3.0. All bids must be accompanied with Earnest Money Deposit in the form of DD/Pay order from an
Indian Nationalized bank/schedule bank in favour of NTPC Ltd. payable at Kolkata or in the form of Bank
Guarantee as per Performa & check list enclosed in the bidding documents. In case of Bank Guarantee,
the same should be valid for 225 days from the date of Bid Opening.
ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE EARNEST MONEY DEPOSIT IN
A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE OWNER AS BEING
NON-RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.
4.0.The bidders shall read the detail tender specifications very carefully and understand the meaning of every
sentence of all the chapters to avoid any post bid ambiguity. Bidders may ask for any technical/commercial
clarification either verbally or in writing from the NTPC Kolkata Office, Contract Dept.

5.0.Type of Bidding: SINGLE STAGE TWO ENVELOPE
The bidder shall submit their offer in the following modes:
A:Envelope 1(EMD, EMD Bid submission form, Certificate of Compliant bid (Nil Deviation
Certificate)) – EMD details along with the tender Ref no. to be super scribed on envelope. In
absence of this EMD, EMD Bid submission form, Certificate of Compliant bid (Nil Deviation
Certificate), the bid shall be rejected and shall be returned unopened.
B:Envelope 2: (Techno-Commercial Bids)-QR documents and techno-commercial bid
C:Envelope 3: (Price bid) – Price bid as per tender specification.
The date of opening of the price bid will be intimated to all successful bidders who shall meet our qualifying
requirements and the bid technically acceptable.
6.0. All the three envelopes shall be placed in single envelope duly super scribing with tender name,
tender number, bid opening date & EMD details.
7.0.At any point of time, in case offer is found not satisfying the minimum qualifying requirement as stated in
detailed NIT, NTPC reserves the right to disqualify the offer out rightly. In all such case/cases NTPC’s
decision shall be final.
8.0.Any deviation in schedule of rates is not allowed.
9.0.Transfer of bidding documents purchased by one intending bidder to another is not permissible.

Annexure-B
QUALIFYING REQUIREMENT
1.0.QUALIFYING REQUIREMENT
1.1.General Requirements
1.1.1.The Bidder may be a proprietary firm, Partnership Firm, Limited Company, Registered
Cooperative Society, Corporate body legally constituted possessing the required licenses,
registrations etc. as per law valid at least for 12 months from the date of the opening of tender.
1.1.2. The bidder must have experience of running, maintenance & catering services of Guest House/
Transit Camp/ Management Training Institute of Central Govt. Deptts./ PSU/ Large Organizations of
repute for preceding seven (7) years ending 31

March 2017.
1.1.3.The average annual financial turnover of the bidder in the preceding three (3) financial years as
on date of bid opening shall be not less than Rs.58,93,770.00 (Rupees fifty eight lacs, ninety three
thousand, seven hundred and seventy only)
1.1.4.The bidder should have executed any one of the followings in the preceding seven (07) years
as on the date of opening of Techno-commercial proposal:
(a)Three similar works of value not less than Rs.47,15,016.00 each (Rupees Forty seven lacs fifteen
thousand and sixteen only)
OR
(b) Two similar works of value not less than Rs.58,93,770.00 each (Rupees Fifty eight lacs ninety
three thousand, seven hundred and seventy only)
OR
(c) One similar work of value not less than Rs.94,30,032.00 (Rupees Ninety four thousand thirty
thousand and thirty three only)
“Similar Works” means ‘running, maintenance and catering services of Guest House/ Transit
Camp/ Training Institute of Central Govt. Deptts./ PSUs/ Large Organizations of repute during the
last seven years’.
Note:
(i)The work “executed” mentioned above means the bidder should have achieved the criteria
specified above, even if the total contract is started earlier and/or is not completed / closed. The same
shall be supported by documentary evidence issued by the client.
(ii)In case of orders under execution, the value of work executed till the date of opening of techno-
commercial bid proposal as certified by the client shall be considered.
(iii)While computing the annual turnover, other income shall not be considered.

