	As per provisions of bidding documents, the bidders shall submit “Techno-Commercial Bid” and “Price
	Bid” online, within the bid submission date and time as mentioned above. Only Techno-Commercial bids
	will be opened on (21.07.2018) at 15.30 hrs. (IST).
	The date of opening of Price Bid shall be intimated separately by NTPC after completion of
	evaluation of Techno-Commercial Bids.
	Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the time of
	purchase of bidding documents from office of NTPC.

2.0Bidder has to mention HSN Code and GST Rate (%) against all the items in BOQ. In case, bidder does not mention GST rate in the BOQ, GST rate pertaining to HSN Code for the item shall be loaded on the quoted rate and evaluation of the bid shall be done accordingly.

3.0All the bids must be accompanied by Bid Security for amount equivalent to ₹ 2,00,000/- (Indian Rupees

Two Lakh only). ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.

4.0Provisions for Micro and Small Enterprises (MSEs)

Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006,for goods produced and services rendered, shall be issued the bid documents free of cost and shall be exempted from paying Earnest Money Deposit.

The benefit as above to MSEs shall be available only for Goods/Services produced & provided by MSEs.

As per answer to FAQ no. 18 circulated vide Office Memorandum F. No. 22(1)/2012-MA dated 24.10.2016 “Policy is meant for procurement of goods produced and services rendered by MSEs. However, traders are excluded from the purview of Public Procurement Policy.”

MSEs seeking exemption and benefits should enclose a attested/self-certified copy of registration certificate as a part of his bid, giving details such as stores/services, validity (if applicable) etc. failing which they run the risk of their bid being passed over as ineligible for the benefits applicable to MSEs.

Note: Generally, in tenders having Itemwise evaluation, splitting is allowed unless otherwise specified in the Special Purchase Conditions (SPC). Further, in tenders having Packagewise evaluation generally splitting is not allowed. Please refer Special Purchase Condition for specific tender provisions.

5.0QUALIFYING REQUIREMENTS:

(A)TECHNICAL QR:

i)The bidder should have experience in “Supply, Installation and commissioning of IP based telephone exchange based on Server-Gateway architecture of offered make comprising hybrid end point mixture i.e. IP & TDM (Analog and digital) end points”.

ii)Bidder should have experience in successfully implementing works of similar nature in any central/state government organizations, PSU’s, Universities, government research institute or other government/private organizations in India during the last 7 years ending 31st March, 2018. The work execution should be either of the following:

1.One similar order costing not less than Rs 92.4 Lakhs (80% of vetted cost)) . Or

2.Two similar orders each costing not less than Rs 57.8 Lakhs (50% of vetted cost) Or

3. Three similar orders each costing not less than Rs 46.2 Lakhs (40% of vetted Cost)

Similar order means “SUPPLY, INSTALLATION AND COMMISSIONING OF TELEPHONE EXCHANGE.”(Bidder to submit copy of PO/Completion Certificate from the Client).

(B)FINANCIAL QR

(i)The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Techno-Commercial bid opening, shall not be less than Rs. 1,15,48,885 Lakhs (vetted Cost as execution period is less than one year) (Rupees One Crore Fifteen Lakhs Forty Eight Thousand Eight hundred and Eighty five only).

(ii)In case where audited results for the last financial year as on the date of Techno Commercial Bid Opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the date of Techno-Commercial Bid Opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

(iii)In case a bidder does not satisfy the financial criteria, stipulated at Cl. 5.2.1 above on its own, the holding company would be required to meet the stipulated turnover requirements at Cl.5.2.1 above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the holding company. In such an event, the bidder would be required to furnish along with its bid, a Letter of Undertaking from the holding company, supported by Board Resolution, as per the format enclosed in the bid documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the bidder in case of award.

Notes:

1.The word "executed" means the bidder should have achieved the criterion specified in the QR, even if the total contract is not completed/closed. In case of contracts under execution as on date of techno commercial bid opening, the value of work executed till such date will be considered provided the same is certified by the employer. Such value should be more than 80% of pro-rata value of 5.1.2 above.

2.Other income shall not be considered for arriving at annual turnover

6.0NTPC reserves the right to reject any or all bids or cancel / withdraw IFB for the subject package without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have any claim arising out of such action.

7.0A Complete set of Bidding Documents may be downloaded by any interested Bidder through NTPC e- procurement portal https://eprocurentpc.nic.in For logging in to the e-tender website, the bidder would require user ID and password which can be created at our e-tender website and same has to be informed to concerned package coordinator.

First time users not allotted any vendor code are required to approach NTPC at least five (5) working days prior to document sale end date along with document like EFT form, PAN Card, Address proof and GST registration etc. for issue of vendor code.

Tender fee shall be submitted in the form of a Demand draft in favour of NTPC Ltd., Payable at Gadarwara

Note: No hard copy of Bidding Documents shall be issued.

8.0Issuance of Bidding Documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below in the presence of Bidder’s representatives who choose to attend the bid opening. Bidder shall furnish Bid Security and Tender Fee, Power of Attorney, Integrity pact (if applicable) in physical form as detailed in Bidding Documents before the stipulated bid submission closing date and time at the address given below.

9.0Transfer of Bidding Documents purchased by one intending bidder to another is not permissible.

10.0	First time users not allotted any vendor code are required to approach NTPC at least five working days
	prior to last date of bid submission and submit following details.

(a) For creation of vendor code:

i)Company / Firm registration copy, GST registration copy, PAN detail copy

ii)Valid email ID, Contact No.

iii)Address Proof

iv)Cancelled cheque & EFT form (to be verified by bank)
