QUALIFYING REQUIREMENTS:
1.01Proven Experience
The Bidder should be a Gas Turbine Manufacturer / Manufacturer of Gas Turbine (Blades/Vanes) / Refurbishment agency of Gas Turbine (blades/Vanes) / and should have carried out / got carried out refurbishment / manufacture of at least Two (2) sets of blades/vanes for gas turbines having minimum rating of 98 MW ISO at Turbine Inlet Temperature (TIT) of 990 deg C minimum, which should have completed successful operation of at least one (1) Hot Gas Path inspection or major overhaul (minimum 15,000 EOH)
AND
1.02Specific plant related technology and capability
Bidder must either himself posses or have legitimate access for the necessary technology or refurbishment of blades/vanes of SIEMENS make Gas Turbine Model No. V 94.2 having ISO rating of 159 MW at TIT of 1060 deg C.
The bidder at his option can also outsource any of the activities required for refurbishment of the above blades/vanes subject to the condition that the chosen outsourcing agency by the bidder also have the necessary technology for refurbishment of blades/vanes of SIEMENS make Gas Turbine model No. V 94.2 having ISO rating of 159 MW at TIT of 1060 deg C.
1.03The bidder can be Licensee or Authorised agent of Gas Turbine Original Equipment Manufacturer(OEM). In such case, the bidder can be considered qualified based on the experience of their Principal who meets the requirements mentioned at para 1.01 & 1.02 above.
2.0The bidder should have executed the supply/ refurbishment of Gas Turbine Components during last seven years meeting any one of following criteria as on the date of bid opening:
2.1Single (1) order of contract value not less than Rs. 19.92 Lakh in Indian Rupees or equivalent in foreign currency.
OR
2.2Two (2) orders, each of contract value not less than Rs. 12.45 Lakh in Indian Rupees or equivalent in foreign currency.
OR
2.3Three (3) orders, each of contract value not less than Rs. 9.96 Lakh in Indian Rupees or equivalent in foreign currency
3.0The average Annual turnover of the bidder for the preceding three (3) completed financial years as on date of bid opening shall not be less than Rs. 24.91 Lakh in Indian Rupees or equivalent in foreign currency
4.0NTPC has the right to assess the capability and capacity of the bidder for carrying out the refurbishment of the identified machines of its plant.
5.0The tenders shall be called on two part single stage bidding basis. Envelope one containing EMD, QR documents, technical bid and commercial terms & conditions excluding price bid, shall be opened on due date of opening. Envelope two containing only price bid shall be opened at a later date which will be informed to such vendors who meet QR and technical specifications.
6.0The bidder has to submit all the documentary support for above requirement. However the following conditions shall also be considered as a part of QR:
a.The word ‘executed’ means that the bidder should have achieved the progress specified in the QR even if the total contract is not completed/ closed
b.Other income shall not be considered for arriving annual turnover.
c.In cases where audited results for the last preceding financial year are not available, certification of financial statements from a practicing chartered accountant shall also be considered acceptable. In case, Bidder is not able to submit the certificate from practicing chartered accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.
