1.0 Employer invites online bids on Single Stage Two Envelope bidding basis (Envelope-
I: Techno-Commercial Bid & Envelope-II: Price Bid) from eligible bidders for Sieving
and stacking of pond ash at s2 ash dyke of NTPC Singrauli for Singrauli Super
Thermal Power Station (SSTPS) situated at Shaktinagar town in district Sonebhadra,
State of Uttar Pradesh, India, as per the Scope of Work mentioned hereinafter.
2.0 BRIEF SCOPE OF WORK
The brief scope of work under this package shall include the following :
The scope of work under this contract shall cover the work of Sieving and stacking of pond
ash to achieve the desired gradation as per requirement of filter criteria for ash dyke raising
work, as per BOQ, technical specification, CPWD specification and direction of Engineer-in-
charge. The scope shall cover the Shahpur Ash dyke areas, (M.P.). The scope shall cover
the following:-
Work includes "sieving and stacking of pond ash to achieve the desired gradation as per
requirement of filter criteria for ash dyke raising work at ash dyke area in Madhya Pradesh."
Pond ash will be made available at S2 ash dyke. Contractor has to collect the pond ash
from S2 ash dyke and sieving the same to achieve desired gradation of pond ash to fulfill
the filter criteria. Stacking of the sieved pond ash shall be made for the measurement.
3.0 Employer intends to finance the subject package through own resources.
4.0 Detailed specification, scope of work and terms & conditions are given in the bidding
documents, which are available for sale as per the following schedule:

5.0 Bid Security for an amount of 1,00,000/- (Indian Rupees One Lakh only) shall be
submitted in a sealed envelope separately offline by the stipulated bid submission closing
date and time. Bidder shall submit the Demand Draft (DD) towards the cost of Bid
Document / Tender Fee alongwith the envelope containing the Bid Security. Any bid not
accompanied by an acceptable Bid Security and DD towards the cost of Bid Documents in
a separate sealed envelope shall be rejected by Employer as being non-responsive and
shall not be opened.
6.0 Qualifying Requirements for Bidders:
The Bidder should meet the minimum Qualifying Requirements as stipulated here under:
6.1.0 Technical Criteria for Qualification:
The bidder should have executed / completed excavation / filling of earth / ash in roads /
low-lying areas / site levelling / ash dyke embankment / reservoir embankment / canal
embankment / civil construction works involving excavation and road work during the last
seven years, ending last day of the month previous to the month of NIT having minimum
contract values as indicated below:
a) Three executed / completed contracts, as above, of value not less than Rs. 34 Lakhs
each.
OR
b) Two executed/completed contracts, as above, of value not less than Rs. 42 Lakhs each.
OR
c) One executed/completed contracts, as above, of value not less than Rs. 68 Lakhs.
6.2.0 The average annual turnover of the Bidder in the preceding three (3) completed financial
years ending with Financial Year 2017-2018 shall not be less than Rs. 170 Lakh.
7.0 Notwithstanding anything stated above, the Employer reserves the right to assess the
capabilities and capacity of the Bidder/ his collaborators / associates/ subsidiaries/ group
companies to perform the contract, should the circumstances warrant such assessment in
the overall interest of the Employer.
8.0 Employer reserves the right to reject any or all bids or cancel/withdraw the Invitation for
Bids without assigning any reason whatsoever and in such case no bidder / intending
bidder shall have any claim arising out of such action.
9.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on
payment (non-refundable) of the cost of the documents as mentioned above in the form of
a crossed account Payee demand draft in favour of NTPC Ltd., Payable at New Delhi or
directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in).
For logging on to the SRM Site, the bidder would require vendor code and SRM user id and
password which can be obtained by submitting a questionnaire available at our SRM site as
well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor
code are required to approach NTPC at least three working days prior to Document Sale
Close date along with duly filled in questionnaire for issue of vendor code and SRM user
id/password.
10.0 Issuance of Bidding Documents to any Bidder shall not construe that such Bidder is
considered to be qualified.
11.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not
permissible.
