1.0 INTRODUCTION
NTPC is India’s largest energy conglomerate and has an installed capacity
of 51,383 MW comprising of 27 Coal based, 8 Gas/liquid fuel based and
13 Renewable energy (Solar PV and Wind/ Hydro) Power projects. NTPC
has massive ongoing capacity addition plans with around 20,000 MW
projects under construction. The company is also contemplating increasing
its generation assets by means of possible acquisition of Hydro Power
Assets.
2.0 REQUEST FOR PROPOSAL (RFP)
Online Proposals in Two Stages (i.e. Stage-I: Techno-Commercial and
Stage-II: Price) are invited from State/Central Utilities, Project Proponents,
Lenders or Authorized Financial Intermediaries of the Power Generation
Companies/ Independent Power Producers/ Developers for offering their
Domestic Operational Hydro Power Assets meeting the ‘Broad Criteria for
Qualification’ defined below at Clause no 4.0.
3.0 PURPOSE OF INVITING RFP
Through this RFP, NTPC intends to shortlist the suitable Domestic
Operational Hydro Power Assets for possible Acquisition after evaluating
the offered Projects.
4.0 BROAD CRITERIA FOR QUALIFICATION
Any State/Central Utilities, Project Proponents, Lenders or Authorized
Financial Intermediaries of the Power Generation Companies/
Independent Power Producers/ Developers are eligible for offering their
Domestic Operational Hydro Power Assets meeting the following criteria:
(a) Asset Capacity to be 50 MW and above with unit size of minimum
20 MW for at least 60% of the asset capacity
(b) Asset to have achieved COD as on the date of publication of RFP.
(c) For Asset commissioned under Built Own Operate & Transfer
(BOOT) basis, Minimum Residual Concession period to be not less
than 15 years from the date of publication of RFP.
(d) Design Energy of the Asset not to be less than 3.5 million units per
MW.

6.0 All Proposals must be accompanied by Earnest Money Deposit (EMD) for
an amount of INR 50,00,000/- (INR Fifty Lacs only) for each offered project
in the form as stipulated in the Proposal Documents.
ANY PROPOSAL NOT ACCOMPANIED BY AN ACCEPTABLE EMD IN
A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY NTPC
AS BEING NON-RESPONSIVE AND SHALL NOT BE OPENED.
7.0 NTPC reserves the right to reject or not consider any or all Proposals or
cancel/ withdraw the Request for Proposals without assigning any reason
whatsoever and in such case no Applicant / intending Applicant shall have
any claim arising out of such action.
8.0 A complete set of Proposal Documents may be downloaded by any
interested Applicant free of Cost from our e-Tender website
https://etender.ntpclakshya.co.in. For logging on to the e-Tender Site, the
Applicant would require user id and password which can be obtained by
submitting a questionnaire available at our e-Tender site as well as at
NTPC tender site (www.ntpctender.com). First time users not allotted any
Vendor code are required to approach NTPC at least three working days
prior to Document download Close date along with duly filled in
questionnaire for issuance of user id and password.
9.0 Transfer of Proposal Documents downloaded by one intending Applicant
to another is not permissible.
10.0 Proposals shall be submitted online and opened at the address given
below in the presence of Applicant’s representatives who choose to attend
the opening of Proposals. Applicant shall furnish Earnest Money Deposit
and Power of Attorney separately in physical form as detailed in the
Proposal Documents by the stipulated Proposal submission closing date
and time at the address given below
