NOTICE INVITING TENDER (DOMESTIC COMPETITIVE BIDDING)

KBUNL Kanti invites sealed bids/tenders/offers on Two Part Bidding basis for Muzaffarpur Thermal Power Station,

from eligible bidders who fulfill the qualifying requirements stipulated below:

Part (A) QUALIFYING REQUIREMENT:

1. The bidder should have manufactured & supplied cables including 11 KV Grade during last 07 (seven) years,

ending last day of the month previous to the date of NIT having minimum order value as indicated below:

(i) Single executed/completed order, as above, of value not less than Rs. 91.00 lakh (Rupees Ninety One lakh).

(ii) Two executed/completed orders, as above, of value not less than Rs. 57.00 lakh (Rupees Fifty Seven lakh)

each.

(iii) Three executed/completed orders, as above, of value not less than Rs. 45.00 lakh (Rupees Forty Five Lakh)

each.

2. The average annual turnover of the bidder, in the preceding three (3) financial years ending with FY 2016-17

shall not be less than Rs. 113.00 lakh (Rupees One Crore Thirteen lakh).

Note:

1. The word “executed” means the bidder should have achieved the criteria specified in the preceding 07

(seven) years ending last day of the month previous to the date of NIT, even if, the total contract is not

completed/closed.

2. While computing the turnover other income shall not be considered.

3. In case where audited results for the last preceding financial year are not available, certification of financial

statements from a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not

able to submit the Certificate from plasticising Chartered Accountant certifying its financial parameters, the

audited results of three consecutive financial years, preceding the last financial year shall be considered for

evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the

format enclosed in the bidding documents stating that the financial results of the Company are under audit

as on the date of scheduled BOD (Techno Commercial bid) and the Certificate from the practicing Chartered

Accountant certifying the financial parameters is not available.

PART (B) GENERAL INSTRUCTIONS:

1. Eligible bidders may collect the bid documents as per following procedure:

(i) On- Line: Bidder can download the tender document from website www.ntpctender.com on paying the cost

of Tender Document (non-refundable).

(ii) Off- Line: On submission of application with the cost of Tender Document in the form of a demand draft

(non-refundable) of respective amount.

The Demand Draft should be drawn in favour of Kanti Bijlee Utpadan Nigam Ltd. payable at SBI, TPS, Kanti

Thermal, Muzaffarpur Bihar (code 7033).

2. Complete bid to be submitted up to 15:00 Hrs. on the respective BOD as indicated above.

3. KBUNL Kanti shall not be responsible for any postal/communication delay.

4. If the last date for receiving applications/selling of bids/date of bid opening coincides with holiday, the date will

be shifted to the next working day. The decision of KBUNL in this regard would be final & binding to all

concerned.

5. Issuance of Bid Documents does not mean that such bidder is considered qualified. Fulfilment of Qualifying

Requirements by the bidders will be reviewed/ evaluated and the price bid will be opened only of those bidders

who meet the requisite QR including valid EMD.

6. The General Purchase Condition of KBUNL will be the integral part of the tender document.

7. The following documents are required to be submitted in support of meeting the Qualifying Requirements, as

mentioned above apart from those Specified in Bid documents:

i. Documentary evidence in support of meeting the qualifying requirements stipulated above which inter alia

should include experience of execution of works as specified in QR with self certified and stamped copies of

Work Orders/ Award Letters, certificate stating that the work order given in support of qualifying

requirements has been completed or completion certificate or proof of execution of awarded work.

ii. Latest audited annual report, Proof of Turnover/Balance Sheet duly certified by practicing Chartered

Accountant.

iii. Partnership Deed/ Affidavit for Proprietorship/ Memorandum & Articles of Association including changes

in the constitution of the firm, if any, for the last three years, (copy of certification with appropriate

authority must be submitted).

iv. Copy of valid PAN (as allotted by concerned IT Deptt.).

v. Copy of GST registration certificate.

vi. Letter of Undertaking (LOU) as per the format provided with tender document at Annexure-I (To be kept

inside Envelop-2).

8. Notwithstanding anything stated above, KBUNL reserves the right to assess the bidder’s capability and capacity

to perform the contract/order, should the circumstances warrant such an assessment in the overall interest of

KBUNL and the decision of KBUNL in this regard shall be final and binding.

9. Tender document is not transferable.

10. Submission of Bids:

The bid(s) to be sent through Regd. Post/ Courier/in person, so as to reach at address mentioned below on or

before the last date of submission of Bid as prescribed in NIT.
