NTPC invites online bids from eligible bidders on Single Stage Two Envelope bidding basis
(Envelope-1: Techno-Commercial Bid & Envelope-2: Price Bid) for aforesaid Package. The
estimated cost of work is

Bids (both Techno-Commercial and Price) shall be received upto 11:00 hrs (IST) on 06.03.2018

1 NTPC invites on-line bids on Single Stage Two Envelope bidding basis from eligible bidders for
the above said package as per the Scope of Work briefly mentioned hereinafter.
2 BRIEF SCOPE OF WORK:
The scope of work includes Design, engineering, manufacture, supply, transport & insurance,
erection, testing and commissioning of Grid tied (interactive) system without battery at various
rooftop locations at NTPC Kayamkulam, along with Balance of Systems (BOS) and integration with
LT distribution board at respective locations viz. Workshop and DM Plant Buildings - 40 kWp
System each at Workshop & DM Plant (RCC Flat Roof Top). The detailed scope of work is
available in Section V/BOQ.

as validity, stores/ services etc. failing which tender fee exemption shall not
be given.

As per Provision of bidding Documents, the bidders shall submit online, the “Techno-Commercial
Proposal” in Cover Type Technical and the "Price Proposal" in Cover Type Price (in excel file),
within the bid submission date & time as mentioned above on e-tendering portal
https://eprocurentpc.nic.in. Only Technical Bid will be opened on the date indicated above.

days prior to Document Sale close date and submit the Following :

6. Bid Security/ EMD in the form of DD/BC/BG shall be submitted in a sealed envelope separately
offline by the stipulated bid submission closing date & time at the address given below. Any bid
without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not
be opened.

In case Bid Security is submitted by way of Bank Guarantee, the same should be valid for 225 days
from the date of Opening of Techno-commercial offer.
In case Bid Security is submitted by way of DD/ Bankers Cheque/Pay Order same should be
payable at HARIPAD (DT. ALLEPPEY, KERALA).
While issuing the physical BGs, the Bidder’s Bank shall also send electronic message through
secure SFMS (in case of BGs issued from within India) or SWIFT (in case of BGs issued from
outside India) to Employer’s Beneficiary Bank whose details are provided herein below :

Note: Bidders, who have valid MSE/ NSIC certificate, are not required to submit Tender Fee &
EMD; such bidders shall submit/ upload MSME/ NSIC certificate online with digitally signed.