(iv)In cases where audited results for the last preceding financial year as on the date of the techno-
commercial bid opening are not available, certification of financial statements from a practicing
Chartered Accountant shall be considered acceptable.
(v)In case, bidder is not able to submit the certificate from practicing Chartered Accountant
certifying its financial parameters, the audited results of three consecutive financial years proceeding
the last financial year shall be considered for evaluating the financial parameters.
(vi)Further, a certificate would be required from the CEO/CFO as per the format enclosed in the
bidding documents stating that the financial results of the Company are under audit as on the date of
techno-commercial bid opening and the certificate from the practicing Chartered Accountant
certifying the financial parameters is not available.
(vii)Further, for executed similar works, agency shall submit copies of work order along with its
successful execution certificate (TDS if applicable) related to that work order, duly certified by the
client as a documentary proof, otherwise bid may be summarily rejected.
(viii)Bidders should attach self attested certificates along with tender on the date of the submission
for assessing pre-qualification.
(ix)The bidder should submit documentary proof related to minimum requirements as stated above
in separate envelop along with the bid. It may also be noted that lowest bidder has to produce
original certificates for verification before award of the work.
1.1.5. Bidder shall provide documentary evidence of GST Registration No., PF registration, ESIC
registration, Certificate of WB State Tax on Professions, Traders, Calling & Employments Act
(wherever applicable) and power of attorney at the time of bidding. Necessary registration with
local bodies under Shops & Establishment Act or other applicable acts of State/ Central Govt.
authorities for Establishment Act or other applicable acts of State/ Central Govt. authorities for
providing catering/ Guest House related activities, if applicable, shall be obtained by the agency
before commencement of work and submitted to EIC for verification.
1.1.6.Bidders shall provide such evidence of their continued eligibility, satisfactory to the Company,
as the Company shall reasonably demand any time within the currency of the contract.
1.1.7. The bidder shall submit attested copies of original documents defining the constitution or legal
status, place of registration, and principal place of business; written power of attorney of the
signatory of the Bid to commit the Bidder; along with the bid.

2.1.CONTRACT ELIGIBILITY CRITERIA :
Further, the contract eligibility includes the following:
2.1.1.Experience on similar completed works executed during the last seven years; and details like
monetary value, clients, proof of successful completion.
2.1.2.Documentary evidence of adequate financial standing, certified by bankers, audited profit &
loss account and balance sheet, annual turnover in last three years, access to adequate working
capital. In case where audited results of last (preceding) financial year is not available, certificate of
financial statement from a Chartered Accountant shall also be considered acceptable.
2.1.3.On the Guest House contract works of NTPC, the agency shall deploy its own regular
employees and no sub-contracting, in any form is allowed. Key personnel available and proposed to
be engaged for management and supervision of the Guest House/ Transit Camp, their qualifications
and experience – valid Certificates by a recognized University, Technical Board or Ministry of Govt.
of India would only be taken cognizance of.
2.1.4.The minimum qualification and experience (experience should be in Guest House/ Transit
Camp/ Management Training Institute of Central Govt. Deptts/ PSUs/ Large Organizations of
repute) of the personnel proposed to be engaged may be as under.
Manager – Diploma in Hospitality Management or Hotel Management with minimum three(3)
years of experience
OR,
Graduate with minimum seven (7) years of experience.
OR,

pass with minimum ten (10) years of experience.
Supervisor – Graduate and minimum two (2) years of experience OR 12

pass and minimum five
(5) years of experience.
Cook – 8

pass and minimum five (5) years experience.
Bearer – 8

pass and minimum two (2) years of experience.
Sweeper/ Cleaner/ Housekeeping Staff – Literate (at least should be able to speak and read local
languages)
Further, the character and antecedent report of the personnel proposed to be engaged should be
clean. It shall be the responsibility of the agency to submit to NTPC, such verification report in
respect of the staff proposed to be engaged, from a statutory authority, before deployment of the
person on the work.
2.1.5.Information regarding projects in hand, current litigation, orders regarding exclusion/
expulsion or black listing, if any.
