1.0 NPGC invites off-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly
mentioned here in after.

5.0 1) Bid Security / EMD is to be paid in the form of Demand Draft (DD) drawn in favour of bNPGC Pvt. Ltd.b

2) An irrevocable Bank Guarantee of any Nationalised or Scheduled Bank* in favour of Nabinagar Power
Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security / EMD. Pro-
forma of the Bank Guarantee is given in bid documents.
(* List of banks is given in tender documents in annexure-1)
5.1 Bid Security, Any bid without an acceptable Bid Security shall be treated as non-responsive by the
employer and shall not be opened. All credential filled up formats & supporting documents as asked by
NPGC are to be submitted as attachments with the bid. The Bid security shall remain valid for a period of 45
days beyond the original bid validity period or beyond any extension in the period of Bid validity
subsequently requested.
6.0 EMD / Bid Security of inadequate-value / unacceptable form shall not be entertained and such bids shall not
be opened.
7.0 a) Micro & Small Enterprises (MSEs) having registration with District Industries Centre (DIC) or Khadi and
Village Industries
Commission (KVIC) or Khadi Village and Industries Board (KVIB) or Coir Board or National Small Industries
Commission
(NSIC) or Directorate of Handicrafts and Handlooms or any other body specified by Ministry of MSME shall
be exempted from
payment of tender cost / Earnest Money Deposit. Such parties can send the request for Tender
Documents along with self
attested copy of certificates.
b) Micro & Small Enterprises (MSEs) who are having Udyog Aadhar Memorandum through online
registration with Ministry of MSME shall also be exempted from payment of tender cost / Earnest Money
Deposit.
c) Tenderers seeking exemption of Bid security should forward a photocopy of valid Registration Certificate
giving details such as validity, stores and monetary limits etc. duly notarized/authenticated by the registering
authority (where the MSE had been registered) to the Package Coordinator at the address given below at
least seven working days prior to document sale close date for getting the authorization for participating in
the tendering. They shall also attach copy of the certificate duly notarized/ authenticated by the registering
authority in place of EMD/Bid Security with their bid.
8.0 Qualifying Requirement
In addition to satisfactory fulfillment of qualifying requirement stipulated in section: Instructions to Bidders
(ITB) of the bid documents, the following shall also apply;
8.1 Technical Criteria for participating in the bidding process:
8.1.1 The bidder must be a manufacturer or duly authorized supplier of Articulating Boom Lifter with at least 16-20
Metre working
height and platform capacity of 200-240 Kgs and should have supplied and successfully commissioned at
least one number of
such equipment in the last five years from the date of publication of NIT
8.2 Financial Criteria for participating in the bidding process:
8.2.1 The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Bid
opening shall not be
less than INR: 56.78/- Lakhs.
8.2.2 The bidder should have executed similar works(s) during the last 7(seven) years ending last day of month
previous to bid opening
date, with either of the following order values:
a) Three orders each of order value not less than ` 22.71 Lakhs
OR
b) Two orders each of order value not less than ` 28.39 Lakhs
OR
c) Single order of value not less than ` 45.42 Lakhs
Similar Work(s) mentioned above would mean bManufacture and/or supply of Articulating Boom Lifter in the Govt.,
Public or Private Sectorb.
The following may also be noted towards meeting the financial criteria:
i. Other income shall not be considered for arriving at annual turnover
ii. The word bExecutedb means bidder should have achieved the criteria mentioned in the qualifying
requirement within the period specified even if the total contract has been started earlier and/or not
completed/closed.
iii. In case, where audited results for the last financial year as on date of Techno commercial bid opening are
not available, the financial results certified by a practicing Charted Accountant shall be considered
acceptable. In case, bidder is not able to submit the certificate from practicing Charted Accountant certifying
its financial parameters, the audited results of three consecutive financial years preceding the last financial
year shall be considered for evaluating the financial parameters.
iv. Original documents shall be produced for verification as and when called for.
9.0 General requirement
Following credentials are to be submitted by the bidder along with bid documents in support of meeting the
Qualifying
Requirement as stipulated for the package.
1) Legible copies of documents (Award letter/BOQ/Agreement) for bsimilarb works(s) and completion
certificate/copy of owner certified Measurement Book(s)/Bills/Receipts towards proof of work executed,
clearly indicating total value of work executed and the period of execution in respect of the award.
2) Audited bBalance Sheetb and bProfit & Loss accountb for last three Financial years
3) Partnership deed/Affidavit for proprietorship/Certificate of Incorporation
4) Copies of PAN Card & GST Registration Number
10.0 Documents submitted by the Bidders shall be clearly readable /comprehensible. NPGC reserves
the right to discard incomplete/insufficient/unreadable documents and evaluate tenders on the
basis of balance documents available with the bid which are comprehensible, relevant &
acceptable.
11.0 Notwithstanding anything stated above, the owner reserves the right to assess the bidderbs
capability and capacity to perform the contract, should the circumstances warrant such
assessment in the overall interest of NPGC, and decision of NPGC in this regard shall be final.
12.0 Bidders are requested / advised to check the Qualifying Requirements (QR) of the subject tender
before downloading / buying the tender document online.
13.0 Participation in the tender does not automatically mean that the bidders are considered
qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after
opening of technical bids and the bids of the bidder who is not meeting the qualifying requirement
shall be treated as non-responsive.
14.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
15.0 NPGC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject
package without assigning any reason whatsoever and in such case no bidder/intending bidder
shall have any claim arising out of such action. EMD only shall be returned without any additional
financial liability to NPGC.
16.0 Tender documents are not transferable. Issuance of tender documents does not automatically
mean that the bidders are considered qualified. NPGC shall evaluate the qualifying requirements
of each bidder as per NIT after opening of Technical Bid and the Price bid(s) of the bidder(s) who
do not meet the Qualifying Requirements shall not be opened and the same shall be returned to
the bidder(s) without being opened.
17.0 If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to next
working day.
18.0 NPGC shall not be responsible for any postal delay / loss / damage or non-delivery of bids.
19.0 Prospective bidders from Bihar State are compulsorily required to provide TIN number at the time
of purchase of bidding documents.
20.0 Other terms and conditions of tender shall be as contained in Bid Documents.
