3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed
envelope separately offline/online by the stipulated bid submission closing date
and time at the address given below. Any bid without an acceptable Bid Security
and Integrity Pact (if applicable) shall be treated as non-responsive by the
employer and shall not be opened.
4.0 The bidding document is available online. A complete set of Bidding Documents
may be downloaded by any interested Bidder from the NTPC tender website
https://eprocurentpc.nic.in.
5.0 The Bidder would be required to register in the website. First time users are
required to register themselves on NTPC tender website after filling up the
required details. Users whose email address has not been linked to a vendor code
allotted by NTPC/ first time users not allotted any vendor code by NTPC, should
send a copy of the registration details, after completing their registration on the
etender portal, to the e-mail address specified in this NIT under Address for
Communication with following details at least three working days prior to
Technical Opening Date:
i. Request on the letter head of the Company
ii. Copy of GST Registration,
iii. Copy of PAN no.,
iv. email ID and Contact No.
v. Name and Designation of the contact person
vi. Cancelled cheque & E.F.T form duly verified by bank
Note: Format of E.F.T (Electronic Fund Transfer) is attached along with bidding
documents
6.0 Brief Scope of Work & other specific detail
The scope of work includes:
(i) Design, assembly, quality check, packing, supply, transportation, transit
insurance, local delivery, receipt, unloading, lifting, handling, storage at site,
movement of system to the installation location, cabling, installation, testing
and commissioning, system integration, training, insurance, documentation
of the UPS systems.
(ii) Providing onsite warranty services for three (3) year of the total system
(including battery banks) and comprehensive Maintenance Support (CMS)
services for 7 years after warranty period. CMS shall also include
replacement of Battery Banks at two occasions.
(iii) The bidder shall be responsible for trouble-shooting and upkeep of UPS
Systems and maintaining the Uptime as per the SLA for ten (10) years.
(iv) The bidder shall be responsible for providing all services, spares and material,
if required, specified or otherwise, which are required to ensure operability,
maintainability and reliability of the system covered under this specification
within his quoted price.
(v) Dismantling of existing UPS systems, Battery and Accessories and buyback of
the same.
7.0 Qualifying Requirements for Bidders:
7.1 The bidder should be :
(a) a manufacturer of Modular UPS systems as on the date of opening of Techno-
commercial bid.
OR
(b) authorized by the manufacturer of Modular UPS systems for this tender.
Note: The Bidder should quote for UPS of this manufacturer only..
7.2 The bidder should have supplied and installed in India any one of the following in the
preceding seven years as on the date of opening of Techno-commercial bid:
atleast 2 No. UPS each of capacity 200 KVA or more.
or
atleast 3 No. UPS each of capacity 160 KVA or more.
or
atleast 4 Nos UPS each of capacity 120 KVA or more.
7.3 The bidder should have executed any one of the following Works which includes Supply
and installation of UPS systems in the preceding seven years as on the date of opening of
Techno-Commercial bid:
One work of value not less than Rs 219 lakh (Rupees Two crore nineteen lakh only).
or
Two works of value not less than Rs 137 lakh (Rupees One crore thirty seven lakh only)
each.
or
Three works of value not less than Rs 110 lakh (Rupees One crore ten lakh only) each.
Note:
7.3.1 The work “executed” mentioned above means the bidder should have achieved
the criteria specified above, even if the total contract is started earlier and/or is
not completed/ closed. However, the work executed must include supply and
installation of UPS.
7.3.2 In case of orders under execution, the value of work executed till the date of
opening of Techno-Commercial proposal as certified by the Client shall be
considered. However, the work executed must include supply and installation of
UPS.
7.4 Financial Criteria
7.4.1 The average annual turnover of the bidder in the preceding three (03) financial years as
on the date of Techno-Commercial bid opening, should not be less than Rs. 150 lakh
(Rupees One crore and fifty lakh only).
7.4.2 In case the Bidder is not able to furnish its audited financial statements on
standalone entity basis, the un‐audited unconsolidated financial statements of
the Bidder can be considered acceptable provided the Bidder further furnishes the
following documents on substantiation of its qualification:
a) Copies of the un‐audited unconsolidated financial statements of the Bidder
along with copies of the audited consolidated financial statements of its
Holding Company.
b) Certificate from the CEO/CFO of the Holding Company, as per the format
enclosed in the bidding documents, stating that the un‐audited
unconsolidated financial statements form part of the Consolidated Annual
Report of the Company.
In case where audited results for the last preceding financial year as on the date
of opening of Techno commercial bid are not available, certification of financial
statements from a practicing Chartered Accountant shall also be considered
acceptable. In case, Bidder is not able to submit the Certificate from practicing
Chartered Accountant certifying its financial parameters, the audited results of
three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameters. Further, a Certificate would be
required from the CEO/CFO as per the format enclosed in the bidding documents
stating that the Financial results of the Company are under audit as on the date
of Techno‐commercial bid opening and the Certificate from the practicing
Chartered Accountant certifying the financial parameters is not available
7.4.3 In case a Bidder does not satisfy the financial criteria, stipulated at Clause 4.1 above on its
own, its Holding Company would be required to meet the stipulated turnover
requirements at Clause 4.1 above, provided that the net worth of such Holding Company
as on the last day of the preceding financial year is at least equal to or more than the paid
up share capital of the Holding Company. In such an event, the Bidder should be required
to furnish along with its Techno Commercial bid, a letter of undertaking from its Holding
Company, supported by Board Resolution of the Holding Company, as per the format
enclosed in the bidding documents, pledging unconditional and irrevocable financial
support for the execution of the Contract by the Bidder in case of award.
8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is
considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the
subject package without assigning any reason whatsoever and in such case no
bidder/intending bidder shall have any claim arising out of such action.
Note:
i) “Holding Company” and “Subsidiary” shall have the meaning ascribed to
them as per Companies Act of India, in vogue.
ii) Other income shall not be considered for arriving at annual turnover
