Following document shall be submitted offline (Hard copy) well in advance
before opening of bid subscribing on respective envelop below:
EMD / Bid Security - This envelop is meant for EMD (Bid Security Deposit) only: Bidder
shall submit the requisite EMD only.
Tender fee - This envelop is meant for Tender fee towards cost of Bidding Documents:
Bidder shall submit the requisite documents such as DD , BG or as per provisions of
bidding document only.
Documents to be uploaded online: In addition to other documents, following
documents shall be uploaded online.
Technical Bid - Documents / details meant for QR document: Bidder shall submit the
requisite documents pertaining to Qualifying Requirements only in Technical bid (QR
details as per Annexure-QR & Annexure-QR1).
Financial Bid / PRICE BID: Opening date for Price Bid shall be intimated to the
technically qualified bidders only.
Qualifying Requirements:
1) The Bidder should be amanufacturer or the authorized dealer of manufacturerof Oil
Filled Radiator.
2) The bidder should have executed supply of Oil Filled Radiator, during last seven years
as on date of techno commercial BID opening for either of the following values :
a) Three executed orders each costing not less than INR 3.78 lacs.
OR
b) Two executed orders each costing not less than INR 4.73 lacs.
OR
c) One executed order costing not less than INR 7.56 lacs
3) The average annual financial turnover of the bidder during last Three (3) financial
years ending on 31st March 2017 should not be less than INR 9.46 Lacs.
Notes:
A. The word executed means that the bidder should have achieved the progress
specified in the QR even if the total contract is not completed / closed.
B. Other income shall not be considered for arriving at annual turnover.
C. In cases where audited results for the last preceding financial year as on the date of
Techno commercial bid opening are not available , the financial results certified by a
practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not
able to submit the certificate from practicing chartered accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last
financial years shall be considered for evaluating the financial parameters.
General Conditions:
A complete set of bidding documents may be downloaded by any interested bidder
on registration at NIC website https://eprocurentpc.nic.in/nicgep/app. However, for
submission of online bids, making of payment (non-refundable) towards cost of the
bidding documents in the form of DD and the downloaded documents can be used for
bidding purposes.
All NSIC / SSI registered vendors (Manufacturers) are exempted from submission of
tender fee & EMD. NSIC/SSI certificate must be furnished in the separate envelope
meant for EMD to avail the exemption from furnishing the EMD.
Guideline for submission of bid:
EMD, as mentioned in GEPNIC portal shall be submitted in a separate sealed envelope
super scribing as “EMD”. Any bid not accompanied by requisite & acceptable EMD in a
separate sealed envelope shall be rejected as being non responsive and returned to the
bidder without being opened.
The documents in support of Qualifying Requirements shall be uploaded online.
In case bid are not received as per above instructions, the same shall be rejected and
returned back in unopened condition.
The bidders shall have necessarily to upload the documents in support of meeting the
qualifying requirements as mentioned above in GepNIC portal along with their offer,
which inter-alia shall include the following.
Documentary evidence / proof (Like Manufacturing License / BIS certification / ISO
certification / SSI / NSIC certificate etc.) that the bidder is a manufacturer or their
authorised dealer of manufacturer.
Documentary evidence towards proof of supply/execution shall be submitted by way of
furnishing the Invoice, GR/LR, PO copies, payment proof etc.
The prospective bidders in order to able to download the bidding documents shall be
required to register themselves with the NIC website
https://eprocurentpc.nic.in/nicgep/app which shall be a onetime process.
In case the bidder fails to submit the documents in the support of meeting the QR, the
offer shall be liable for rejection. Offer of the bidder not fulfilling the QR shall be rejected
and shall not be considered for evaluation further.
NTPC shall not be responsible for any postal /courier delay.
NTPC reserves the right to reject any or all tenders without assigning any reasons
thereof.
Notwithstanding anything stated above, the NTPC reserves the right to assess the
bidder’s capability and capacity to perform the contract, should the circumstances
warrant such assessment in its overall interest and the decision of NTPC Ltd., in this
regard shall be final.
