NOTICE INVITING TENDER (Domestic Competitive Bidding)
BRBCL-Nabinagar invites sealed bids/tenders/offers on Two Part Bidding basis for Nabinagar
Thermal Power Project, from eligible bidders who fulfill the qualifying requirements stipulated
below:

Bid documents sale time: up to 17:00 hrs. during bid document sale period (Sunday & Holidays
closed).
BOD opening time (Technical): 15:30 hrs. on scheduled Bid opening date or next working day in
case of holiday/closure.
Part (A) QUALIFYING REQUIREMENT
1. The bidder must have successfully executed similar work during the last 07 years ending last day
of month previous to the date of NIT having minimum contract value as indicated below:-
(i) Single executed/completed contract ,as above, of value not less than Rs. 10.04 cr
Or
(ii) Two executed/completed contracts , as above, of value not less than Rs.6.27 cr each
Or
(iii) Three executed/ completed contracts, as above, of value not less than Rs 5.02 cr each
Similar work(s) mean(s) transportation and handling of bulk raw materials like coal/materials etc.
2. The Average annual turnover of the bidder in preceding three financial years as on date of bid
opening should not be less than Rs 12.54 cr.
Note:
1. The word executed/completed means that the bidder should have achieved the progress specified in
the QR even if total contract is not completed/closed.
2. Other income shall not be considered for arising at annual turnover.
3. (a) The bidder has to furnish audited balance sheet for last three years in support of annual
turnover.
(b) In case where audited results for the last preceding financial year are not available certification of
financial statements from a Practicing Chartered Accountant shall also be considered acceptable.
(c) In case the bidder is not able to furnish its audited financial statements on standalone entity basis,
the un-audited unconsolidated Financial statements of the Bidder can be considered acceptable
provided the bidder furnishes the following further documents on substantiation of its qualification:
(i)Copies of the un-audited unconsolidated financial statements of the bidder along with copies of the
audited consolidated financial statement of the Holding Company.
(ii) A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed with the
bid documents, stating the un-audited unconsolidated financial statements which is from the
Consolidated Annual Report of the Company.

(iii) In case a bidder does not satisfy the financial criteria, stipulated above on its own, the holding
company would be required to meet the stipulated turnover requirements above, provided that the net
worth of such holding company as on the last day of the preceding financial year is at least equal to or
more than the paid-up share capital of the holding company. In such an event, the bidder would be
required to furnish is at least equal to or more than the paid-up share capital of the holding company.
In such an event, the bidder would be required to furnish along with its bid, a Letter of Undertaking
from the holding company, supported by Board Resolution, as per the format enclosed in the bid
documents, pledging unconditional and irrevocable financial support for the execution of the Contract
by the bidder in case of award.
3. The term “executed” means that bidder should have achieved the progress specified in the QR if the
total contract is not completed/closed. Thesame shall be supported by documentary evidence issued
by the owner.
4. Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities
and capacity of the Bidder /his collaboration/subsidiaries/group companies to perform the contract
should the circumstances warrant such assessment in the overall interest of the Employer.
5. Following documents need to be furnished in support of meeting qualifying requirements:
a. Legible copies of Award letter with Bill of Quantities of similar nature, Job completion certificate,
Copies of MB (bills/receipts) etc. in proof of value of work executed, clearly indicating the executed
value of work.
b. Audited Balance sheet and Profit & Loss account for in preceding three financial years as on date
of bid opening.
c. Partnership deed/affidavit for proprietorship/ certificate of incorporation.
PART (B) GENERAL INSTRUCTION
1. Each tender shall be accompanied by the respective earnest money. Bids not accompanied with
EMD shall not be considered and shall be liable for rejection.
2. Suitable bidders may collect the bid documents as per following procedure
(i) On- Line: Bidder can download the tender document from www.ntpctender.com website on paying
the cost of Tender Document (non-refundable).
(ii) Off- Line: On submission of application with the cost of Tender Document in the form of a
demand draft (non-refundable) of respective amount.
The Demand Draft should be drawn in favour of Bhartiya Rail Bijlee Company Limited payable at
SBI, NTPC Project, Barem Bihar (code-14321).
The bidder who obtain the tender document Online (i.e. through option (i) above) are liable to take the
copy of GCC of BRBCL from the C&M office BRBCL, Nabinagar on their request through e-mail
/Fax/registered post or by hand and the same will be provided to them by registered post or by hand to
their authorized representative.
3. Tender/Bid shall be submitted in three (3) separate sealed Envelopes as follows:
Envelope- 1: Containing Earnest Money Deposit (EMD) of requisite amount only. Any Bid not
accompanied by acceptable EMD shall be rejected by BRBCL considering non-responsive and
returned to the Bidder(s) without being opened.
OR
An attested copy of certificates issued by SSI units registered with Bihar State SSIC. Micro and Small
Enterprises (MSEs)/ Small Scale Industries registered for similar work with the National Small Scale
Industries Corporation (NSIC) shall be exempted for payment of Earnest Money Deposit.
Envelope- 2: Technical Bid: Containing Letter of Undertaking, credentials mentioned in qualifying
requirements like copy of detailed work order with BOQ, completion certificate/ proof of execution of
award, balance sheets issued by plasticising chartered accountants, Copy PF Registration/ applied for
PF registration, Copy of PAN etc. and all the documents should be duly signed and stamped by bidder
or their authorized signatory.
Note: If the bidder has applied for PF registration, they have to furnish the copy of Acknowledge for
PF registration; however PF registration issued by authority needs to be furnished before award, if
bidder is found eligible. PF registration is mandatory before award.
Envelope- 3: Price Bid: Containing Bill of Quantity with rates and items rates, dully filled in as per
the instruction mentioned therein and as per the terms & conditions of the tender.
4. Complete bid to be submitted up to 15:00 Hrs. on the respective BOD as indicated above.

