1.0 INTRODUCTION

NTPC Ltd. (A Govt. of India Enterprises), a Maharatna Company, is India’s largest power

generation company with its roots planted way back in 1975 to accelerate power development

in India. Since then it has established itself as the dominant power major with presence in the

entire value chain of the power generation business. From fossil fuels it has forayed into

generating electricity from hydro, nuclear and renewable energy sources. The total installed

capacity of the company is about 51383 MW (including JVs) with 20 coal based, 7 gas based,

1 Hydro based, 9 Joint Venture stations and 11 renewable energy (Solar PV) projects. NTPC

has an ambitious plan to become 128000 MW plus company by 2032.

Municipal solid waste (MSW) management is one of the major environmental problems of

Indian cities. Improper management of municipal solid waste (MSW) causes hazards to

inhabitants. Various studies reveal that about 90% of MSW is disposed of unscientifically in

open dumps and landfills, creating problems to public health and the environment. As a

responsible corporate citizen, NTPC is working on a solution to this problem by utilizing MSW

for power generation in its coal fired power plants. However, the MSW cannot be directly

utilized in power plants and needs to be treated and torrified to convert it in to coal like material

having better calorific value and grindability.

In torrifaction process, after segregation of metallic component and non- combustible

materials from MSW, it is heated up at high temperature in absences of oxygen for few hours

and MSW gets converted into coal like material in the process. Another advantage of

torrifaction is reduction in transport component of torrified MSW.

With the intent to utilize MSW for power generation in the coal fired power plants, NTPC invites

Expression of Interest from vendors in India for supplying municipal solid waste (MSW) based

torrefied fuel to NTPC power plants.

2.0 INTENT OF THE EXPRESSION OF INTEREST (EOI)

2.1 In order to seek willingness of vendors for supplying municipal solid waste (MSW) based

torrefied fuel to NTPC plants located near cities like Dadri, Mouda, NTECL Vallur, IGSTPP,

Jhajjar, NTPC intends to identify vendors in India for supplying municipal solid waste (MSW)

based torrefied fuel to NTPC power plants.

2.2 In order to utilize MSW based torrefied fuel in power plant in a safe way, its properties shall

not deviate much from the coal being fired regularly in power plant. A limit on the various

constituents has been set considering this. MSW contains various other elements and trace

metals which are undesirable from combustion point of view, as it has negative impact on

boiler and human health, but it can be minimized or eliminated with its proper treatment.

2.3 Moisture adversely affects the efficiency of boiler, therefore, its limit may be kept not more

than 15% as given in Table-1. Mostly our systems are designed for ash less than 40%, same

limits has been kept here. Further, higher volatile content poses fire risk during handling and

milling, therefore, value has been limited to typical value of high VM coal, i.e. 35% as given

in Table-1.

Furthermore, the limits of various constituents are listed in Table-2 and Table-3 which may be

kept within +10% of the values found in coal which are as follows:-

These values have been constrained in view of risk to boiler metallurgy, toxicity to SCR

catalyst and environmental health hazards. Further, for better grindability of MSW based

torrefied fuel, it’s HGI (Hard groove Grindability Index) should not be less than 50.

2.4 Interested vendors may participate in the EOI. However, this EOI for “identifying vendors in

India for supplying municipal solid waste (MSW) based torrefied fuel to NTPC power plants”

is not intended for empanelment or pre-qualification of vendors.

4.0 DOWNLOAD AND SUBMISSION OF EOI

Interested vendors may download the documents of EOI free of cost from

www.ntpctender.com. The vendors shall submit their duly filled EOI through e-mail to

ashwinikumarverma@ntpc.co.in on or before 23:59 hrs (IST) on 08.03.2018.

5.0 NTPC reserves the right to reject or accept any or all applications, cancel/withdraw the EOI

process without assigning any reason whatsoever and in such case no applicant / intending

applicant shall have any claim arising out of such action.

Section-I and Section-II should be read carefully before filling the forms and application given

in Section-III.

2.0 Documents comprising the Application

The application of EOI shall comprise the following:

participate in the Request for Proposal (RFP), as and when NTPC invites proposal for the

same.

3.0 Submission of Application of EOI

The application of EOI shall be submitted in the following manner:

I. The Form of Application shall be submitted on the letter head of the organization in pdf

format.

II. All schedules shall be submitted in single pdf file on the letter head of the organization.

III. The credentials/supporting documents shall be submitted in pdf format along with

schedule as attachment/Annexure to that schedule and same shall be mentioned clearly

in that schedule. These documents should be in English language.

The above mentioned documents shall be submitted through e-mail to

ashwinikumarverma@ntpc.co.in No manual or hard copy submission shall be accepted.

4.0 Deadline for submission of Application of EOI

The duly completed application of EOI must be submitted through e-mail on or before 23:59

hrs (IST) on 08.03.2018. EOI with incomplete form of application /schedules shall not be

entertained.

5.0 EOI process will be subject to verification of all information submitted at the discretion of

NTPC. NTPC reserves the right to reject or accept any or all applications, cancel/withdraw

the EOI process without assigning any reason whatsoever and in such case no applicant /

intending applicant shall have any claim arising out of such action.
