NTPC Limited invites online bids on Single Stage Two Envelope bidding basis (Envelope-I:

Techno-Commercial Bid & Envelope-II: Price Bid) from eligible bidders for aforesaid Package.

Bid Document shall be on sale from 24.03.2018 to 20.04.2018.

Bids (both Techno-Commercial Bid and Price Bid) shall be submitted online up to 15:00 Hrs. (IST)

on 20.04.2018. Only Techno-Commercial Bid will be opened on 24.04.2018 at 15:30 Hrs. (IST).

1.0 NTPC Limited invites online bids on Single Stage Two Envelope bidding basis (Envelope-I:

Techno-Commercial Bid & Envelope-II: Price Bid) from eligible bidders for BALANCE

FINISHING WORKS IN 8TH AND 9TH FLOOR OF NTPC SRHQ OFFICE BUILDING,

Kavadiguda, Secunderabad, Telangana , as per the Scope of Work mentioned hereinafter.

2.0 BRIEF SCOPE OF WORK

The brief scope of work under this package shall include Balance Works of 8

and 9

Floors of the building, ACP Cladding in Rear Side Elevation and other Peripheral works at

Stilt level of NTPC SRHQ Office building, Kavadiguda, Secunderabad, Telangana State.

3.0 NTPC intends to finance the subject package through Domestic/Own Resources.

4.0 Detailed specification, scope of work and terms & conditions are given in the bidding

documents, which are available for examination and sale at the address given below and

may be downloaded as per the following schedule:

Cost of Bidding Documents(Tender fee) in INR Rs. 2655/- per set (inclusive of GST)

Prospective bidders from U.P. State are compulsorily required to provide TIN number

at the time of purchase of bidding documents.

5.0 All bids must be accompanied by Bid Security for an amount of 2,29,000/- (Rupees Two

Lakhs Twenty Nine thousand only). ANY BID NOT ACCOMPANIED BY AN

ACCEPTABLE BID SECURITY OR VALIDE EXEMPTION CERTIFICATE IN A

SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC AS BEING NON-

RESPONSIVE AND SHALL NOT BE OPENED.

Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and

Village Industries Commission or Khadi and Village Industries Board or Coir Board or National

Small Industries Corporation or Directorate of Handicrafts and Handloom or Udyog Aadhar or

any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act

2006, for goods produced and services rendered, shall be issued the bidding

documents free of cost and shall be exempted from paying BidSecurity/Earnest Money

Deposit.

Vendors having valid Small Scale Industries Certificate registered with the National Small

Industries Corporation (NSIC) under single point registration scheme for the said item are

exempted from payment of Tender Fee. Bidders seeking exemption should enclose a photocopy

of valid registration certificate giving details such as validity, monetary limit, stores etc. along with

their request for Tender Document.

The benefit as above to MSEs shall be available only for Goods/Services produced & provided by

MSEs.

MSEs seeking exemption and benefits should enclose a attested/self-certified copy of

registration certificate as a part of his bid, giving details such as stores/services, validity (if

applicable) etc. failing which they run the risk of their bid being passed over as ineligible for the

benefits applicable to MSEs.

The above benefits to MSEs are meant for procurement of only goods produced and

services rendered by MSEs. However, traders are excluded from the purview of Public

Procurement Policy and not eligible for Benefits to MSEs.

Further, the benefits under Public Procurement Policy for MSEbs will not be extended

against tenders for works contracts in line with the judgement of Honbble High court of

Delhi dated 02.11.2015.

Tenderers seeking exemption should upload valid exemption certificate in Fee cover in GePNIC

having details such as validity, stores and monetary limits and the hard copy shall be submitted

offline before bid submission end date and time.

7.0 QUALIFYING REQUIREMENT FOR BIDDERS

The Bidder should meet the minimum Qualifying Requirements as stipulated hereunder:

7.1 Technical Criteria for Qualification:

7.1.1 The Bidder should have executed civil works comprising of Residential/Non-

Residential buildings, including Civil finishing works, interior works (like wooden

paneling/wood works/wall cladding/false ceiling etc), electrical works etc during last

seven(7) years reckoned as on the date of Techno-Commercial Bid Opening meeting any

one of the following.

