All bids must be accompanied by EMD/Bid security for an amount of Rs.50,000/-(Indian Rupees FIFTY THOUSAND only) in the form of DD/BG or as stipulated in bidding documents.

For purchase / downloading of tender documents - The prospective bidders in order to able to download the bidding documents shall be required to register themselves with the NIC website https://eprocurentpc.nic.in/nicgep/app which shall be a onetime process.

A complete set of bidding / tender documents may be downloaded by any interested bidder on registration at website https://eprocurentpc.nic.in/nicgep/app. However, for submission of online

bids, making of tender fee payment (non-refundable) towards cost of the bidding documents in the form of DD. The downloaded tender documents can be used for subject bidding purpose.

2.0QUALIFYING REQUIREMENTS FOR BIDDERS :

1.The bidder should be a manufacturer of Battery Charger OR An authorized dealer/ distributor/ channel partner/ subsidiary of the manufacturer.

2.The bidder should have successfully executed purchase orders for supply of 220 V DC Battery Charger System with either of the following criteria during last seven years as on the date of the BID opening:

a)Three executed orders each costing not less than INR 17.88 lacs.

b) Two executed orders each costing not less than INR 22.34 lacs.

c)One executed order costing not less not than INR 35.75 lacs.

3.The average annual financial turnover of the bidder during last Three (3) financial years ending on 31st March 2017/2018 should not be less than INR 89.38 Lacs.

Notes:

A.The word executed means that the bidder should have achieved the progress specified in the QR even if the total contract is not completed / closed.

B.Other income shall not be considered for arriving at annual turnover.

C.In cases where audited results for the last preceding financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from practicing chartered accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial years shall be considered for evaluating the financial parameters..

3.0Guideline for submission of bid:

1.Original EMD (Bid Security) as mentioned in GePNIC portal shall be submitted in a separate sealed envelope super scribing as “EMD”. However, scan copy of same shall also be uploaded online. Any bid not accompanied by requisite & acceptable EMD in a separate sealed envelope of shall be rejected as being non responsive and returned to the bidder without being opened.

2.The bidders shall have necessarily to upload the relevant documents in support of meeting the Qualifying Requirements (QR) specified at 2.0 above online in GePNIC portal along with their offer, which inter-alia shall include the following.

a)Documentary evidence / proof (Like Manufacturing License / BIS certification / ISO certification / SSI / NSIC certificate etc.) that the bidder is a manufacturer or their authorised dealer of manufacturer and same shall be uploaded online.

b)Documentary evidence towards proof of supply/execution shall be submitted by way of furnishing Invoices, GR/LR, PO copies, payment proof etc. The credentials / PO / LOA / Agreement, etc. documents in support of Qualifying Requirements (as per Annexure-QR, etc.) shall be uploaded online.

3.In case the bidder fails to submit the documents in the support of meeting the QR, the offer shall be liable for rejection. Offer of the bidder not fulfilling the QR shall be rejected and shall not be considered for evaluation further.

4.In case bids are not received as per above instructions, the same shall be liable to be rejected and returned back in unopened condition.

5.Employer/NTPC shall not be responsible for any postal / courier delay.

6.NTPC reserves the right to reject any or all tenders without assigning any reasons thereof.

7.Notwithstanding anything stated above, the Employer/NTPC reserves the right to assess the bidder’s capability and capacity to perform the contract, should the circumstances warrant such assessment in its overall interest and the decision of NTPC, in this regard shall be final.

8.Following documents are required to be submitted offline (Hard copy) in a sealed envelope, well in advance before opening of technical bids, super scribing on respective envelop as mentioned below :

a.Tender fee: This envelop is meant for Tender fee towards cost of Bidding Documents. Bidder shall submit the requisite documents in favour of M/s. NTPC Limited, payable at NTPC Tanda such as DD, BG or as per provisions of bidding document only.

b.EMD / Bid Security: This envelop is meant for EMD (Bid Security) only. The Bidder shall submit the requisite EMD as per provisions of bidding documents.

9.Documents to be uploaded online: In addition to other documents, following documents must be uploaded online :

1)Technical Bid (Envelope-1) : Envelope -1 shall contain:

(i)Technical Details: Documents related to item details like Technical specifications, drawings, technical Data sheet, Test Reports, MQP, etc .

(ii)QR Details : Bidder shall submit requisite documents pertaining to Qualifying Requirements only in Technical bid (QR details as per Annexure-QR & Annexure-QR1 of tender documents) as per Sr. No. 3.0.(2)(b) above.

2)Financial Bid / PRICE BID: The bidder should upload duly quoted & filled BOQ excel sheet.

Opening date for Price Bid shall be intimated vide email later to the technically qualified bidders only.

4.0General Conditions:

1.Issuance of bidding documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online. However, original EMD, original Tender Fee (Non-refundable) towards cost of Bidding documents shall be submitted offline (hard copy) at the address given below. The tender fee & EMD documents must be received before the due date & time of Technical bid opening.

2.Notwithstanding anything stated above, the Employer/NTPC reserves the right to assess the capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

3.Employer/NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

4.All MSME/NSIC/SSI registered vendors (Manufacturers) are exempted from submission of tender fee & EMD. MSME / NSIC / SSI certificate must be furnished in the separate envelope meant for EMD to avail the exemption from furnishing the EMD.

6.All bids must be accompanied by EMD/Bid security for an required amount in the form of DD/BG or as stipulated in bidding documents. ANY BID, NOT ACCOMPANIED BY AN

ACCEPTABLE EMD/BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.

5.0Special Conditions:

1.The item pertains to the category of items reserved by Govt of India, to be procured from MSE vendors only. The offers with valid MSEs certificate shall only be considered.

2.All the bids must accompanied with a valid MSEs certificate. Bidders who are manufacturers of the item will submit their own MSEs certificate. However, in case of Authorised dealer/distributer/channel partener/subsidiary of the manufacturer, MSEs certificate of their respective manufacturers must be submitted.

3.Exemption of EMD shall be allowed to manufacturers only. In case, the bid is submitted by Authorised dealer/distributer/channel partener/subsidiary of the manufacturer, the bidder will be required to submit the EMD as asked in NIT.

4.Valid Certificate of Authorised dealer/ distributer/ channel partener/ subsidiary of the manufacturer to be submitted along with the bid.
