3.0Bid Security (i.e EMD-INR 50,000/- in the form of DD/BC/BG) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date & time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.

In case Bid Security is submitted by way of Bank Guarantee (On a Stamp paper of Rs. 250/- as per stamp act prevailing in C.G state) , the same should be valid for 225 days from the date of Opening of Techno-commercial offer.

In case Bid Security is submitted by way of DD / Bankers Cheque same should be payable at Sipat.

While issuing the physical BGs, the Bidder’s Bank shall also send electronic message through secure SFMS (in case of BGs issued from within India) or SWIFT (in case of BGs issued from outside India) to Employer’s Beneficiary Bank whose details are provided herein below :

6.0QUALIFYING REQUIREMENTS FOR BIDDERS :

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following qualifying requirement :

6.1Technical Criteria :

6.1.1The bidder should have executed the works like Civil Maintenance/Civil Repair/Civil Construction of Buildings & Structure during the preceding Seven (7) years reckoned as on the date of Techno- Commercial bid opening. The executed value of such work should be as per the following criteria :

a.Executed value not less than INR 31.71 Lakhs in a Single Contract

OR

b.Executed value not less than INR 19.82 Lakhs in two Contracts each

OR

c.Executed value not less than INR 15.85 Lakhs in three Contracts each

Note : The Word “executed ” means the bidder should have achieved the progress specified in the QR even if the total contract is not completed/closed and the same shall be supported by the documentary evidence . In case of contracts under execution as on date of techno-commercial bid opening , the value of work executed till such date will be considered provided the same is certified by the employer.

6.2Financial Criteria :

6.2.1The average annual turnover (ATO) of the bidder in the preceding three (3) financial years as on date of techno commercial bid opening shall not be less than INR 39.63 Lakhs only.

6.2.2In case, where audited results for the last financial year as on the date of Techno-Commercial bid opening are not available, the financial result certified by a practicing charted accountant shall be considered acceptable. In case , Bidder is not able to submit the certificate from practicing charted accountant certifying its financial parameters , the audited results of 03 consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of Techno-Commercial bid opening and the certificate from the practicing charted accountant certifying the financial parameters is not available.

NOTE : Other income shall not be considered for arriving at annual turnover.

7.0Techno-Commercial Bid (i.e Technical Bid & Price Bid ) Submission :

This is an E-tender case and bidders shall submit bid (Technical Bid & Price Bid) in ONLINE ONLY . Bids sent in physical form thru any other means /media is not at all acceptable and it may be liable to be rejected.

A)Documents Required for Technical Bid Submission :

i.TENDER FEE of INR 1062/-(inclusive of GSt@18%) in the form of DD/BC is to be submitted in sealed envelope in Physical Form/ Offline within the scheduled period. Any techno- commercial bid not accompanied by an acceptable Tender Fee in separate sealed envelope shall be rejected by NTPC Ltd,Sipat as being non-responsive and will not be considered for Opening.

ii.EMD of INR 50,000/- in the form of DD/BC/BG is to be submitted in sealed envelope in Physical Form/ Offline within the scheduled period. Any techno-commercial bid not accompanied by an acceptable EMD in separate sealed envelope shall be rejected by NTPC Ltd,Sipat as being non-responsive and will not be considered for Opening. (* Format for BG, Please refer to Section-VII , Forms & Procedure).

iii.NIL DEVIATION CERTIFICATE : To be uploaded online duly sealed & signed as per format enclosed in the Bidding Document , Section-VIII , Forms & Procedures , VOL - 1 of 2 , Attachment no. 20. Any techno-commercial bid not accompanied by an acceptable NILL

￿QR documents comprising of credentials (i.e Copy of work orders/LOAs/agreements and completion certificates/ proof of completion ) as per qualifying requirements mentioned in Point no.6.

￿Up to date copy of Profit and Loss Account and Balance sheet of last three financial Years duly audited by Chartered Accountant (2018-19 , 2017-18 & 2016-17).

￿Copy of Independent PF registration Certificate

￿Copy of GSTIN Registration Certificate

￿Copy of Income Tax PAN No. Certificate

￿Name and address(es) of the sole proprietor/partners/board of directors and memorandum of articles of association/photocopy of the partnership deed/ affidavit for proprietorship.

￿Copy of registration with Central Govt./State Govt./Public Sector/Undertaking if any applicable.

￿Details of Manpower (Technical/Non Technical) and Tools & Plants.

B)Documents Required for Price Bid Submission :

To be submitted online in Cover type ""Finance""(in excel file) on GEPNIC Portal.

Price Bid opening date and time shall be intimated separately by NTPC through mail to only those bidders who are found to be meeting the QR criterion and their bid fulfils the technical requirements as per NIT specifications.

8.0Technical Bid / Price Bid of the Bidders who have not submitted requisite amount of Tender Fee / EMD (in form of DD/BC/BG) and who do not satisfy the Qualifying Requirements shall not be considered.

9.0NTPC Ltd shall not be liable for loss/non-receipt/late receipt of EMD and Tender Fee in postal transit. No claim in this respect will be entertained. However, NTPC reserves the right to accept or reject late/delayed EMD and Tender Fee. No interest will be payable by the Owner on the said amount covered under EMD/other security documents.

10.0Issue of tender documents will not automatically mean that bidders are considered qualified. The NTPC shall evaluate the qualifying requirements of each bidder as per NIT after opening of qualifying requirement Bids and the bids of the bidder who is not meeting the qualifying requirement shall be treated as non responsive .

11.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

12.0NO Hard Copy of Bidding Documents shall be Issued & also Transfer of Bidding Documents purchased by one intending bidder to another is not permissible.
