3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated
bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if
applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of
the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at New
Delhi or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For
logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by
submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not
allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly
filled in questionnare for issue of vendor code and SRM user id/password.
5.0 Brief Scope of Work & other specific detail
The brief scope of work includes design, engineering, Supply, transportation, transit insurance, local delivery, receipt, unloading,
handling, storage at site, installation, testing & commissioning of the complete Thermo graphic monitoring system (including infrared
Thermographic / Visual cameras, applications software, mounting arrangement for cameras, cables, media converters, enclosures etc.
required for a fully functional system) for complete monitoring of switchyard equipment, Two (2) years CMC and Training of
Owner#s personnel for the said system, as per the technical specifications.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding
documents.
7.0 Qualifying Requirements for Bidders:
6.1.0 The bidder should be a manufacturer of # Substation Automation System# .
or
An authorized dealer / distributor / channel partner / subsidiary of the manufacturer [as defined at Para 6.1.0] as on date of
opening of Techno-Commercial proposal and such bidder should be duly authorized by the OEM for this tender.
6.2.0 The bidder and/or their manufacturer should have successfully executed at least one similar job in India.
6.3.0 The bidder and/or their manufacturer or Bidder along with their Collaborator should have successfully executed the following
similar jobs during preceding seven years as on the date of opening of Techno-Commercial bid opening.
a) Single order of value not less than # 22.494 Million [# Twenty Two Million Four Hundred Ninety Four Thousand] or equivalent
value in foreign currency.
or
b) Two orders of value not less # 14.996 Million [# Fourteen Million Nine Hundred Ninety Six Thousand] each or equivalent value
in foreign currency.
or
c) Three orders of value not less # 11.247 Million [# Eleven Million Two Hundred Forty Seven Thousand] each or equivalent value
in foreign currency.
NOTES:-
a) Similar jobs means any work which includes # Automated Substation monitoring System/ PAN & Tilt Infrared-Visual Camera
System/ Substation persistent Thermography / 24x7 Surveillance System/ persistent temperature monitoring/ Package of Infrared and
Visual cameras for monitoring#. The term Sub-station, Substation, Switchyard, Switch-yard shall be treated as similar in meaning
and exchangeable for bid evaluation.
6.4.0 Financial Criteria
6.4.1 Financial Criteria for the Bidder
a) The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Techno-Commercial bid
opening, shall not be less than # 38.393 Million (# Thirty Eight Million Three Hundred Ninety Three Thousand ) or equivalent value
in foreign currency.
NOTES :-
01) Collaborator : The Bidder on his own or through his Collaborator must have successfully executed the similar jobs as mentioned
in the QR criteria under clause 6.3.0.
The bidder shall sign a Deed of Joint Agreement (DJA) with their Collaborator who meets the qualifying requirements as specified at
6.2.0 & 6.3.0. The bidder shall along with the bid, furnish an agreement, as per format enclosed with bidding documents, in which
bidder and their Collaborator are jointly and severally liable to the employer for successful performance of the contract, failing which
the bidder shall be disqualified and its bid shall be rejected. Further, the Collaborator shall be required to submit an additional Bank
Guarantee @5% of the contract Price in case of award.
02) For order value OR Turnover indicated in foreign currency, the exchange rate as on date of techno-commercial bid opening shall
be used.
03) The work executed means the bidder should have achieved the criterion specified in the QR, even if the total contract has started
earlier and/or not completed/closed and should have completed similar job as defined above.
04) In case of contracts under execution as on date of Techno # Commercial bid opening, the value of work executed till the date of
Techno # Commercial bid opening will be considered provided the value of executed work is certified by the client as completed.
However, the executed work should include supply, installation and / or commissioning of at least 01 No. of similar job as defined
above.
05) While computing the annual turn over, other income shall not be considered.
06) In cases where audited results for the last financial year as on date of Techno # commercial bid opening are not available, the
financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the
Certificate from a practicing Chartered Accountant certifying the financial parameters, the audited results of three consecutive
financial years preceding the last financial year shall be considered for evaluating the financial parameters, provided CFO certifies that
the accounts are under preparation for the last financial year.
07) In case the agent on behalf of their manufacturer submits the bid and order to be placed to manufacturer, the turn over of the
manufacturer can also be considered.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any
reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
