4.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
5.0 Qualifying Requirements for Bidders:
The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements:
1.0TECHNICAL CRITERIA
1.1The bidder should have executed/ completed similar works during the last seven (07) years ending last day of month previous to the date of NIT having minimum order values as indicated below:
a)one similar order of value not less than Rs.16 Lakh
OR
b)at least two similar orders, each of value not less than Rs.10 Lakh
OR
c)at least three similar orders, each of value not less than Rs.8 Lakh
Similar Work Means: Deployment of truck / Deployment of tractor with trolley or water tanker / Works involving transportation (Value of Transportation item shall only be taken for evaluation).
2.0FINANCIAL CRITERIA
The average annual turnover of the bidder in the preceding three (3) completed financial years as on the date of bid opening shall not be less than Rs.10 Lakh.
NOTES :
(i)The work / order executed means the bidder should have achieved the criteria specified in the QR, even if the total contract/order is not completed/closed. In case of contract/order under execution as on last date of the month proceeding the month of publication of NIT, the value of work/order executed till such date will be considered.
(ii)Other income shall not be considered for arriving at annual turnover.
(iii)In cases where audited results of the last financial year as on the date of Techno Commercial bid opening are not available, the financial results certified by a practicing chartered accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.

8.Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.NTPC reserves the right to reject any or all bids or cancel / withdraw the NIT without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.
10.Benefits to MSEs :
Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit. MSEs seeking exemption and benefits should enclose a copy of valid registration certificate, giving details such as validity, stores/ services etc. failing which they run the risk of their bid being passed over as ineligible for the benefits applicable to MSEs.
a)Award shall be given to L1 bidder if L1 bidder is a MSE.
b)In case L1 bidder is not a MSE, then all the MSE vendor(s) who have quoted within the range of L1 + 15%, shall be given the opportunity in order of their ranking (starting with the lowest quoted MSE bidder and so on) to bring down its price to match with L1 bidder. Award for full quantity shall be placed on the MSE vendor who matches its price with L1 bidder at the price quoted by L1 bidder.
c)If no MSE vendor who has quoted within range of L1 +15% accepts the price of L1 bidder then the award shall be made to the L1 bidder.
