1.0 NTPC invites on‐line bids from eligible Bidders for Supply of paint, primer and

thinner to NTC Mouda as per the scope of work briefly mentioned.

The bidders are requested to send the tender

fee and EMD or MSE/ NSIC/ Udyog adhar

certificate for getting exemption well in

advance to be received in the NTPC, Raipur

office before the scheduled bid submission end

date failing which the bid shall be liable for

rejection.

Reverse Auction Not applicable

The date of opening of Price Proposal shall be intimated separately by NTPC after completion of

evaluation of Techno‐Commercial Proposal.

4.0 All the bids must be accompanied by Tender fee & Bid Security.

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE TENDER FEE & BID SECURITY IN A

SEPARATE SEALED ENVELOPE, SHALL BE REJECTED BY NTPC AS BEING NON‐RESPONSIVE.

5.0

Qualifying Requirements: ‐

The bidders are required to fulfil the following:

(A)

The Bidder should be a manufacturer of Epoxy/Poly Urethane/Enamel Paint(s).

(B)

Bidder should have successfully supplied paint(s)(including primer/thinner) with

order(s) of the following values, during last seven(7) years as on date of bid

opening:

Single order of value not less than Rs. 94 Lakh

Two orders of value not less than Rs. 58 Lakh each

Three orders of value not less than Rs. 47 Lakh each.

( C ) The average annual turnover of the Bidder in the preceding three (3) financial years as

on the date of bid opening shall not be less than 117 Lakh [Rupees One hundred Seventeen

Lakh Only].

(D) In case where audited results for the last financial year as on date of bid opening are not

available, the financial results certified by a practicing chartered accountant shall be considered

acceptable. In case, bidder is not able to submit certificate from practicing chartered accountant

certifying its financial parameters, the audited results of three consecutive financial years

preceding the last financial year shall be considered for evaluating the financial parameters.

Further a certificate would be required from the CEO/CFO as per the format enclosed in the

bidding documents stating that the financial results of the company are under audit as on date of

techno commercial bid opening and the certificate from the practicing chartered accountant

certifying the financial parameters is not available.

Notes:

1) Other income shall not be considered for arriving at annual turnover.

2) The word “supplied” means the bidder should have achieved the criteria specified in the above

QR within preceding seven (07) years period even if the supply has been started earlier and/or is

not completed/closed.

6.0 Notwithstanding anything stated above, the Employer reserves the right to undertake a

physical assessment of capacity & capabilities including financial capacity & capability of the

bidder/his collaborator(s)/associate(s)/ subsidiary(ies)/group company(ies) to perform the

contract, should the circumstances warrant such assessment in the overall interest of the

employer. The physical assessment shall include but not be limited to the assessment of the

office/facilities/banker’s/reference works by employer. A negative determination of such

assessment of capacity and capabilities may result in rejection of bid.

7.0 Documents required for fulfilment of 'Qualifying requirements' with bidder self ‐attestation

and for submission of 'TECHNICAL BID':

Copy of 'Affidavit for proprietorship/partnership deed/Article of association

including changes if any' ,Copy of PAN,Copy of GST.

Copies of Purchase order and corresponding Invoices/Receipted Challan/ Delivery

Challan/ LRRR/Final Inspection report/MDCC as a proof of having supplied the item.

Copy of Certificates to prove the manufacturing capacity for these items.

Audited Balance sheet / Certificate from Charted Accountant incorporating the

turnover details during the last 3 financial years

8.0 A complete set of Bidding Documents may be downloaded by any interested Bidder

directly through NTPC e‐procurement portal, https://eprocurentpc.nic.in. For logging on to the

e‐tender Site, the bidder would require user id and Password which can be created at our portal

and inform the same to concerned package co‐ordinator.

Note: No hard copy of Bidding Documents shall be issued

9.0

a) Small Scale Industries registered for similar work with the National Small Scale Industries

Corpn. shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units

are also entitled for exemption of EMD / Tender Cost. Such parties can sent the request for

Tender Documents along with copy of certificates self‐attested.

b) Small Scale Industries registered with NSIC shall be exempted from payment of Security

Deposit up to the monetary limit for which the unit is registered with NSIC.

c) Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate

giving details such as validity, stores and monetary limits to the Package Coordinator / AGM

(C&M) at the address given below at least three working days prior to the last date of tender

fee payment for getting the authorization for participating in the e‐tendering.

10.0 First time users not allotted any vendor code are required to approach NTPC at least

three working days prior to Document Sale Close date and submit following details.

For creation of vendor code:

i) Company/Firm registration,

ii) Copy of GST Registration, PAN no.,

iii) Valid email ID, Contact No

iv) Address Proof

v) Cancel cheque & E.F.T (to be verified by bank)

Note: Format of E.F.T (Electronic Fund Transfer) is attached along with tender

documents

11.0 Transfer of Bidding Documents purchased by one intending bidder to another is not

permissible. NTPC takes no responsibility for any loss/delay/non‐receipt of

applications/ tenders sent by post.
