EXPRESSION OF INTEREST (EOI) FOR IDENTIFYING VENDORS FOR SETTING UP 3-5
TPDPLASMA GASIFICATION BASED PILOT SCALE WASTE TO ENERGY PLANT AT NTPC-
NETRA (INDIA) ON EPC BASIS
3. SCOPE OF WORK FOR THE 3-5 TPD PLASMA GASIFICATION BAED PILOT
SCALE WASTE TO ENERGY PLANT:
Bidder may consider technical data given in this EOI for design calculations. However, bidder
must collect samples and carry out required laboratory test to augment database required for
designing the system.
Bidder shall be responsible for design, engineering, manufacture, supply, erection,
commissioning of plasma gasification plant, and initial operation and regular maintenance. In
cases, where the bidder lacks one or more of the mentioned capacities, it may collaborate with
other relevant agencies clearly mentioning the primary bidder as stated in “Eligibility criteria”. In
case of collaboration, the sole responsibility shall lie with the primary bidder. In this regard,
necessary details and agreement document shall be provided by all the Technology Partners in
the collaboration.
Preparation of Performance Evaluation criteria shall be submitted along with EOI by the bidder
for approval from NTPC.
Spares: Supply of mandatory spares, start-up and commissioning spares, recommended spares
and other spares as required for complete system erection, testing, commissioning, start-up and
initial operation of 500 hours.
NTPC shall make provisions for input feed requirement such as MSW, water, electricity
connection feeders, etc. upto the terminal points identified by Technology Partner. The
Technology Partner must design the system layout in a manner so as to facilitate easy movement
of waste (MSW and other waste streams) and easy disposal of residual waste from the reactor to
the nearest landfill site.
Basic Engineering of the complete system including preparation of Plant Definition Manuals.
Providing engineering drawings, equipment sizing and performance data, instruction
manuals, as built drawings and other information.
Provide mechanical, electrical, civil and structural drawings required for setting up the Plasma
gasification plant
Packing and transportation from the manufacturer’s works to the site including customs
clearance & port clearance, port charges, if any.
Receipt, unloading, storage, preservation, handling and conservation of equipment at the site.
The bidder must be willing for joint scale up of the pilot plant based on the experience gained
from the operation of the demonstration plant. Nowhere, it should be taken as a
commitment/offer that NTPC will go for joint scale up with the same bidder/technology
provider.
Bidder must also develop procedures and provide a complete list of facilities and equipment
required for lab testing of input feed such as for proximate analysis, ultimate analysis, and GCV
calculations, and for outgoing syngas parameter measurements such as volume of syngas,
sulphur, alkali metals, volatiles, halogens, particulate matter, GCV, and CO:H

ratio, etc., and
leachability tests for vitrified reject. It will be at discretion of NTPC to decide whether such
facilities will be developed inside or such services will be outsourced.
Syngas generated may be fired using a gas engine provided by bidder. The exhaust from syngas
combustion shall be comparable to exhaust from Natural Gas fired engines. Bidder is required to
submit the technical specifications of appropriate technology for the syngas combustion engine
and syngas cleaning system.
Bidder must ensure that provisions are in place for easy removal, storage, vitrification and
disposal of vitrified slag/ash generated from the gasifier on treatment of different waste streams.
