3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by
the stipulated bid submission closing date and time at the address given below. Any bid without an
acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the
employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-
refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee
demand draft in favour of NTPC Ltd., payable at UCO/UBI/SBI TTPS branch. For logging on to the GePNIC
Site (https://eprocurentpc.nic.in), the bidder would require vendor code and GePNIC user id and
password which can be obtained by submitting a questionnaire available at our GePNIC site as well as at
NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to
approach NTPC at least three working days prior to Document Sale Close date along with duly filled in
questionnaire for issue of vendor code. GePNIC user id/password can be generated by the agency
themselves.
5.0 Brief Scope of Work & other specific detail
DETAILS WILL BE SENT THROUGH MAIL AFTER PAYMENT OF TENDER FEE AND COMMUNICATION TO
NTPC/TTPS.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of
purchase of bidding documents.

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following
Qualifying requirements.
5.0 TECHNICAL CRITERIA :-
5.1 The bidder should be a manufacturer of tender item (IP based Telephone Exchange based on server Gateway
architecture).
The full address of their manufacturing works with the copy of their valid registration with
NSIC/SSI/DIC/DGS&D/ Registration of companies in their own names to submitted with the offer.
OR
In case, as a matter of policy, any manufacturer(s) does not market their product(s) directly.
(A) Then such manufacturer(s) may submit their offer through their authorized partner and in such case
authorization certificate valid on due date of tender opening (in original specifying the tender reference)
in the name of bidder from manufacturer for the tendered items should be submitted by the bidder along
with the offer, failing which the offer will stand rejected.
(B) In case of goods of imported origin, authorized Indian Agent (bidder) of foreign manufacturer is also
authorized to quote along with authenticated authority letter valid on due date of tender opening (in
original specifying the tender reference) in the name of Indian agent (bidder) from foreign manufacturer
of the tendered items. In absence of such authority letter, offer of Indian agent on behalf of foreign
manufacturer will stand rejected.
5.2 The bidder should have executed the work of supply, installation & commissioning of IP based exchange
based on server-Gateway, architecture of offered make comprising hybrid end point mixture i.e. IP & TDM
(Analog & Digital) end points, during the preceding Seven (7) years reckoned as on the date of original bid
opening with:-
a) Value not less than Rs.54.90 Lakhs in a Single Work Order, or
b) Value not less than Rs.34.31 Lakhs in Two Work Orders each, or
c) Value not less than Rs.27.45 Lakhs in Three Work Orders each.
Note :-
The values shown above in Three / Two / One Contract shall be towards the cost of supply, installation and
commissioning of IP based Telephone exchange only (including IP, Digital Phones and FCBC/UPS) without
consideration of any other item(s)
The work “executed” means the bidder should have successfully completed the criteria as specified above in the
QR even if total contract is not completed / closed.

6.1 The average annual turnover of the bidder in the preceding three (03) financial years as on the date of original
bid opening, shall not be less than INR 68.63 Lakhs (Rupees
Sixty Eight Lakhs Sixty three Thousand
only)

6.2
In case, where audited results for the last preceding financial year as on the date of original bid opening
are not available, the financial results certified by a practicing Chartered Account shall be considered
acceptable. In case bidder is not able to submit the Certificate from practicing Chartered Accountant certifying
its financial parameters, the audited results of three consecutive financial years preceding the last financial
year shall be considered for evaluating the financial parameters.
Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents
stating that the financial results of the Company are under audit as on the date of techno-commercial bid
opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not
available.
Note : Other income shall not be considered for arriving at annual turnover.
7.0 Additional Information:-
The following information’s are also required from the bidders about the companies where contract orders have
been executed.
1) Name of the customer / company where similar order has been executed.
2) Year of execution.
3) Name & Designation (Phone No., Fax No., Email ID) of contact person of the customer.
8.0 Tender documents shall be sent Online only to those vendors who deposit the tender fee at least 7 days before
the tender document sale closing day to enable the contracts department to send the bid documents in the email
id of the agency in time. The agencies who are not registered with NTPC Ltd as vendors and have not been issued
vendor codes are to apply for vendor code along with the following details like PAN card, address, telephone &
mobile No. Fax No, email id, company registration documents etc. The agencies having NTPC vendor code must
apply at least two days before the last date of document sale.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package
without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any
claim arising out of such action.
