Subject: Construction of Foot Over Bridge at NKSTPP. Through e-tendering(GePnic portal)

1.0. BRIEF SCOPE OF WORK

The brief scope of work under this work shall include all Civil works related to work. i.e.

construction of foot over bridge at NKSTPP.

The detailed Scope of work and Technical Specifications are mentioned in the Bidding

Document.

2.0. NTPC intends to finance the subject package through Own Resources.

3.0. Detailed scope of work, specifications and terms & conditions are given in the Bidding

Documents, which are available for examination and sale at the address given below as

per the following schedule:

4.0. SUBMISSION OF BIDS:

EMD: EMD BID and Tender fee is to be submitted offline in sealed envelope within

the bid submission date and time to the address as mentioned at SL no.16

TECHNO COMMERCIAL BID:

Techno Commercial bid is to be submitted in the e-procurement portal of NTPC(GePNIC). It is

suggested that the bidder may fill the techno commercial bid well in advance to avoid last

minute problems/rush in the system.

Techno Commercial bid is to be filled online after carefully examining the documents /

conditions and the schedule of work. All the prices are to be filled in at the relevant fields in

attached BOQ Excel sheet. Bidder shall also upload all the required documents as required in

the Cover Tab.

5.0. Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi

and Village Industries Commission or Khadi and Village Industries Board or Coir Board or

National Small Industries Corporation(NSIC) or Directorate of Handicrafts and Handloom

or Udyog Aadhar or any other body specified by Ministry of Micro, Small and Medium

Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall

be exempted from paying Earnest Money Deposit.

The above benefits to MSEs are meant for procurement of only goods produced and

services rendered by MSEs. However, traders are excluded from the purview of Public

Procurement Policy and not eligible for Benefits to MSEs.

The bidders are requested to send MSE/ NSIC/ Udyog Aadhar certificate and EMD,

Power of Attorney well in advance to NTPC Ltd., Tandwa office so as to reach before the

scheduled bid submission end date and MSE’s should upload MSE/ NSIC/ Udyog Aadhar

certificate in Fee cover in GePNIC, failing which the bid shall be liable for rejection.

Prospective bidders from U.P. State are compulsorily required to provide TIN number at

the time of purchase of bidding documents.

6.0. All bids must be accompanied by Bid security for an amount of Rs. 2,00,000/-(Indian

Rupees Two lakh only) in the form as stipulated in bidding documents.

Any Bid not accompanied by the acceptable Bid Security and Tender fee in a separate sealed

envelope shall be rejected by the Employer/NTPC as being non-responsive and returned to the

bidder without being opened.

7.1 Technical Criteria:

The bidder should have executed/completed the following within the last seven (07)

preceding years reckoned as on the date of Techno Commercial Bid opening:

i) Any type of concrete works of minimum 530CuM in one contract.

ii) Fabrication & Erection of structural steel framed structure of at least 76.0MT in one

contract.

iii) Similar work with following value(s) of the contract(s):

Single order of value not less than Rs.

114.04 lacs. OR

Two orders of value not less than Rs.

71.27 lacs each. OR

Three orders of value not less than Rs.

57.02 lacs each.

7.2 Financial Criteria:

A. Turn Over: The average annual turn over of the bidder in the preceding three (03)

financial years as on the date of Technical bid opening, should not be less than Rs. 114.04

Lacs.

B. In cases where audited results for the last preceding financial year as on the technical bid

opening date are not available, the financial results certified by a practicing Chartered

Accountant shall be considered acceptable. In case Bidder is not able to submit the

certificate from practicing Chartered Accountant certifying its financial parameters, the

audited results of 3 (three) consecutive financial years preceding the last financial year

shall be considered for evaluating the financial parameters. Further, a Certificate would

be required from the CEO/CFO as per the format enclosed in the bidding documents

stating that the financial results of the Company are under audit as on the date of Techno-

commercial bid opening and the Certificate from the practicing Chartered Accountant

certifying the financial parameters is not available.

Notes:

1. In technical criteria, clause 7.1, the word “executed” mentioned above means bidder

should have achieved the criteria specified in the QR, even if the contract started earlier

and/or is not completed/closed. The same shall be supported by documentary evidence

issued by the owner.

2. Other income shall not be considered for arriving at annual turnover.

3. Similar work means:

Any type of concrete works and Fabrication & Erection of structural

steel works. and/or

Design of structural steel works.

and/or

Supply of structural steel works.

8.0. NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for

Bids (IFB) for the subject package without assigning any reason; whatsoever, and in such

case no bidder/intending bidder shall have any claim arising out of such action.

9.0 Issuance of bid documents to any Bidder shall not construe that such bidder is

considered to be qualified. Bids shall be submitted online. Bidder shall furnish Bid

Security separately offline as detailed in Bidding Documents by the stipulated bid

submission closing date and time at the address given below.

10.0 Transfer of Bidding Documents purchased by one intending bidder to another is not

possible.

11.0 A complete set of Bidding Documents may be downloaded by any interested bidder

directly through NTPC e-procurement portal, https://eprocurentpc.nic.in.

Note: No hard copy of Bidding Documents shall be issued

12.0. Tenderers seeking exemption of EMD should upload valid exemption certificate in Fee

cover in GePNIC having details such as validity.

13.0. Procedure of bid opening: For submission of bids, the time and scheduled Bid

Submission Date shall be treated as cut-off line, and accordingly, the bids shall be

frozen. The online bidding system will not allow bid submission after the respective

specified expiry date and time. Make sure the bid submission is completed well in

advance of the time. The tender Committee or their authorised representatives shall

open the Technical bid and evaluation shall be done. If the scheduled Bid Opening Date

happens to be a closed holiday, the next working day shall be treated as Bid Opening

Date.

14.0. Technical Bid shall be evaluated for conformity to NTPC's requirements. Wherever

clarifications are required, same shall be taken through exchange of correspondence.

15.0. DEVIATIONS: No deviation whatsoever is acceptable from our tendered specifications

or terms and conditions.
