, audited financial statement is required to be

furnished.

In case, where audited results for the last financial year as on the date of Technical bid

opening are not available, the financial results certified by a practicing Chartered

Accountant shall be considered acceptable.

In case Bidder is not able to submit the Certificate from practicing Chartered Accountant

certifying its financial parameters, the audited results of three consecutive financial years

preceding the last financial year shall be considered for evaluating the financial

parameters provided a certificate would be required from the CEO/CFO as per the format

enclosed in the bidding documents stating that the financial results of the company are

under audit as on the date of Techno-commercial bid opening and the Certificate from the

practicing Chartered Accountant certifying the financial parameters is not available.

vi) NTPC reserves the right to visit the vendors facility for evaluating the Q.R criteria

Note: No hard copy of Bidding Documents shall be issued. This invitation

is for techno-commercial bidding and NO PRICE detail are to be given in

Tender fee/EMD/Technical/Finance cover.

NTPC at least seven (07) working days prior to last date of bid submission and

2. Tender Opening

Tenders shall be opened online as follows:

a) First Part of Opening:

EMD (received offline) will be opened as and when received before the

technical opening date.

Technical Bid (QR documents / Technical offer) shall be opened online on

the scheduled day only of the bidders whose EMD are found in line with our

requirements as mentioned in the tender documents.

Note:

i. All the supporting documents should have at least certified / attested by

the bidder.

ii. After opening of Technical-bids, the documents submitted by the bidders

against QR conditions will be scrutinized. NTPC reserves the right to

seek clarifications / confirmations on Technical Bid during the evaluation

of same (i.e. before opening the Price Bid) and the bidders shall furnish

the details within a short period of time.

The bidders shall produce the original documents for verification of

NTPC, as & when called for.

iii. In case the bidder fails to submit the documents in support of meeting

the qualifying requirement (QR), the offer shall be liable for rejection.

Offer of the bidder not fulfilling the QR shall be rejected and the bid

security shall be returned.

b) Second Part of Opening

The price bids of only those parties shall be opened who are found qualified after

evaluation of the first part bid, for which separate intimation will be sent to such

qualified bidders.

c) Other Conditions:

Earnest Money Deposit (EMD): The EMD offered shall, at bidder’s option, be

in the form of (i) A Crossed Demand Draft/Pay Order/Bankers Cheque in

favour of NTPC Limited payable at, Surat or (ii) an unconditional and

irrevocable Bank Guarantee (BG) from any of the banks specified in the

bidding documents. The format of Bank Guarantee towards bid security shall

be in accordance with the ‘Performa for BG’ included in the bidding documents.

EMD for an amount less than or equal to Rs. 50,000.00 shall not be

accepted in the form of Bank Guarantee.

(

A) The bid security shall remain valid for a period of forty-five (45) days beyond

the original bid validity period or beyond any extension in the period of bid

validity subsequently requested

B)Notwithstanding anything stated above, NTPC reserve the right to assess

bidder’s capability and capacity to perform the contract, should the

circumstance warrant such assessment in overall interest of the owner.

C)NTPC reserves the right to reject any or all bids or cancel / withdraw the

Notice Inviting Tender without assigning any reason whatsoever and in such

case no bidder / intending bidder shall have any claim arising out of such

action. In such circumstances, EMD only shall be returned without any

additional financial liability to NTPC Limited.

(

D)Tender documents are not transferable. Issuance of tender documents does

not automatically mean that the bidders are considered qualified. NTPC shall

evaluate the qualifying requirements of each bidder as per NIT after opening

of Technical Bid and the Price bids of the bidder who is not meeting the

qualifying requirements shall not be opened.

(

E) If the last date of receiving application and date of bid opening coincides with a

holiday, the date will be shifted to the next working day.

F) Above details are only indicative. Other detailed terms and conditions shall be

as per our tender documents. Interested bidders are advised to visit the site

and familiarize themselves with the site conditions.

G)NTPC takes no responsibility for any loss / delay / non-receipt of applications /

tenders sent by post.
