3.0Bid Security ( EMD & Tender Fee) and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., payable at UCO/UBI/SBI TTPS branch. For logging on to the GePNIC Site (https://eprocurentpc.nic.in), the bidder would require vendor code and GePNIC user id and password which can be obtained by submitting a questionnaire available at our GePNIC site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire for issue of vendor code. GePNIC user id/password to be generated by the agency themselves.
5.0Brief Scope of Work & other specific detail can be viewed in the technical details uploaded in NIT.
6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0QUALIFYING REQUIREMENTS FOR BIDDERS:

4.0QUALIFYING REQUIREMENTS : -
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying requirements;
5.1TECHNICAL CRITERIA :-
5.1.1The bidder must have the experience of successfully executing any “maintenance OR Erection and Commissioning OR Renovation and Modernization OR Overhauling” of any “C&I System OR Electrical System” in thermal power plant of unit size 50 MW or above of any industrial organization.
5.1.2The bidder must have executed similar work during the preceding seven (7) years reckoned as on the date of original bid opening with:
a)Value not less than ₹ 53.67 Lakhs in a single work order
OR
b)Value not less than ₹ 33.55 Lakhs in two works orders each
OR
c)Value not less than ₹ 26.84 Lakhs in three work orders each
Note :-
Similar work (Ref clause 5.1.2) would mean the bidder should have successfully executed the job specified in clause 5.1.1.
Documentary evidence like executed PO copies, proof of execution of order etc. shall be submitted by bidder.
The word “executed” means the bidder should have successfully completed the criteria as specified above the Qr even if total contract is not completed / closed.
5.2FINANCIAL CRITERIA: -
AVERAGE ANNUAL TURNOVER:
5.2.1The average annual turnover of the bidder in the preceding three (3) financial years as on the date of original bid opening shall not be less than ₹ 67.09 Lakhs [Rupees Sixty
Seven Lakhs Nine Thousand only].
5.2.2In case where audited results for the last financial year as on the date of original bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of techno- commercial bid opening and the certificate from the practicing chartered accountant certifying the financial parameters is not available.
Note : Other income shall not be considered for arriving at annual turnover.
8.0 Additional Information:-

The following information’s are also required from the bidders about the companies where contract orders have been executed.
1)Name of the customer / company where similar order has been executed.
2)Year of execution.
3)Name & Designation (Phone No., Fax No., Email ID) of contact person of the customer.
9.0Tender documents shall be sent Online only to those vendors who deposit the tender fee at least 7 days before the tender document sale closing day to enable the contracts department to send the bid documents in the email id of the agency in time. The agencies who are not registered with NTPC Ltd as vendors and have not been issued vendor codes are to apply for vendor code along with the following details like PAN card, address, telephone & mobile No. Fax No, email id, company registration documents etc. The agencies having NTPC vendor code must apply at least two days before the last date of document sale.
10.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
11.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
