Package: NE-670 for providing electricity connections to un-electrified households

and LT Line extension in rural areas of Keonjhar District of Odisha State

under

FUNDING : Rural Electrification Corporation and Government of Odisha

1.0 This invitation for bids follows the procurement notice (Invitation for Bids) for the

subject package(s) which appeared in National and Regional Newspapers on

31.03.2018. This shall also be available on e-tendering website given at para

11.0 from 07.04.2018.

2.0 NTPC Limited (hereinafter referred to as ‘NTPC’) have been entrusted to

execute the Project i.e. Providing electricity connections to un-electrified

households and LT Line extension in rural areas of Keonjhar District of

Odisha State under SAUBHAGYA Scheme on behalf of North Eastern

Electricity Supply Company of Odisha Limited (NESCO)/Government of

Odisha. The execution of the project shall be funded out of the proceeds of

financial assistance to be received by Government of Odisha/NESCO from Rural

Electrification Corporation Limited (REC) and the ownership of the project shall

remain vested with Government of Odisha. The project shall be executed by

NTPC on turnkey basis and all eligible payment under the project shall be made

from the proceeds of financial assistance to be received by Government of

Odisha/NESCO. For the purpose of all procurement activities related to the

aforesaid project, NTPC shall be referred to as ‘Employer’ and Government of

Odisha/NESCO “the Owner”

3.0 NTPC, therefore, invites online encrypted bids from eligible bidders for the

following package(s) for aforesaid project on Domestic Competitive Bidding basis:

This Invitation for Bids extended through media, website or written communication

or by any other means, and issuance of Bidding Documents as per para 7.0 below

shall not be construed to mean that the prospective bidders to whom the Invitation

for Bids has been extended and/or Bidding Documents have been issued is

deemed to be an eligible bidder. The eligibility of the bidders shall be determined

as per the provisions of Bidding Documents.

3.1 This Specification covers the following scope of works:

The scope of work under the subject package includes execution on turnkey basis

with complete system design, , engineering, site survey, planning,

procurement/manufacture, manufacturer’s quality assurance, shop testing

(including type testing where specified/required), supply, loading, transportation,

unloading, insurance, delivery at site, handling, storage, installation including all

civil/structural works, assembly, testing, commissioning and documentation of all

items/material required for following;

i)Providing electricity Connection to all un-electrified Households including Service

Cable, Insulated Piercing Connectors/ LT Connectors, Energy Meter with Tamper

Proof Box, Boards, LED lamp and other accessories.

AND

ii)Extension of LT Lines wherever required for providing electricity Connections to

all un-electrified Households including 3-Phase & 1-Phase LT AB Cables erected on

PCC/Steel Tubular Poles, Insulated Piercing Connectors/ LT Connectors and other

accessories

The above scope of work is indicative and the detailed scope of work is given in the

Bidding Documents.

3.2 The completion period for Package: NE-670 for providing electricity

connections to un-electrified households and LT Line extension in rural

areas of Keonjhar District of Odisha State under SAUBHAGYA Scheme

shall be the period as specified in ITB Sub-Clause 24.1(c).

3.3 Bidding will be conducted through the domestic competitive bidding procedures as

per the provisions of ITB/BDS and the contract shall be executed as per the

provisions of the Contract.

4.0 The detailed Qualifying Requirements (QR) are given in the Bidding Document.

Interested bidders can download the Bidding Documents and commence

preparation of bids to gain time.

6.0 Interested bidders have to necessarily register themselves on the portal

to participate in the bidding under this

invitation for bids. It shall be the sole responsibility of the interested bidders to get

themselves registered at the aforesaid portal.

They may obtain further information regarding this IFB from and inspect the

Bidding Documents the office of GM(C&M)/AGM (C&M), at the address given at

para 11.0 below from 9:30 hours (IST) to 17:00 hours (IST) on all working days till

the sale of Bidding Documents is open as per para 7.0 below.

For proper uploading of the bids on the portal namely

https://eprocurentpc.nic.in/nicgep/app (hereinafter referred to as the ‘Portal’),

shall be the sole responsibility of the bidders to apprise themselves adequately

regarding all the relevant procedures and provisions as detailed at the portal as

well as by contacting as and when required, for which contact details are

mentioned above. The employer in no case shall be responsible for any issues

related to timely or properly uploading/ submission of the bid in accordance with

the relevant provisions of ITB of the bidding documents.

7.0 As mentioned at para 5.0 abovethe bidders are requested to register on portal and

download the Bidding Documents, however bidders have to submit the non-

refundable fee of Rs 11,250/-in the form of Bank Draft in favour of NTPC

Limited payable at Bhubaneswar in lieu of cost of Bidding Document on or

before bid submission date in accordance with the relevant provisions of ITB of the

bidding documents.

The acceptance of price bid/commercial bid shall be subjected to acceptance of

documents fee.

However, the Bidding Documents will be available to download only on site

https://eprocurentpc.nic.in/nicgep/app.

No hard copy of the Bidding Document

shall be issued.

In case of any discrepancy between the documents downloaded by the prospective

bidder and the Bidding Documents (hard copy) issued by EMPLOYER official, the

latter shall prevail.

The Bidding Documents are meant for the exclusive purpose of bidding against this

specification and shall not be transferred to any other party or reproduced or used

otherwise for any purpose other than for which they are specifically issued.

8.0 A pre-bid meeting will be held at the office of the Employer at Bhubaneswar (at

address as indicated below at s.no.11.0), India on 17.04.2018 at 10:00 hrs to

clarify the bidders various issues raised in accordance with clause 6.4 of ITB

9.0 A Single Stage Two Envelope Bidding Procedure will be adopted and will proceed

as detailed in the Bidding Documents.

