The date of opening of Price Bid shall be intimated separately by NTPC after
completion of evaluation of Techno-Commercial Bid.
Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the
time of purchase of bidding documents from office of NTPC.
4.0 All the bids must be accompanied by Bid Security for amount equivalent to ₹ 2,00,000/-
(Indian Rupees Two Lakh only). ANY BID NOT ACCOMPANIED BY AN
ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE
REJECTED BY NTPC AND RETURNED TO THE BIDDERS WITHOUT BEING
OPENED.
4.1 Provisions for Micro and Small Enterprises (MSEs)
a) Micro and Small Enterprises (MSEs) registered with District Industries Centres or
Khadi and Village Industries Commission or Khadi and Village Industries Board or
Coir Board or National Small Industries Corporation or Directorate of Handicrafts
and Handloom or any other body specified by Ministry of Micro, Small and Medium
Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall
be issued the bidding documents free of cost and shall be exempted from paying
Earnest Money Deposit. Further, all Micro & Small Enterprises (MSEs) who are
having Udyog Aadhaar Memorandum shall be given all benefits available under Public
Procurement Policy for MSE Order 2012.
b) The benefit as above to MSEs shall be available only for goods / services produced &
provided by MSEs for which they are registered.
c) MSEs seeking exemption and benefits should enclose a attested / self-certified copy of
valid registration certificate, giving details such as validity, stores / services etc. to the
Package Coordinator / DGM (CS) at the address given below at least three working
days prior to the last date of tender fee payment for getting the authorization for
participating in the e-tendering, failing which they run the risk of their bid being passed
over as ineligible for the benefits applicable to MSEs.
If the MSE bidder submits EMD in the prescribed form instead of valid
registration Certificate for MSE prior to Techno-Commercial bid opening and
later on produces MSE registration Certificate at any stage after bid opening, his
bid shall be evaluated as non-MSE bidder.
5.0 Qualifying requirements:
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill
the following Qualifying Requirements:
5.1 Technical Criteria
5.1.1 The bidder should have executed the supply, erection, testing and commissioning of data
networking projects including network switches, ofc cabling material, UTP cabling material
during last seven (7) years as on date of bidding.
5.1.2 The bidder should have successfully executed the above mentioned work(s) within the
preceding 7 years as on date of Techno Commercial bid opening as per following criteria:

i) One work of value not less than ₹104.7 Lakhs
or
ii) Two works of value not less than ₹ 65.4 Lakhs
or
iii) Three works of value not less than ₹ 52.4 Lakhs
Note: The word “executed” means the bidder should have achieved the progress specified in
the QR the criteria specified above, even if the total contract started earlier is not
completed / closed. The same shall be supported by documentary evidence issued by
owner.
5.2 Financial Criteria:
5.2.1 The average annual turn-over of the Bidder in preceding three (3) financial years as on the
date of Techno-Commercial bid opening shall not be less than ₹1,30,78,418/- (Rupees One
Crore Thirty Lakh Seventy Eight Thousand Four Hundred Eighteen) only.
5.2.2 In case where audited results for the last preceding financial year as on the date of Techno-
Commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the
Certificate from practicing Chartered Accountant certifying its financial parameters, the
audited results of three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameters.
Note:
1. Other income shall not be considered for arriving at annual turnover.
2. Where Joint Ventures / Consortiums are bidding, all partners of the JVs/ Consortiums shall
be collectively required to meet the above turn over criteria.
3. Notwithstanding anything stated above, NTPC reserves the right to undertake a physical
assessment of the capacity and capabilities including financial capacity and capabilities of
bidder/ his collaborator/ associates/ subsidiaries to perform the contract, should the
circumstances warrant such assessment in the overall interest of NTPC.
4. The physical assessment shall include but not be limited to the assessment of the office /
facilities / bankers / reference works by the employer. A negative determination of such
assessment of the capacity and capabilities may result in rejection of bid.
6.0 NTPC reserves the right to reject any or all bids or cancel / withdraw IFB for the subject
package without assigning any reason whatsoever and in such case no bidder/ intending
bidder shall have any claim arising out of such action.
7.0 A Complete set of Bidding Documents may be downloaded by any interested Bidder
through NTPC e-procurement portal https://eprocurentpc.nic.in For logging in to the etender
website, the bidder would require user ID and password which can be created at our e-tender
website and same has to be informed to concerned package coordinator.
First time users not allotted any vendor code are required to approach NTPC at least five (5)
working days prior to document sale end date along with document like PAN Card, Address

proof and GST registration etc. for issue of vendor code. Tender fee shall be submitted in the
form of a Demand draft in favour of NTPC Ltd., Payable at Gadarwara
Note: No hard copy of Bidding Documents shall be issued.
8.0 Issuance of Bidding Documents to any Bidder shall not construe that such bidder is
considered to be qualified. Bids shall be submitted online and opened at the address given
below in the presence of Bidder’s representatives who choose to attend the bid opening.
Bidder shall furnish Bid Security and Tender Fee, Power of Attorney, Integrity pact (if
applicable) in physical form as detailed in Bidding Documents before the stipulated bid
submission closing date and time at the address given below.
9.0 Transfer of Bidding Documents purchased by one intending bidder to another is not
permissible.
10.0 First time users not allotted any vendor code are required to approach NTPC at least five
working days prior to last date of bid submission and submit following details.
(a) For creation of vendor code:
i) Company / Firm registration copy, GST registration copy, PAN detail copy
ii) Valid email ID, Contact No.
iii) Address Proof
iv) Cancelled cheque & EFT form (to be verified by bank)
Note: Format of EFT (Electronic Fund Transfer) form is attached along with tender
documents.
(b) For registration in GePNIC (Govt. e-Procurement National Informatics Centre) portal
