3.0 BIDDERS CAN DOWNLOAD THE TENDER DOCUMENTS BEFORE BID SUBMISSION DATE. TENDER FEES, BID
SECURITY AND INTEGRITY PACT (IF APPLICABLE) SHALL BE SUBMITTED IN A SEALED ENVELOPE SEPARATELY
(OFFLINE) BY THE STIPULATED BID SUBMISSION CLOSING DATE AND TIME AT THE ADDRESS GIVEN BELOW.
ANY BID WITHOUT AN ACCEPTABLE TENDER FEES, BID SECURITY AND INTEGRITY PACT (IF APPLICABLE)
SHALL BE TREATED AS NON-RESPONSIVE BY THE EMPLOYER AND SHALL NOT BE OPENED.
4.0 TENDER FEE SHOULD BE IN THE FORM OF A CROSSED ACCOUNT PAYEE DEMAND DRAFT OR BANKER’S
CHEQUE IN FAVOUR OF NTPC LTD., PAYABLE AT SBI SALAKATI.
5.0 First time users not allotted any vendor code are required to approach NTPC at least three working days
prior to Document Sale Close date for issue of vendor code.
6.0 Brief Scope of Work & other specific detail :
SUPPLY OF CABLE JOINTING KITS FOR NTPC BONGAIGAON.
SALIENT TECHNICAL FEATURES
These salient technical features are mentioned only to facilitate the prospective bidders to prima-facie
understand the requirements under the tender and shall not in any way limit or alter the scope of supply and
technical features/specifications of supply items covered in the Bidding Documents. Detailed provisions in
regard of technical features/specifications of supply items, contained in the bidding documents shall be final
and binding.
a) Scope of Supply
The scope of supply includes Straight through Cable Jointing and End Termination Kits suitable for cables of
various sizes, types and voltage levels for Bongaigaon Thermal Power Project of NTPC Limited.
b) Brief Description of Cable Jointing Kits
The cable jointing kits shall be of Straight through Heat shrinkable type.
Cable jointing kits covered in this IFB pertain to cables with voltage levels 1.1 KV, 3.3 KV, 6.6 KV, 11 KV
and 33 KV.
Cable jointing kits covered in this IFB pertain to single core or multicore Aluminium conductor power
cables and multicore copper conductor control cables.
Cable jointing kits covered in this IFB pertain to power cables of sizes ranging from 16 Sq. mm to 800
Sq. mm, and control cables of sizes ranging from 1.5 sq. mm to 2.5 sq. mm.
c) Brief Description of Cable End termination kits
The cable end termination kits shall be of Indoor, Heat shrinkable type.
Cable End termination kits covered in this IFB pertain to cables with voltage levels 3.3 KV, 6.6 KV, 11 KV
and 33 KV.
Cable End termination kits covered in this IFB pertain to single core or multicore Aluminium conductor
power cables of sizes from 150 Sq. mm to 800 Sq. mm.
7.0 Qualifying Requirements for Bidders:
In addition to satisfactory fulfilment of the Qualifying requirement stipulated in section ITB (instruction to bidders)
of bid documents, the bidder should also meet the qualifying requirements stipulated hereunder:
7.1 TECHNICAL CRITERIA
7.1.1 The bidder should be a manufacturer of cable jointing and termination kits of minimum 33kV and having
valid type test report carried out at CPRI/ERDA for similar joints.
7.1.2 The manufacturer should have all the testing facilities as per ESI-09-13 standard.
7.1.3 The bidder should have successfully executed supply of “Cable Jointing Kits” to any NTPC project or
any other industries meeting any one of the following criteria during last 07 (seven) years prior to the
date of techno-commercial bid opening:-
a) At least one order of value not less than Rs.48.31 Lakhs
OR
b) Two orders, each of value not less than Rs. 30.20 Lakhs
OR
c) Three orders, each of value not less than Rs. 24.16 Lakhs
The word “executed” means that the bidder should have achieved the progress specified in the above
para even if the total contract/order is not completed/closed. The same shall be supported by
documentary evidence issued by the owner.
7.2 FINANCIAL CRITERIA
7.2.1 The Average Annual Turnover of the bidder, in the preceding three (03) financial years as on date of
Techno-Commercial bid opening, shall not be less than Rs. 60.39 Lakhs (Rupees Sixty Lakhs
Thirty Nine Thousand only).
7.2.2 NOTES:
(i) Other income shall not be considered for arriving at annual turnover.
(ii) The bidder shall submit documentary evidence/proof of meeting qualifying requirements stipulated
above.
In case where audited result for the last financial year as on the date of techno commercial bid opening are not
available, the financial result certified by a practicing Chartered Accountant shall be considered acceptable. In
case bidder is not able to submit the certificate from practicing chartered accountant certifying his financial
parameters, the audited result of three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameter. Further a certificate would be required from the CEO/CFO as
per the format enclosed in the bidding document stating that the financial result of the company are under audit
as on the date of techno commercial bid opening and the certificate from the practicing charted accountant
certifying the financial parameters is not available.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without
assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out
of such action.
