NTPC invites online bids on SINGLE STAGE TWO ENVELOPE BASIS (i.e. Cover-I: Techno-

Commercial Bid & Tender Fee/EMD and Cover-II: Price Bid) from eligible bidders for aforesaid package.

The estimated cost for the package is INR 89.49 Lakhs

Bid documents shall be downloaded from 30.06.2018 to 16.07.2018.

Bids shall be received up to 1530 HRS (IST) on 16.07.2018. Techno-Commercial bid (Envelope- I/ Cover type fee & Cover type Technical) shall be opened on the 18.07.2018 at 1600 HRS (IST). Date for opening of Price Bid (Envelope-II/Cover type Price) shall be intimated separately after opening of Techno-Commercial Bid (Envelope-I/ Cover type fee & Cover type Technical).

3.0As per provisions of bidding documents, the bidders shall submit online, “Techno- Commercial Proposal” in Cover type Technical and “Price Proposal” in Cover Type Price, within the bid submission date and time as mentioned above on e-tendering portal

4.0The date of opening of Price Proposal shall be intimated separately by NTPC after completion of evaluation of Techno-Commercial Proposal.

5.0अहर्कारी मापदण्ड Qualifying Requirement

1 The bidder should have executed the work of design, supply , erection/ supervised erection and commissioning/ supervised commissioning of SPV based grid connected power plant of at least one plant of 50 KWp or above and cumulative capacity of 200 KWp or above. The reference plant of 50 KWp or above capacity must have been in successful operation for at least six (06)_ months as on the date of techno-commercial bid opening.

Notes:

(a)The reference SPV based grid-connected power plant of 50 KWp or above capacity developed by Bidder for itself or any other client.

(b)Bidder shall submit certificate of successful completion/ operation from the Owner. In case the bidder has executed the project for its own group company/ special purpose vehicle, Bidder shall, in addition, obtain a certificate from DISCOM/ power procurement agency for commissioning date.

(c)Project executed by Bidder’s group company ,holding company or subsidiary company shall not be considered as Bidder’s experience for meeting the QR.

(d)The Bidder shall also be considered qualified, In case the award for the reference works has been received by the Bidder either directly from owner of plant or any other intermediary organization. A certificate from such owner of plant shall be required to be furnished by the Bidder along with its techno-commercial bid in support of its claim of meeting requirement stipulated above.

(e)SPV Based Roof-top and ground mounted solar power projects ,which are grid connected ,shall be considered as Bidders experience for meeting the QR.

The word executed means the bidder should have achieved the criterion specified in the above QR, even if the total contract is not completed/closed. In case of contracts under execution as on the date of techno-commercial bid opening, the capacity (Kw) of work commissioned till such date will be considered provided the same is certified by the employer.

2Financial Criteria

The average annual turnover of the bidder in the preceding three (3) financial years as on the date of techno‐commercial bid opening shall not be less than Rs. 99.43 Lakh [Rupees Ninty Nine Lakh Fourty Three Thousand Only].

(i) While computing the annual turnover, other income shall not be considered.

(ii)In case where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit

the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the company are under audit as on the date of techno‐commercial bid opening and the certificate from the practicing chartered accountant certifying the financial parameters is not available.

3The Bidder shall have to submit the following documents in support of meeting the QR

along

with

their

bid:

3.1The bidder to submit documentary evidence in support of Clause 1.0 of QR.

3.2Copies of audited balance sheet and profit & loss account for the preceding three (3) financial years in support of Clause 2 of QR.

4Notwithstanding anything stated above, the Employer reserves the right to undertake a physical assessment of capacity and capabilities including financial capacity and capability of the Bidder / his collaborator(s)/ associate(s)/ subsidiary(ies)/ group company(ies) to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

The physical assessment shall include but not be limited to the assessment of the office/facilities/banker’s/reference works by Employer. A negative determination of such assessment of capacity and capabilities may result in the rejection of the Bid. .

6.0A complete set of Bidding Documents may be downloaded by any interested Bidder and cost of the documents (non-refundable) as mentioned above may be paid in the form of a crossed account payee demand draft in favour of NTPC Ltd., Payable at Raipur (C.G.) and same may be submitted along with the Offline bid (Physical bid) (as per clause 17 of ITB). For logging on to the etender Site, the bidder would require user id and and Password which can be created at our etender and inform the same to concerned package co-ordinator. First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnaire and required document like PAN Card, Address proof and GST registration etc for issue of vendor code.

Note: No hard copy of Bidding Documents shall be issued

7.0

a)Small Scale Industries registered for similar work with the National Small Scale Industries Corpn. shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with District Industries Center are also entitled for exemption of EMD / Tender Cost. Such parties can sent the request for Tender Documents along with a photocopy of valid registration certificate preferably attested by Gazetted Officer/ Ist Class Magistrate/ notarised, giving details such as validity, stores and monetary limits, failing which they run the risk of their bid being passed over as ineligible for this concession.

b)Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.

c)Tenderers seeking exemption should enclose a photocopy of valid MSME/SSI/NSIC to the Package Coordinator / GM (C&M) at the address given below along with the Offline bid (Physical bid) as per ITB clause no-17 on or before last date of bid submission and sacnned copy of the same should be furnished online in Cover type Fee.

8.0First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date and submit following details.

9.0Transfer of Bidding Documents purchased by one intending bidder to another is not permissible. NTPC takes no responsibility for any loss/delay/non-receipt of applications/ tenders sent by post.