Single order of value not less than Rs. 92 Lakhs (Ninety two Lakhs Only) .

Two orders of value not less than Rs.57 Lakhs (Fifty Seven Lakhs Only) each

Three orders of value not less than Rs. 46 Lakhs (Forty Six Lakhs Only) each."

7.1.2 Bidder should have executed interior works (like wooden paneling/wood works/wall

cladding/false ceiling etc) of minimum value Rs. 15 Lakhs (cumulative value), either as part

of the order/s mentioned at 7.1.1 or in separate orders (not more than three (03) orders).

7.2 Financial Criteria for Qualification:

7.2.1 "The average annual turnover of the Bidder, in the preceding three (3) financial years as

on the date of Techno-Commercial Bid Opening shall not be less than Rs.114 Lakhs. (114 Lakhs

Only)."

In cases where audited results for the last financial year as on the date of Techno-Commercial

bid opening are not available, the financial results certified by a practicing Chartered Accountant

shall be considered acceptable. In case, Bidder is not able to submit the Certificate from a

practicing Chartered Accountant certifying its financial parameters, the audited results of three

consecutive financial years preceding the last financial year shall be considered for evaluating

the financial parameters. Further, a certificate would be required from the CEO/CFO that the

financial results of the Company are under audit as on the date of Techno-Commercial bid

opening and the certificate from the practicing Chartered Accountant certifying the financial

parameters is not available.

7.2.2 Notes for Cl No.7.2.1:

1) Other income shall not be considered for arriving at annual turnover.

2) The word bexecutedb means the bidder should have achieved the criteria specified in the

'Clause 7.1b within the preceding seven (7) years period even if the contract has been started

earlier and / or is not completed / closed.

a) The value completed in the preceding seven(7) years reckoned as on the date of

Tehno-Commercial Bid Opening, even if it has been started earlier will also be

considered for establishing the Qualification Requirements.

8.0 NTPC reserves the right to reject any or all bids or cancel/ withdraw the Invitation for Bids

without assigning any reason whatsoever and in such case no Bidder / intending Bidder

shall have any claim arising out of such action.

9.0 Prospective Bidders from U.P. State are compulsorily required to provide TIN number at the

time of purchase of bidding documents from office of NTPC.

10.0n A Complete set of Bidding Documents may be downloaded by any interested Bidder

through NTPC e-procurement portal https://eprocurentpc.nic.in. For logging in to the e-

tender website, the bidder would require user ID and password which can be created at

our e-tender website and same has to be informed to concerned package coordinator.

First time users not allotted any vendor code are required to approach NTPC at least five

(5) working days prior to document sale end date along with document like PAN Card,

Address proof and GST registration etc. for issue of vendor code. Tender fee shall be

submitted in the form of a Demand draft in favour of NTPC Ltd., Payable at

Secunderabad/ Hyderabad or a valid exemption certificate shall be submitted as

mentioned in the tender documents.

11.0 Issuance of Bidding Documents to any Bidder shall not construe that such bidder is

considered to be qualified. Bids shall be submitted online and opened at the address given

below in the presence of Bidderbs representatives who choose to attend the bid opening

Bidder shall furnish Bid Security and Tender Fee or valid exemption certificate, Power of

Attorney, Integrity pact ( if applicable) in physical form as detailed in Bidding Documents

before the stipulated bid submission closing date and time at the address given below.

12.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not

permissible.

13.0

First time users not allotted any vendor code are required to approach NTPC at least five working

days prior to last date of bid submission and submit following details.

(a) For creation of vendor code:

i) Company/ Firm registration copy, GST registration copy, PAN detail copy

ii) Valid email ID, Contact No.

iii) Address Proof

iv) Cancelled cheque & EFT form (to be verified by bank)

Note: Format of EFT (Electronic Fund Transfer) form is attached along with tender

documents.

(b) For registration in GePNIC (Govt. e-Procurement National Informatics Centre) portal
