3.0 Brief Scope of Work & other specific detail : Job contract for running and maintenance of Gangotri
guest house for period of two years at TSTPS Kaniha.
SALIENT TECHNICAL FEATURES:
Talcher Super Thermal Power Station is a Unit of NTPC, in Kaniha block under Talcher sub- division
of Angul district of ODISHA.

Nearest Airport : Bhubaneswar 180 KMs

STAGE-I : 2 Units each 500 MW = Total 1000 MW
STAGE-II : 4 Units each 500 MW = Total 2000 MW

Technical
Criteria:
A. QUALIFYING REQUIREMENTS
1.0
TECHNICAL CRITERIA
1.1 The bidder must either be a proprietary firm, partnership firm, registered company under Companies
Act, Registered Cooperative Society, possessing the required Labour licenses (if applicable), Food
License and Firm registered as per law valid on the opening of tender. In case the license is
provisional, party has to submit the copy of regular License before commencement of work.
1.2 The bidder must have experience of Running, Maintenance and catering Services of Guest House /
Transit Camp / Management Training Institute of Central Govt. Deptt/ PSUs/2 Star (or above)
Hotels for last 03 (three) financial years.
1.3 The bidder should have executed/ completed similar orders during the last seven (07) years ending
last day of month previous to the date of NIT having minimum order values as indicated below:
a) One similar order of value not less than Rs.22 Lakh
OR
b) Two similar orders, each of value not less than Rs.14 Lakh
OR
c) Three similar orders, each of value not less than Rs.11 Lakh
Similar Completed Work Means: “Running, Maintenance and catering, Services of Guest House /
Transit Camp /Training Institute of Central Govt. Depts. / PSUs /2 Star (or above) Hotels having
minimum 08 no. of rooms during the last seven years.

FINANCIAL CRITERIA
The average annual turnover of the bidder in the preceding three (3) completed financial years shall
not be less than Rs.27.5 Lakhs.
NOTES :
(i) The work / order executed means the bidder should have achieved the criteria specified in the QR, even if the
total contract/order is not completed/closed. In case of contract/order under execution as on last date of the
month proceeding the month of publication of NIT, the value of work/order executed till such date will be
considered.
(ii) Other income shall not be considered for arriving at annual turnover.
(iii) In cases where audited results of the last financial year as on the date of Techno Commercial bid opening are
not available, the financial results certified by a practicing chartered accountant shall be considered
acceptable. In case, Bidder is not able to submit the certificate from practising Chartered Accountant
certifying its financial parameters, the audited results of three consecutive financial years preceding the last
financial year shall be considered for evaluating the financial parameters. Further , a certificate shall be
submitted by the bidder from the CEO/CFO as per the format enclosed in bid documents , stating that the
financial results of the company are under audit as on the date of techno-commercial bid opening and the
certificate from the practicing chartered accountant certifying the financial parameters is not available.
6. A Complete set of bidding Document may be downloaded by any interested Bidder directly
through NTPC eProcurement Portal, https://eprocurentpc.nic.in.
7. Tender documents are non-transferable. No bidder other than the original bidder in whose name
the tender documents are sold / downloaded can submit the offer.
8. Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9. NTPC reserves the right to reject any or all bids or cancel / withdraw the NIT without assigning any
reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such
action.
