INVITATION FOR VENDOR ENLISTMENT
NPGC Pvt. Ltd. (NPGC) invites application from eligible vendors for enlistment of the following
materials which is intended for consideration for three years from the date of finalization of such
list by NPGC.

Application forms shall be issued at NPGC Site Office, Shivanpur between 10.00 AM to 5.00 PM
& the filled application shall be received as per schedule furnished below:

I. Qualifying Requirements:
The bidders shall have to meet the following Qualifying Requirements (QR) failing which bid
shall be liable for rejection:
1.0 Technical criteria
1.1 The vendor shall be manufacturer of Cement (FAPPC/OPC) having obtained BIS
License for the same. A copy of valid BIS license shall be submitted as a proof
for verification. However, NPGC shall have choice to purchase cement as per
required grade.
1.2 The vendor should have quality assurance laboratory at plant in line with BIS
requirements.
1.3 The vendor should have average yearly plant capacity utilization of 6,00,000 MT
or above in preceding 2 years.
2.0 Financial Criteria
2.1 The average annual turnover of the Bidder, in the preceding three (3) financial
years as on the date of completed enlistment application opening shall not be
less than 4 Crore.
2.2 Following credentials are required for submission by the indenting Vendors
alongwith Vendor Enlistment application in support of meeting the qualifying
requirement as stipulated above:
a) Copy of Audited Balance sheet and Profite & Loss account for preceding 3
financial years furnishing annual sales amount & the yearly plant capacity
utilization as well.

b) Proof of valid BIS license.
2.3 In the event of response of qualified vendors is found to be less than Ten in any
of the categories, NPGC shall have right to augment the vendor list based on
available information/data in regard to the stipulated qualifying requirement .
II. General Conditions
1. Vendor enlistment application documents shall be issued to intending bidders on
request. Issuance of such documents shall not construe that the bidder is considerd
qualified. The relevant documents submitted by applicant will be scrutinized at the time
of said application evaluation.
2. The documentary proof in support of the qualifying requirements stipulated above shall
be submitted by the vendor for scrutiny.
3. The said documents shall be obtained from the address given below on all working days
as per details furnished below or the same can also be downloaded from
htpp://www.ntpctender.com on registration and on line payment (non-refundable)
towards cost of application and the downloaded documents can be used for submission
to NPGC.
4. (i) MSME / Small Scale Industries registered for similar work with the National Small
Scale Industries Corporation shall be exempted from payment of application cost. SSI
units registered with Bihar State SSIC are also entitled for exemption of application
Cost. Such parties can send the request for applicatiion along with self-attested copy of
certificates.
(ii) MSME / Small Scale Industries (SSI) registered with National Small Scale Industries
Corporation (NSIC) or Directorate of Industries, Bihar State shall be exempted from
payment of application up to the monetary limit for which the unit is registered with NSIC
/ Bihar State Directorate of Industries.
(iii) Application seeking exemption should enclose a photocopy of valid Registration
Certificate giving details such as validity, stores and monetary limits to the
Package Coordinator / AGM (C&M) at the address given below at least seven working
days prior to the last date of application sale for getting the authorization for participating
in the tendering.
5. Application shall be received up to 3.00 PM at the office of AGM(C&M) at NSTP Project
office, Dist: Aurangabad,Pin code: 824303 and opened at 3.30 PM on the aforesaid
application opening date in presence of intending applicants or their representatives,
who may like to be present. NPGC takes no responsibility for delay, loss or non-receipt
of application related documents sent by Post/Courier (Note: In case documents are
sent through Post/Courier the same shall be addressed to as under vide Address for
Communication). If the Application Opening Date becomes a holiday, the same will be
opened on the next working day at 3.30 P.M.
