INVITATION FOR BIDS (IFB)
A. NTPC Limited, Simhadri Super Thermal Power Station, Visakhapatnam- 531020 invites bids from eligible bidders
for the following Package:
“
PERIODICAL EXTERNAL PAINTING OF QUARTERS IN PHASE-I, PHASE-II AND
FUNCTION HALL (SAMYUKTA) IN TOWNSHIP AT NTPC SIMHADRI
”
B. QUALIFYING REQUIREMENTS
1.0 Technical Criteria
1.1 The bidder should have executed painting works of buildings with contract values of painting work as
detailed below, during the last seven (7) years as on date of technical bid opening:
Single order of value not less than Rs. 207.35 Lakhs.
OR
Two orders of value not less than Rs. 129.59 Lakhs each.
OR
Three orders of value not less than Rs.103.67 Lakhs each.
2.0 Financial Criteria:
2.1 The average annual turnover of the bidder, in the preceding three financial years as on the date of bid
opening shall not be less than Rs. 259.18 Lakhs (Rupees Two hundred and Fifty Nine Lakhs Eighteen
Thousand only).
3.0 Notes:
a) In case where audited results for the last financial year as on the date of Techno-commercial bid opening are
not available, the financial results certified by a practicing Chartered Accountant shall be considered
acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying
its financial parameters, the audited results of three consecutive financial years preceeding the last financial
year shall be considered for evaluating the financial parameters. Further, a certificate would be required from
the CEO/CFO/Proprietor/Partner that the financial results of the Company are under audit as on the date of
Techno-commercial bid opening and the certificate from practicing Chartered Accountant certifying the financial
parameters is not available.
b) For the purpose of arriving at the executed value of work specified at 1.1 above, basic amount only shall be
considered. In case of a contract inclusive of Taxes, agency has to provide the break-up of basic and tax.
c)
Other income shall not be considered for arriving at annual turnover.
d) The value of the work completed in the preceding seven (7) years reckoned as on date of techno commercial
bid opening, even if it has been started earlier, will also be considered for establishing the qualifying
requirements.
e) The word “executed” means; bidder should have achieved the criteria specified in above QR even if the total
contract is not completed / closed.
f) The bidder should have independent PF code issued by RPFC, valid PAN number and GST registration
number and the relevant documents shall be submitted along with bid proposal.
g) The bidder should submit the documentary proofs for establishing the QR requirements at 1.0 and 2.0 above.

E. A Complete set of bidding Document may be downloaded by any interested Bidder directly through NTPC
eProcurement Portal, https://eprocurentpc.nic.in.
F. Tender documents are non-transferable. No bidder other than the original bidder in whose name the tender
documents are sold / downloaded can submit the offer.
G. Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
H. NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation For Bids (IFB) without assigning
any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such
action.
I. Bidders to Note that MSE’s benefits are not applicable for above contract , since the nature of contract is
“WORKS”
