NTPC invites online bids on SINGLE STAGE TWO ENVELOPE BASIS (i.e. Cover-I: Techno-
Commercial Bid & Tender Fee/EMD and Cover-II: Price Bid) from eligible bidders for aforesaid
package.
The estimated cost for the package is INR 317.82 Lakhs
Bid documents shall be on sale from 17.07.2018.
Bids shall be received up to 1600 HRS (IST) on 03.08.2018. Techno-Commercial bid (Envelope-
I/Cover type fee & Cover type Technical) shall be opened on the 06.08.2018 at 1600 HRS (IST).
Date for opening of Price Bid (Envelope-II/Cover type Price) shall be intimated separately after
opening of Techno-Commercial Bid (Envelope-I/ Cover type fee & Cover type Technical).

The scope of work under this contract includes painting on old pre-painted structures in ash
handling system & offsite area stage I & II and dry ash conveying line trestle from unit I to
stage I silo (supply and apply basis) at NTPC Sipat as per tender specification and
instruction of EIC.

3.0 As per provisions of bidding documents, the bidders shall submit online, “No Deviation
Certificate, Tender Fee and EMD Details” in Cover Type Fee, “Techno-Commercial
Proposal” in Cover type Technical and “Price Proposal” in Cover Type Price, within the
bid submission date and time as mentioned above on e-tendering portal

06.08.2018 at 16.00 hrs (IST).
4.0All the bids must be accompanied with No Deviation Certificate, Tender Fee and Bid
Security for an amount equivalent to Rs 5,00,000 (Rupees Five Lakhs only). Any bid
not accompanied by No Deviation Certificate (Online and/ or offline), an acceptable
bid security & tender fee in a separate sealed envelope shall be rejected by NTPC as
being non-responsive and returned to the bidders without being opened.
The date of opening of Price Proposal shall be intimated separately by NTPC after
completion of evaluation of Techno-Commercial Proposal.
5. Qualifying Requirement:
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill
the following Qualifying Requirements
5.1 TECHNICAL QR
5.1.1 The bidder should be a manufacturer of epoxy based paint or its authorized applicator
and should have executed the work of supply and application of epoxy paint on new/old
steel surface of any Industrial structures/building (of min height 20 meters above ground) in-
situ during preceding seven (7) years reckoned as on the date of techno-commercial bid
opening as per following:
(i) Executed value not less than Rs 283 Lakhs in a single contract
OR
(ii) Executed value not less than Rs 177 Lakhs in two contracts each
OR
(iii) Executed value not less than Rs 141 Lakhs in three contracts each
5.1.2 In case, the bidder (the epoxy paint manufacturer) has executed the above works
through their authorized applicators, the bidder shall submit the credentials of
applicator (like work orders by epoxy paint manufacturers) duly certified by the bidder.
In case order is placed on the bidder, the applicator shall not be changed without
NTPC approval.
5.1.3 In case the bidder is an authorized applicator of epoxy paint manufacturer, the
bidder shall submit the authorization of epoxy paint manufacturer that they are
authorized applicator of epoxy paint manufacturer. In case order is placed on the
bidder, the paint supplier shall be same epoxy paint manufacturer and epoxy paint
manufacturer shall not be changed without NTPC approval.
Note: The word “executed” means the bidder should have achieved the criterion
specified in QR, even if the total contract is not completed/closed. In case of contracts
under execution as on date of techno-commercial bid opening, the value of work
executed till such date will be considered provided the same is certified by the
employer.
5.2 Financial Criteria:

5.2.1 The average annual turnover (ATO) of the Bidder, in the preceding three (3) financial
years as on the date of techno-commercial bid opening, shall not be less than Rs.
235 Lakhs (Rupees Two Hundred Thirty Five Lakhs only).
5.2.2 In case the bidder is not able to furnish its audited financial statements on standalone
entity basis, the unaudited unconsolidated financial statements of the bidder can be
considered acceptable provided the bidder furnishes the following further documents on
substantiation of its qualification.
Copies of the unaudited unconsolidated financial statements of the bidder along with
copies of the audited consolidated financial statements of the Holding Company.
A certificate from the CEO/CFO of the Holding Company as per the format enclosed
in the bid documents stating that the unaudited unconsolidated financial statements
form part of the consolidated annual report of the company.
5.2.3 In case where audited results for the last financial year as on date of techno
commercial bid opening are not available, the financial result certified by a practicing
Chartered Accountant shall be acceptable. In case, bidder is not able to submit the
certificate from practicing Chartered Accountant certifying its financial parameters, the
audited result of three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameters. Further, a Certificate would be required
from the CEO/CFO as per the format enclosed in the bidding documents stating that the
financial results of the company are under audit as on date of Techno-commercial bid
opening and the certificate from the practicing Chartered Accountant certifying the financial
parameters is not available.
Note: Other income shall not be considered for arriving at annual turnover.
6.0 A complete set of Bidding Documents may be downloaded by any interested Bidder
and cost of the documents (non-refundable) as mentioned above may be paid in the
form of a crossed account payee demand draft in favour of NTPC Ltd., Payable at
Raipur (C.G.) and same may be submitted along with the Offline bid (Physical bid)
(as per clause 17 of ITB). For logging on to the etender Site, the bidder would require
user id and and Password which can be created at our etender and inform the same
to concerned package co-ordinator. First time users not allotted any vendor code are
required to approach NTPC at least three working days prior to Document Sale Close
date alongwith duly filled in questionnaire and required document like PAN Card,
Address proof and GST registration etc for issue of vendor code.
Note: No hard copy of Bidding Documents shall be issued
7.0 First time users not allotted any vendor code are required to approach NTPC at least
three working days prior to Document Sale Close date and submit following details.
