1.0.NTPC Limited (NTPC), invites online Bids on Single Stage Two Envelope basis from eligible bidders without Reverse Auction for the aforesaid Package as per the scope of work briefly mentioned hereinafter:

2.0.BRIEF SCOPE OF WORK

Supply of Grinding Balls for 8.5E10 Mills of NTPC – Ramagundam

The detailed Scope of work and Technical Specifications are mentioned in the Bidding Document.

3.0.NTPC intends to finance the subject package through Own Resources.

4.0.

Tender fee shall be submitted in the form of Demand Draft drawn in favour of NTPC Ltd. payable at Secunderabad.

Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation(NSIC) or Directorate of Handicrafts and Handloom or Udyog Aadhar or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bid documents free of cost and shall be exempted from paying Earnest Money Deposit.

The above benefits to MSEs are meant for procurement of only goods produced and services rendered by MSEs. However, traders are excluded from the purview of Public Procurement Policy and not eligible for Benefits to MSEs.

The bidders are requested to send Tender Fee/ MSE/ NSIC/ Udyog Aadhar certificate and EMD, Power of Attorney well in advance to NTPC Ltd., Secunderabad office so as to reach before the scheduled bid submission end date and MSE’s should upload MSE/ NSIC/ Udyog Aadhar certificate in Fee cover in GePNIC, failing which the bid shall be liable for rejection

5.0All bids must be accompanied by Bid security for an amount of Rs. 5,00,000/- (Indian Rupees Five Lakh only) in the form as stipulated in bidding documents.

Any Bid not accompanied by the acceptable Bid Security in a separate sealed envelope shall be rejected by the Employer/ NTPC as being non-responsive and returned to the bidder without being opened.

6.0Benefits / Exemptions to Supplies for Mega Power Projects-

NOT APPLICABLE

7.0Qualifying Requirements for Bidders:

In addition to the requirements stipulated in Section ITB (Instructions to Bidder), the following shall also apply:

7.1.0Technical Criteria:

7.1.1The Bidder should have been a regular manufacturer of E-type coal pulverisers and should have supplied such coal pulverisers to atleast 2 coal fired units, each of 200MW or higher capacity, located at two different power stations and which are in successful operation for atleast two years prior to the date of Techno-Commercial bid opening with same type of grinding balls of Ni Hard-IV or high chrome as offered by the bidder.

OR

7.1.2(a) The bidder should have been a regular manufacturer of Ni hard Castings with in house casting facilities with minimum annual manufacturing capacity of 200 MT and should have supplied at least 20(Twenty) sets of Grinding balls of Ni Hard-IV or high chrome used in 8.5E 10 or Higher capacity E-type Coal Pulverisers during last three years prior to the date of bid opening.

AND

7.1.2(b) The bidder should either himself or through a Company/Agency in which he has controlling stake, own following manufacturing and testing facilities for use by the bidder for manufacturing of the grinding balls. (Bidder to furnish proof of ownership/controlling stake of the facilities along with his bid).

Manufacturing Facilities:

a)Induction/Cupola/Induction Arc furnaces for melting iron of capacity 1.0(One) MT and above.

b)Heat treatment facility for grinding balls

Testing Facilities:

a)Hardness testing

b)Micro structure testing

c)Chemical composition testing

d)Ultrasonic testing machine

e)Spectrometer/Spectrogram

f)Outside Micrometers

OR

7.1.3The Bidder should have been a regular manufacturer of Grinding balls of Ni Hard-IV or high chrome for E-type coal pulverisers and should have supplied at least 7(Seven) sets of Grinding balls for E-type coal pulverisers and should have an ongoing collaboration/license agreement with a Manufacturer who meets the qualifying requirements as stipulated at Clause 1.2(a) above. In such a case, the bidder along with his Collaborator shall furnish a Deed of Joint Undertaking (DJU)as per the format enclosed in the Bid documents for successful performance of the Grinding balls offered by him. The joint deed(s) of undertaking shall be submitted along with the bid, failing which the bidder shall be rejected. In case of award, the collaborator will be required to furnish on demand bank Guarantee for 1.5% of the total contract price in addition to the Contract performance Securities to be furnished by the bidder. Further, Bidder should have manufacturing and testing facilities as per 7.1.2(b) above and shall offer only the Ni Hard-IV grinding balls for which his collaborator is qualified.

