5.0 Qualifying Requirements for Bidders:
The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements
5.1 Technical Criteria:
5.1TECHNICAL CRITERIA
1.1The bidder should be a “Manufacturer” or “”Authorized applicator of paint Manufacturer” and should
have executed the work of painting of Buildings in any industry at heights 10 meter or above from ground.
1.2The builder should have executed the work of painting of buildings or structures in any industry as per
following, within the preceding seven (07) years from the date of techno‐commercial bid opening.
a)One order of value not less than Rs.46 Lakhs
OR
b)Two orders, each of value not less than Rs.29 Lakhs
OR
c)Three orders, each of value not less than Rs.23 Lakhs
Note: The word “executed” means the bidders should have achieved the criterion specified in the QR, even if the total contract is not completed / closed. In case of contracts under execution as on the date of techno commercial bid opening, the value of work executed till such date will be considered provided the same is certified by the employer.
5.2FINANCIAL CRITERIA
The average annual turnover of the bidder in the preceding three (3) completed financial years shall not be less than Rs.58 Lakhs.
NOTES :
(i)The work / order executed means the bidder should have achieved the criteria specified in the QR,
even if the total contract/order is not completed/closed. In case of contract/order under execution as
on last date of the month proceeding the month of publication of NIT, the value of work/order executed till such date will be considered.
(ii)Other income shall not be considered for arriving at annual turnover.
(iii)In cases where audited results of the last financial year as on the date of Techno Commercial bid opening are not available, the financial result certified by a practicing chartered accountant shall be acceptable. In case, Bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating the
financial results of the Company are under audit as on the date of Techno‐commercial bid opening and the Certificate from the practising Chartered Accountant certifying the financial parameters is not available.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0NTPC reserves the right to reject any or all bids or cancel / withdraw the NIT without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.
10.0Since, this is a works contract, benefits to MSME shall not be applicable.
