acceptable Bid Security in a separate sealed envelope is not received then online Bid shall be rejected
by Owner as being non-responsive and shall not be opened.
6.0 QUALIFYING REQUIREMENT FOR BIDDERS
The Bidder who wishes to participate in the bidding shall satisfactorily establish that he fulfils the Qualifying
Requirements stipulated hereunder:
A. Technical Criteria
1. The bidder should have executed the work of Loading and/or unloading of coal/ overburden/ shale/
soil/ minerals from Railway wagons in the past seven (7) years as on the date of techno-commercial
bid opening.
2. The bidder should have executed the work of Loading and/or unloading and /or transportation of coal/
overburden/ shale/ soil/ minerals from Railway wagons of the following contract values in the past
seven (7) years as on the date of techno-commercial bid opening.
a. Single contract of value not less than Rs. 232 Lakhs.
OR
b. Two contracts of value not less than Rs. 145 Lakhs each.
OR
c. Three contracts of value not less than Rs. 116 Lakhs each.
B. Financial Criteria:
1. The average annual Turnover of the Bidder, in the preceding three (3) financial years as on 31.03.2017
shall not be less than Rs.290.05 Lakhs (Rupees Two Crore Ninety Lakhs Five thousand only).
2. The Bidder has to furnish audited financial statements in support of turnover. If audited results for the
preceding financial year are not available, certification of financial statements from a practicing Chartered
Accountant shall also be considered acceptable. In case the Bidder is not able to submit the Certificate
from practicing Chartered Accountant certifying its financial parameters, the audited results of three
consecutive financial years preceding the last financial year has to be furnished.
NOTES:
(i) Other income shall not be considered for arriving at annual turnover.
(ii) The word ‘executed’ means that the bidder should have achieved the progress specified in the QR
even if the total contract is not completed/closed. Bidder to submit copies of work order/purchase
order giving details of work executed and user certificate for performance. If user certificate is not
available then proof of execution in terms of payment/deliver challan/Invoice etc to be provided.
7.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning
any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such
action.
8.0 Prospective bidders from Uttar Pradesh (U.P) State, India are compulsorily required to provide TIN number
at the time of purchase of bidding documents from Office of NTPC.