5. For any postal/communication delay, BRBCL Nabinagar shall not be responsible.
6. If the last date for receiving applications/selling of bids/date of bid opening coincides with holiday,
the date will be shifted to the next working day.
The decision of BRBCL in this regard would be final & binding to all concerned.
7. Issuance of Bid Documents does not mean that such bidder is considered qualified. Fulfilment of
Qualifying Requirements by the bidders will be reviewed/ evaluated and the price bid will be opened
only of those bidders who have submitted proper EMD and have met the requisite QR.
8. The General Condition for Civil Works will be an integral part of the tender document.
9. The following documents are required to be submitted in support of meeting the Qualifying
Requirements, as mentioned above apart from those Specified in Bid documents:
A. Documentary evidence in support of meeting the qualifying requirements stipulated above which
inter alia should include experience of execution of works as specified in QR above with self certified
and stamped copies of Work Orders/ Award Letters, certificate stating that the work order given in
support of qualifying requirements has been completed or completion certificate or proof of execution
of awarded work.
B. Documentary evidence of having independent and valid PF Registration No. from the concerned
regional Provident Fund Commissioner.
C. Proof of Turnover/Balance Sheet duly certified by practicing Chartered Accountant;
D. Partnership Deed/ Affidavit for Proprietorship/ Memorandum & Articles of Association, including
changes in the Constitution of the Firm, if any, for the last three years, (copy of certification with
appropriate authority must be submitted);
E. Copy of valid PAN (as allotted by concerned IT Deptt.).
F. Copy of registration with Central Govt./ Public Sector undertaking if any
G. EMD (as required).
H. Copy of GST registration certificate.
I. Letter of Undertaking (LOU) as per the format available in tender document (To be kept inside
Envelop-2 i.e. Technical Bid)
10. Tender document is not transferable.
11. The bidder shall have to submit the documents in support of meeting the qualifying requirements
as mentioned above.
(i) Envelope-1 will be opened on the BOD mentioned in NIT. If the EMD found in order then
Envelope-2 shall be opened. Without EMD,
Envelope-2 (i.e. Technical Bid) shall not be opened.
(ii) Envelope-3, Commercial bids/Price bids of qualified bidder only who meet the criteria of
Qualifying Requirement as specified above shall be opened on a later date with intimation to the
bidder(s).
12. In case the bidder fails to submit the documents in support of meeting the QR, the offer shall be
liable for rejection.
13. The successful bidders shall have to obtain any other TAX related registration and certifications
(Sales tax, Income tax etc. ) of Bihar State Govt., if it is a statutory requirement.
14. BIDS NOT ACCOMPANIED WITH THE REQUISITE EARNEST MONEY DEPOSIT, IN A
SEPARATE SEALED COVER OR BIDS ACCOMPANIED WITH EARNEST MONEY OF
INADEQUATE VALUE SHALL NOT BE ENTERTAINED AND IN SUCH CASES BIDS SHALL
BE RETURNED TO THE BIDDERS WITHOUT BEING OPENED.
15. Notwithstanding anything stated above, BRBCL reserves the right to assess the bidder’s capability
and capacity to perform the contract, should the circumstances warrant such an assessment in the
overall interest of BRBCL and the decision of BRBCL in this regard shall be final and binding.
16. The last date of sale of bid documents is to be considered as the last date of receipt of request for
issue of bid documents.
17. Bid document can be obtained from website or by post or by hand, on receipt of cost of tender
documents (non-refundable).

The bid(s) to be sent through Regd. Post/ Courier/ in person so as to reach at address mentioned below
on or before the last date of submission of Bid as prescribed in NIT. Late offers may not be
considered.
