1. NPGC invites off-line bids on Single Stage Two Envelope bidding system from eligible bidders for above
said work as per the Scope of Work briefly mentioned hereinafter.
2. BRIEF SCOPE OF WORK:-
Hiring of vehicle [13(+D) Seater Force Traveler-3350 Super, BS IV not earlier than Nov-2017, having
commercial registration, insurance, permit & PUC as per motor vehicle act & its applicable amendments]
with competent drivers & helpers on 24 hrs. duty basis for station duty (multiple trips a day) at NPGC for
02 years with extension provision of further 01 year. The deployment shall be as per scope of work and
terms & conditions of the contract.
3. Detailed specification, scope of work and terms & conditions are given in the bidding documents, which
are available for examination and sale at the address given below and as per the following schedule:

of Nabinagar Power Generating Co. Pvt. Ltd.” Payable at Majhiawan/Barun/Aurangabad, DISTRICT:
Aurangabad, Bihar”.
OR
An irrevocable Bank Guarantee of any Nationalized or Scheduled Bank* in favour of Nabinagar Power
Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security/ EMD. Pro-forma
of the Bank Guarantee given in bid documents section VIII.
EMD/ Bid Security of inadequate-value/unacceptable format shall not be entertained and such bids shall
not be opened.

5. Bid Security”and No Deviation Certificate” shall be submitted in sealed envelopes separately offline by
the stipulated bid submission closing date and time at the address given below. Any bid without an
acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened. All
credentials/ filled up formats & supporting documents as asked by NPGC are to be submitted as
attachments with the bid.
6. A complete set of Bidding Documents may be purchased by any interested Bidder on payment (non-
refundable) of the cost of the documents as mentioned above in the form of a crossed account payee
demand draft in favour of Nabinagar Power Generating Co. Pvt. Ltd.” Payable at
Majhiawan/Barun/Aurangabad, DISTRICT: Aurangabad, Bihar or directly downloaded from NTPC
tender website through the payment gateway at NTPC Website www.ntpctender.com. For logging on to
the website, the bidder would require User ID and Password which can be generated by him at the site
(www.ntpctender.com) by registering.

a) Micro & Small Enterprises (MSEs) having registration with District Industries Centre (DIC) or Khadi and
Village Industries Commission (KVIC) or Khadi Village and Industries Board (KVIB) or Coir Board or
National Small Industries Commission (NSIC) or Directorate of Handicrafts and Handlooms or any other
body specified by Ministry of MSME shall be exempted from payment of tender cost / Earnest Money
Deposit. Such parties can send the request for Tender Documents along with self attested copy of
certificates.
b) Micro & Small Enterprises (MSEs) who are having Udyog Aadhaar Memorandum through online
registration with Ministry of MSME shall also be exempted from payment of tender cost / Earnest Money
Deposit.
c) Tenderers seeking exemption of Bid security should forward a photocopy of valid Registration Certificate
giving details such as validity, stores and monetary limits etc. duly notarized/authenticated by the
registering authority (where the MSE had been registered) to the Package Coordinator at the address
given below at least seven working days prior to document sale close date for getting the authorization
for participating in the tendering. They shall also attach copy of the certificate duly notarized/
authenticated by the registering authority in place of EMD/Bid Security with their bid.
8. Bidder shall submit Copy of PAN Card, PF code registration/Acknowledgment receipt for PF registration &
GSTIN registration/Undertaking regarding GST along with bid.
9. Documents submitted by the Bidders should be clearly readable /comprehensible. NPGC reserves the
right to discard incomplete/insufficient/unreadable documents and evaluate tender on the basis of
documents available with the bid which are comprehensible, relevant & acceptable.
10. NPGC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package
without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any
claim arising out of such action. EMD only shall be returned without any additional financial liability to
NPGC.
11. Bidders providing new vehicles must submit LETTER OF UNDERTAKING on non-judicial stamp paper of
appropriate value (Rs. 500) as per Performa enclosed. In case, bidder fails to provide the same, bid shall
be liable to be rejected.
12. Tender documents are not transferable.
13. If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to next
working day.
14. NPGC shall not be responsible for any postal delay / loss / damage of Bid or non delivery of EMD / Bid
Security.
15. Other terms and conditions of tender shall be as contained in Bid Documents.
16.
Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. Bids
shall be submitted and opened at the address given below in the presence of bidder’s representatives who
choose to attend the bid opening.