QUALIFYING REQUIREMENT FOR BIDDERS:
Qualifying Requirements stipulated hereunder:-
Technical:
i) The bidder should be manufacturer or system integrator or authorized distributor/ supplier of
Solar PV (Photo Voltaic) Modules using crystalline /multi crystalline cells.
And
ii) The bidder should be a MNRE approved channel partner
And
iii) The bidder have installed a minimum cumulative capacity of 250kWp Solar PV System in the
last three years, of which at least one unit should be of 40 kWp or above and in operation for
at least one year as on date of bid opening.
Financial:
i) The bidder should have successfully executed similar works during the last SEVEN years,
reckoned from the date of bid opening, as any of the following:
Single Contract of value not less than ` 47.96 Lakhs
OR .
Two Contracts of value not less than ` 29.96 Lakhs each
OR .
Three Contracts of value not less than ` 23.98 Lakhs each
‘Similar work’ means supply, installation and commissioning of Solar PV Module.
ii) The average annual turnover of the bidder in the preceding three financial years as on the
date of bid opening shall not be less than ` 59.95 Lakhs.
NOTE:
The relevant documents such as Letter of Award, proof of execution of work etc., shall be
submitted along with the bid. All claims need to be supported by documentary evidence and
necessary contact details including names and telephone numbers of customers.
iii) Notwithstanding anything stated above, the Employer reserves the right to verify any
information/ document furnished; inspect the works carried out by the bidder and also to carry
out assessment of the capabilities and capacity of the Bidder to perform the contract, should
the circumstances warrant such assessment in the overall interest of the Employer.
iv) Other income shall not be considered for arriving at annual turnover. In case where
audited results for the last preceding financial year are not available, certification of financial
statements from a practicing Chartered Accountant shall also be considered acceptable. In
case Bidder is not able to submit the Certificate from practicing Chartered Account certifying
its financial parameters, the audited results of three consecutive financial years preceding the
last financial year shall be considered for evaluating the financial parameters. Further, a
Certificate would be required from the CEO/CFO as per the format enclosed in the bidding
documents stating that the financial results of the Company are under audit as on the date of
Techno-Commercial bid opening and the Certificate from the practicing Chartered Accountant
v) The word “executed” means; Bidder should have achieved the criteria specified in above QR
even if the total contract is not completed/ closed.
vi) The value of the work completed in the preceding seven (7) years reckoned as on date of
techno commercial bid opening, even if it has been started earlier, will also be considered as
meeting the qualifying requirements.
vii) The reference works whose details have been declared as per the specified format in the
relevant attachment (i.e. Attachment No. 3) shall be considered to ascertain the bidder’s
compliance to the specified Financial Qualifying Requirement (QR). Bidders wishing to
provide additional reference works are required to declare the same in similar format which
shall be additionally attached. However, bidders are not permitted to quote more than SIX (6)
number of reference works for this purpose.
In case Attachment-3 is not filled, one option shall be extended to the bidder to submit the
duly filled Attachment-3. No change or substitution in respect of reference Plants/ Orders for
meeting the specified Qualifying Requirement (QR) shall be offered by the bidder once
Attachment 3 is submitted. The request for submission of Attachment 3 in case not filled shall
be sent through email and NTPC shall not be responsible for non receipt of email. In case
the response is not received from the party within the specified period indicated in the mail,
the bid shall be considered non responsive and technically rejected.
viii) The Employer at its discretion may seek any clarification and/or documentary evidence only
in respect of the reference works as mentioned above. However, no change or substitution
of the reference works by new/additional work for conforming to the specified Financial
Qualifying Requirement shall be sought, offered or permitted.
ix) Joint Ventures/ Consortiums are not permitted for bidding
8. Techno-Commercial Bid (i.e. Technical Bid & Price Bid) Submission:
This is an E-tender case and bidders shall submit bid (Technical Bid & Price Bid) in ONLINE ONLY.
Bids sent in physical form through any other means /media is not at all acceptable and it may be
liable to be rejected.
A) Documents Required for Technical Bid Submission:
i) Tender Fee in the form of DD/BC is to be submitted in sealed envelope in Physical Form/ Offline
within the scheduled period along with EMD.
ii) EMD in the form of DD/BC/BG is to be submitted in sealed envelope in Physical Form/ Offline within
the scheduled period. Any techno-commercial bid not accompanied by an acceptable EMD and
Tender Fee in separate sealed envelope shall be rejected by NTPC Limited, Kayamkulam as being
non-responsive and will not be considered for Opening. (*Format for BG, Please refers to Section-
VIII, Forms & Procedures).
iii) Above sealed envelopes must be super scribed with NIT No., Date of Opening of Technical Bid,
Sender's Name & Address.
iv) Bidders who have valid MSE/NSIC certificate, those bidders are not required to submit the EMD or
Tender Fee. Please note that MSE/NSIC certificate may also submitted online and digitally signed if
bidders having valid MSE/NSIC certificate.
v) Following documentary evidences should be uploaded online & signed Digitally:
QR documents comprising of credentials (i.e. Copy of Work Orders/ LOAs/ Agreements /
Completion Certificates) as per qualifying requirements mentioned above.
Up to date copy of Profit and Loss Account and Balance sheet of last three financial Years duly
audited by Chartered Accountant.
Copy of Independent PF and ESI Registration Certificates
Copy of GSTIN Registration Certificate and Income Tax PAN Certificate
Documents regarding Legal status of the bidder and Power of Attorney as per ITB Clause
11.3.1(b) & (c)
Details Regarding Attribute which comprises of: Declaration of banning Policy, Declaration of
Fraud Prevention Policy, Nil Deviation Certificate.
B) Documents Required for Price Bid Submission:
To be submitted online in Cover type Price (in excel file) on GEPNIC Portal:
Price Bid Opening Date and Time shall be intimated separately by NTPC through mail to only those
bidders who are found to be meeting the QR criterion and their bid fulfils the technical requirements
as per NIT specifications.
9 Technical Bid/ Price Bid of the Bidders who have not submitted requisite amount of Tender Fee (by
DD/BC) and EMD (in form of DD/BC/BG) separately or valid MSE/NSIC certificate and who do not
satisfy the Qualifying Requirements shall not be considered.
10 NTPC reserves the right to reject any or all bids or cancel/ withdraw the IFB for subject Package
without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have
any claim arising out of such action.
11 Issuance of bid documents to any bidder shall not construe that such bidder is considered to be
qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s
representatives who choose to attend the bid opening.
12 Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
Parties banned by any NTPC Projects, Corporate Centre /Southern Region HQ/ Rajiv Gandhi CCPP
are not eligible to participate.
