4.Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non- responsive by the employer and shall not be opened.
5. A complete set of Bidding Documents may be downloaded by an interested Bidder from our NIC Portal (https://eprocurentpc.nic.in/nicgep/app). Tender fee (non-refundable) of requisite value is to be paid in a separate envelope up to the time of scheduled Technical BOD in the form of Pay order / demand draft / Bankers cheque in favour of NTPC Limited, from any of Nationalized or Scheduled Bank, payable at Vindhyanagar/ Singrauli/ Waidhan of MP of the cost of the

documents. For logging on to the GePNIC Site, the bidder would require user id and password, which can be obtained by enrolling at GePNIC site. First time users not allotted any vendor code are advised to approach NTPC at least three working days prior to Document download/Sale Close date along with duly filled in questionnaire for issue of vendor code .
6.Companies having MSME/NSIC registration as per MSME Act 2012 will be exempted from submission of EMD and TENDER FEE, however the MSME Certificate should be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below.
7.Any bid not accompanied by an acceptable earnest money deposit (EMD) or tender fee in a separate sealed envelope offline shall be rejected by the employer as being non-responsive and returned to the bidder without being opened.
8.Qualifying Requirements:
I.The average annual turnover of the bidder in preceding three (3) financial years as on the date of bid opening shall not be less than INR 44.82 Lakhs.
II.The agency should have executed the contract (s) of “Rolling stock maintenance/track maintenance/S&T maintenance/Mechanical maintenance of power plants (Thermal, gas & hydro)/Deployment of Unskilled/Semi Skilled/Skilled manpower in mechanical maintenance area of power plants, during the last seven (07) years as on bid opening date, with following value (s) of contract (s).
1.Single order of value not less than INR 53.784 lakhs
OR
2.Two orders each of value not less than INR 33.615 Lakhs.
OR
3.Three orders each of value not less than INR 26.892 Lakhs.
Remarks:
1 Bid opening date refers to the first scheduled techno- commercial bid opening date.
2 The word "executed" means that the bidder should have achieved the progress specified in the QR even if total contract is not completed / closed.

3 In cases where audited results for the last financial year as on the date of Techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters.
9. Clarification on bidding documents:
Any Queries/clarification may be asked by bidder in GEPNIC portal only and no email quaries /clarification will be entertained.
The queries will be answered by NTPC and posted in the GePNIC Portal. The bidders can view all queries and all answers once they are posted in the GePNIC Portal.
Note: Bidders are advised to download the Bid Documents well in advance, as no clarification shall be permitted after clarification end date.
10.Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