9.1 Bids must be submitted /uploaded under Single Stage Two Envelope bidding

Procedure on the portal on or before 17:30 hours (IST) on 30.04.2018. Price

breakup shall be submitted electronically. Late bids will not be uploaded and

accordingly be rejected. First Envelope i.e. Techno Commercial Part shall be opened

on 05.05.2018 in the presence of the bidders’ representatives who choose to

attend in person at the address below at 11:30 hours (IST).

Second Envelope i.e.

Price part Envelope shall be opened in the presence of the bidders’ representatives

who choose to attend at the time and date at the address given in the intimation for

opening of Second Envelope in accordance with Clause 25 of ITB or may be viewed

by the bidders by logging into the portal.

All bids must be accompanied by a bid security of Rs. 69,40,000/- (As per

Annexure to SECTION-I(IFB), Volume-I).

10.0 NTPC reserves the right to cancel/withdraw this invitation for bids without assigning

any reason and shall bear no liability whatsoever consequent upon such a decision.

QUALIFICATION OF THE BIDDER

QUALIFICATION OF THE BIDDER for providing electricity connections to un-electrified

households and LT Line extension in rural areas of Keonjhar District of Odisha State

under

Pradhan Mantri Sahaj Bijli Har Ghar Yojna (SAUBHAGYA)

Qualification Requirements of Bidders:

In addition to satisfactory fulfilment of the Qualifying requirements stipulated in section ITB

(instruction to bidders) of bid documents, the bidder should also meet the qualifying requirements

stipulated hereunder:

1.0 TECHNICAL CRITERIA

1.1 The Bidder should have executed/completed work in electrical Transmission or sub-

transmission or distribution sector which may include supply, erection and commissioning during

last seven (7) years prior to the date of techno-commercial bid opening as below: -

a) At least one order of value of not less than Rs. 3276 Lakhs

b) Two orders, each of value not less than Rs. 2047.50 Lakhs.

c) Three orders, each of value not less than Rs. 1638 Lakhs.

The word "executed” means that the bidder should have achieved the progress specified in

the above para even if the total contract/order is not completed /closed. The same shall be

supported by documentary evidence issued by the owner.

2.0 FINANCIAL CRITERIA

2.1 The Average Annual Turnover of the bidder, in the preceding three (3) financial years as on

the date of Techno-Commercial bid opening, shall not be less than Rs. 4095 Lakhs

(Rupees Fourty Crores & Ninety-five Lakhs only).

2.2 The Net Worth of the bidder as on the last day of preceding financial year shall not be less

than 100 % of its paid up share capital.

In case the bidder meets the requirement of Net worth at para 2.2, based on the strength of

its subsidiary(ies) and / or Holding Company and / or Subsidiaries of its Holding companies

wherever applicable, the net worth of the bidder and its subsidiary(ies) and / or Holding

Company and / or Subsidiaries of its Holding companies, in combined manner should not be

less than 100% of their total paid up share capital. However, individually, their net worth

should not be less than 75% of their respective paid up share capital.

For consortiums/ Joint ventures, wherever applicable, the Net worth of all consortiums/ Joint

venture members in combined manner should not be less than 100% of their paid up share

capital however individually, their Net worth should not be less than 75% of their respective

paid up share capitals.

2.3 In case the bidder is not able to furnish its audited financial statement on standalone entity

basis, the unaudited unconsolidated financial statements of the bidder can be considered

acceptable provided the bidder furnishes the following further documents on substantiation of

its qualification.

a) Copies of unaudited unconsolidated financial statement of the bidder along with copies of

audited consolidated financial statements of the Holding Company.

b) A certificate from the CEO/CFO of the Holding Company, as per format enclosed in the

bid documents, stating that the unaudited unconsolidated financial statements form part

of the consolidated Annual Report of the Company.

In case where audited results for the last financial year as on date of Techno commercial bid

opening are not available, the financial results certified by a practicing Chartered Accountant

shall be considered acceptable. In case, bidder is not able to submit the certificate from

practicing Chartered Accountant certifying its financial parameters, the audited results of

three consecutive financial years preceding the last financial year shall be considered for

evaluating the financial parameters. Further, a certificate would be required from the

CEO/CFO as per the format enclosed in the bidding documents stating that the financial

results of the company are under audit as on the date of Techno-Commercial bid opening

and the certificate from the practicing Chartered Accountant certifying the financial

parameters is not available.

2.4 In case a bidder does not satisfy the financial criteria, stipulated at para 2.1 and/or para 2.2

above on its own, the Holding Company would be required to meet the stipulated turnover

requirements at para 2.1 above, provided that the net worth of such Holding Company as on

the last day of the preceding financial year is at least equal to or more than the paid up share

capital of the Holding Company. In such an event, the bidder would be required to furnish

along with its bid, a Letter of Undertaking from the Holding Company, supported by Board

Resolution, as per the format enclosed in the bid documents, pledging unconditional and

irrevocable financial support for the execution of the Contract by the bidder in case of award.

2.5 Notes:

i) Net worth means the sum total of the paid up share capital and free reserves. Free

reserve means all reserves credited out of the profits and share premium account but

does not include reserves credited out of the revaluation of the assets, write back of

depreciation provision and amalgamation. Further any debit balance of Profit and

Loss account and miscellaneous expenses to the extent not adjusted or written off, if

any, shall be reduced from reserves and surplus.

ii) Other income shall not be considered for arriving at annual turnover.
