3.0Tender fee and Bid Security/ EMD shall be submitted in a sealed envelope separately offline before the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as

Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation(NSIC) or Directorate of Handicrafts and Handloom or Udyog Aadhar or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bid documents free of cost and shall be exempted from paying Earnest Money Deposit.
The above benefits to MSEs are meant for procurement of only goods produced and services rendered by MSEs. However, traders are excluded from the purview of Public Procurement Policy and not eligible for Benefits to MSEs.
The bidders are requested to send Tender Fee/ MSE/ NSIC/ Udyog Aadhar certificate and EMD, Power of Attorney well in advance to NTPC Ltd., Unchahar so as to reach before the scheduled bid submission end date and MSE’s should upload MSE/ NSIC/ Udyog Aadhar certificate in Fee cover in GePNIC, failing which the bid shall be liable for rejection
4.0Qualifying Requirements for Bidders:
(a)The bidder be a manufacturer or an authorized dealer of a manufacturer of cables
(i)XLPE Insulated FRLS Aluminum Conductor Power Cables of 1.1 kv grade conforming to IS:7098
AND
(ii)PVC Insulated FRLS Aluminum /Copper conductor Power Cable of 1.1 kv grade conforming to IS:1554
(b)The bidder should have supplied the cables as per 4(a) (i) and 4(a) (ii).
(c ) The bidder should have supplied cables as per IS:7098
(i)One similar executed work of value not less than Rs. 130.55 lacs.
OR
(ii)Two similar executed work of value not less than Rs. 81.50 lacs each.
OR
(iii)Three similar executed work of value not less than Rs. 65.50 lacs each.
(d)The average annual turnover of the bidder in the three preceding completed financial years, as on the date of bid opening shall not be less than Rs. 163.00 lakh.
(e)In case where audited results for the last financial year as on the date of techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from Practicing Chartered Accountant certifying its financial parameters, the audited results for the three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.
5.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
6.0The bidding document is available online. A complete set of Bidding Documents may be
downloaded by any interested Bidder from the NTPC tender website https://eprocurentpc.nic.in. The Bidder would be required to register on the website. First time users are required to register themselves on NTPC tender website after filling up the required details. Users whose email address has not been linked to a vendor code allotted by NTPC/ first time users not allotted any vendor code by NTPC, should send a copy of the registration details to the

7.0Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below in the presence of Bidder’s representatives who choose to attend the bid opening. Bidder shall furnish Bid Security, tender fee separately offline as detailed in Bidding Documents by the Stipulated bid submission closing date and time at the address given below.