7.1.4.The bidder should have successfully executed supply of E-type Coal pulverisers/Grinding elements for Coal pulverisers during the last seven (07) years prior to the date of Techno Commercial bid opening meeting any of the following:

a)Single order of value not less than 247 Lakhs (Two Hundred Forty Seven Lakhs Only).

OR

b)Two orders of value not less than 154 Lakhs (One Hundred Fifty Four Lakhs Only) each.

OR

c)Three orders of value not less than 123 Lakhs (One Hundred Twenty Three Lakhs Only) each.

7.2.0.Financial Criteria:

7.2.1.The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Techno-Commercial Bid Opening shall not be less than 309 Lakhs (Three Hundred Nine Lakhs Only).

7.2.2.In cases where audited results for the last financial year as on the date of Techno- Commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from a practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO that the financial results of the Company are under audit as on the date of Techno-Commercial bid opening and the certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

Notes:

i)Other income shall not be considered for arriving at annual turnover.

ii)The word "executed", means that the bidder should have achieved the progress specifed in the QR para above 1.4 even if total contract is not completed/closed. The same shall be supported by documentary evidence issued by the owner/employer.

8.0.NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids (IFB) for the subject package without assigning any reason; whatsoever, and in such case no bidder/intending bidder shall have any claim arising out of such action.

9.0Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online. Bidder shall furnish Bid Security separately offline as detailed in Bidding Documents by the stipulated bid submission closing date and time at the address given below.

10.0Transfer of Bidding Documents purchased by one intending bidder to another is not possible.

11.0A complete set of Bidding Documents may be downloaded by any interested bidder directly through NTPC e-procurement portal, https://eprocurentpc.nic.in. For logging in to the e-tender website, the bidder would require user ID and password which can be created at our e-tender website and same has to be informed to concerned package co-ordinator. First time users not allotted any vendor code are required to approach NTPC at least five (5) working days prior

to document sale end date alongwith document like PAN Card, Address proof and GST registration etc. for issue of vendor code.

Note: No hard copy of Bidding Documents shall be issued

12.0.

(a)Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.

(b)Tenderers seeking exemption should upload valid exemption certificate in Fee cover in GePNIC having details such as validity, stores and monetary limits.

13.0.First time users not allotted any vendor code are required to approach NTPC at least five working days prior to last date of bid submission and submit following details.

(a)For creation of vendor code:

i)Company/ Firm registration copy, GST registration copy, PAN detail copy

ii)Valid email ID, Contact No.

iii)Address Proof

iv)Cancelied cheque & EFT form (to be verified by bank)

Note: Format of EFT (Electronic Fund Transfer) form is attached along with tender documents.

iii)Send the copy of registration acknowledgement to dealing officer of case.

14.0It is to inform you that the subject tender was issued on NIL deviation / Fully compliant bid basis. Further, you have to submit GTE in this regard in GepNIC portal.

The meaning of NIL deviation / Fully compliant bid is as under:

￿ You shall confirm that you have complied with all terms, conditions and specifications of the Bidding Documents read in conjunction with Amendment(s) / Clarification(s) / Addenda/Errata (if any) issued by the NTPC prior to opening of Techno-Commercial Bids and the same has been taken into consideration while making your Techno-Commercial Bid & Price Bid.

￿Further, you have to declare that you have not taken any deviation in this regard.

￿Further, you may note that in case the Products and/or Services offered by you do

not meet the Technical requirements, then your bid shall be rejected as

Technically non-responsive.

 

￿ You shall also

confirm

that in case you refuse to withdraw additional

conditions/deviations/variations/exception, implicit or explicit, found anywhere in the techno-commercial bid, your bid shall be rejected as Technically non- responsive

￿Further, You have to confirm that if any deviation/variation in any form is found in your Price Bid, the EMD shall be forfeited.

You are requested to examine the bidding documents specifically w.r.t. Price Basis, Delivery Period, Payment Terms, Bid Validity etc and quote your rate accordingly.

If you require any clarification to any provisions of the bidding documents, same may please be sought well within the clarification end date as detailed in bidding documents.

It is again reiterated that any deviation to the provisions of the aforesaid bidding documents either implicitly or explicitly is not permitted. In case, any deviation is found in your bid, your bid shall be rejected summarily.
