1.0 NTPC Khargone invites tenders from eligible bidders for Procurement of POLY ALUMINIUM

CHLORIDE(PAC) at NTPC Khargone through e-tendering without reverse auctioning as per the

scope of work briefly mentioned at para 4.0 below:

(District Industries Centre)/ Udyog Aadhar for goods produced

and services rendered, are exempted from Tender Fee.

EMD Amount Rs 20,000/- (Rupees Twenty Thousand Only)

should submit the copy of registration to get the exemption.

The bidders are requested to send Tender Fee and EMD OR

NSIC/DIC (District Industries Centre) / Udyog Aadhar to get

exemption, in sealed envelopes well in advance so as to be

received by the respective officer before the scheduled date of

submission of bids as described in the time schedule in notice

inviting tender failing which bid is liable for rejection. The tender

fee/EMD exemption certificate may also be sent through E mail

to dealing officer before the scheduled date of submission of

bids.

3.0 Qualifying Requirements:

Technical Criteria:

3.1.1 The Bidder must have their own manufacturing facility for supplying Poly Aluminium

Chloride powder and should have valid BIS license for production of PAC i.e. BIS 15573

(latest version).

The bidder should be a subsidiary/ authorized channel partner/authorized dealer of the

manufacturer as above as on the date of opening of Techno-Commercial proposal. The

bidder should be duly authorized by the manufacturer for this tender.

3.1.2 The bidder should have test certificate on Toxicological test for Poly Aluminium Chloride

Powder from Indian Toxicological Research Centre, Lucknow (presently known as IITR)

or any other Institute/ Laboratory under CSIR/ Government of India that their product is

safe for drinking water purpose.

3.1.3 The bidder should have successfully executed similar works during last seven (7) years

reckoned as on the date of Techno - Commercial bid opening as per the following criteria:

• Executed value not less than Rs 16.15 Lakhs in a single contract.

• Executed value not less than Rs. 10.01 Lakhs in two contracts each.

• Executed value not less than Rs. 8.08 Lakhs in three contracts each.

Note:

1.1 “Executed” means the bidder should have achieved the criteria specified in the QR, even if the

total contract is not completed/closed. In case of contracts under execution as on date of techno

commercial bid opening, the value of work executed till such date will be considered provided the

same is certified by the employer.

1.2 “Similar works” means Supply of Poly Aluminium Chloride Powder as per BIS 15573.

1.3 Bidder must offer the material from same manufacturer which they have executed at 3.1.3 above.

3.2

Financial Criteria:

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the

date of Techno - Commercial bid opening shall not be less than Rs. 16.15 Lakhs.

In cases where audited results for the last financial year as on the date of Techno commercial bid

opening are not available, the financial results certified by a practicing Chartered Accountant shall

be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing

Chartered Accountant certifying its financial parameters, the audited results of three consecutive

financial years preceding the last financial year shall be considered for evaluating the financial

parameters.

Note:

i) While computing the annual turnover other Income shall not be considered.

ii) Notwithstanding anything stated above, the Employer reserves the right to assess the

capability and capacity of the bidder/ his collaborator/associates/ subsidiaries/ group

companies to perform the contract, should the circumstances warrant such assessment in

the overall assessment in the interest of the Employer.

3.3 The bidder should have a separate valid PF registration with regional provident fund commissioner,

PAN and GST registration number.

4.0 Brief scope of work:

The Scope of work for the package “Procurement of POLY ALUMINIUM CHLORIDE for NTPC

Khargone” shall include Supply of subject item within a period of 15 months

5.0 A Complete set of bidding Document may be downloaded by any interested Bidder directly

through NTPC e-procurement portal, https://eprocurentpc.nic.in.

6.0 Tender documents are Nontransferable. Only the bidder, in whose name the tender documents

are downloaded, is allowed to submit offer. No bidder other than the original bidder in whose

name the tender documents are sold / downloaded can submit the offer.

7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered

qualified.

8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for bids without

assigning any reason whatsoever and in such case no bidder / intending bidder shall have any

claim arising out of such action.
